Applying the Open Source Development Model to Knowledge Work
This paper introduces a distinction between two different types of information goods in order to analyse the processes governing the review and integration of multi-authored contributions to information goods such as those produced through collaborations using the Internet as well as modular information goods such as open source software. It is argued that these distinctions are important because they suggest different organisational arrangements for producing such information goods. This method of analysing the nature of the information goods is employed to examine different organisational arrangements using the analogy of collaboration for traditional publication to identify actors and processes. The analysis of 'contributors' is extended from authorship to collectors and researchers. The paper examines a small survey of the governance procedures employed in projects that employ open source methods for collecting various types of information. We noted the prime role of the recruitment process in the relative success of the examples that we examined (ODP, Wikipedia, Nupedia, MathLearning, VRoma, and Web of Life). For these 'collection' efforts, the role of hierarchy in editing and review of project submissions appears to be important than in open source communities and may be an impediment to recruitment and project development. Copyright Literacy in the UK: a survey of librarians and other cultural heritage sector professionals
Based on a survey of UK library and information professionals and those who work in the cultural heritage sector, carried out in December 2014, this research sought to examine the levels of copyright „literacy?. The survey aimed to obtain responses from all sectors, however most responses were received from academic libraries. The research examined their knowledge of national and international copyright issues as well as copyright policies at an institutional level. The survey also explored the need for copyright education for new and existing professionals and suggested topics for inclusion in training activities. The findings suggest that levels of knowledge amongst UK professionals are higher than those in other countries who participated in the first phase of the project. UK institutions are also more likely to have a copyright policy and an individual with responsibility for copyright. The results should be of interest to library managers, library educators and those with responsibility for staff training

A literature review of the use of Web 2.0 tools in Higher Education
This review focuses on the use of Web 2.0 tools in Higher Education. It provides a synthesis of the research literature in the field and a series of illustrative examples of how these tools are being used in learning and teaching. It draws out the perceived benefits that these new technologies appear to offer, and highlights some of the challenges and issues surrounding their use. The review forms the basis for a HE Academy funded project, ‘Peals in the Cloud’, which is exploring how Web 2.0 tools can be used to support evidence-based practices in learning and teaching. The project has also produced two in-depth case studies, which are reported elsewhere (Galley et al., 2010, Alevizou et al., 2010). The case studies focus on evaluation of a recently developed site for learning and teaching, Cloudworks, which harnesses Web 2.0 functionality to facilitate the sharing and discussion of educational practice. The case studies aim to explore to what extent the Web 2.0 affordances of the site are successfully promoting the sharing of ideas, as well as scholarly reflections, on learning and teaching
From Social Data Mining to Forecasting Socio-Economic Crisis
Socio-economic data mining has a great potential in terms of gaining a better
understanding of problems that our economy and society are facing, such as
financial instability, shortages of resources, or conflicts. Without
large-scale data mining, progress in these areas seems hard or impossible.
Therefore, a suitable, distributed data mining infrastructure and research
centers should be built in Europe. It also appears appropriate to build a
network of Crisis Observatories. They can be imagined as laboratories devoted
to the gathering and processing of enormous volumes of data on both natural
systems such as the Earth and its ecosystem, as well as on human
techno-socio-economic systems, so as to gain early warnings of impending
events. Reality mining provides the chance to adapt more quickly and more
accurately to changing situations. Further opportunities arise by individually
customized services, which however should be provided in a privacy-respecting
way. This requires the development of novel ICT (such as a self- organizing
Web), but most likely new legal regulations and suitable institutions as well.
As long as such regulations are lacking on a world-wide scale, it is in the
public interest that scientists explore what can be done with the huge data
available. Big data do have the potential to change or even threaten democratic
societies. The same applies to sudden and large-scale failures of ICT systems.
Therefore, dealing with data must be done with a large degree of responsibility
and care. Self-interests of individuals, companies or institutions have limits,
where the public interest is affected, and public interest is not a sufficient
justification to violate human rights of individuals. Privacy is a high good,
as confidentiality is, and damaging it would have serious side effects for

Farmers' rights and protection of traditional agricultural knowledge:
"Although achieving in situ conservation is possible without changing farmers' customary management of crops as common pool resources, an alternative approach is to negotiate a bioprospecting contract with providers of the resource that involves direct payment and royalties. This bioprospecting mechanism implies a change in the customary treatment of crop genetic resources as common pool goods and is in line with national ownership mandated by the Convention on Biological Diversity (CBD). This paper questions the value of bioprospecting for protecting traditional agricultural knowledge and argues for a common pool approach. It examines the nature of crop genetic resources and farmers' knowledge about them, and it analyzes the nature of the ‘common heritage' regime that was partly dismantled by the Convention on Biological Diversity. The paper reviews the implementation of access and benefit sharing schemes under the CBD and discusses programs to recognize Farmers' Rights that have arisen since the establishment of the CBD. In Search of a New Model: Library Resource Sharing in China - A Comparative Study
This paper reviews the framework of library resource sharing (LRS) in China and examines, from a comparative perspective, cases of recent development, particularly in the 1990s and early 2000s. Highlights include: (1) historical review of LRS in the U.S. and China, particularly in the areas of print union catalogs and union lists, online bibliographic utilities, and interlibrary loan; (2) literature review of Chinese publications, and LRS issues and challenges in China; (3) Analysis of three LRS models to provide a contextual grasp of a paradigm shift taking place in China; and (4) comparative analysis of LRS objectives, structure, and governance, etc., in the U.S. and China. The study also underscores the imperative for building a national digital library system in China to gain a competitive edge in resource sharing and to support the country’s rapid social and economic growth.
