    Planning and scheduling activities within the rail industry have benefited from developments in computer-based simulation and modelling techniques over the last 25 years. Increasingly, the use of computational intelligence in such tasks is featuring more heavily in research publications. This paper examines a number of common rail-based planning and scheduling activities and how they benefit from five broad technology approaches. Summary tables of papers are provided relating to rail planning and scheduling activities and to the use of expert and decision systems in the rail industry.EPSR

    Formalization and Validation of Safety-Critical Requirements

    The validation of requirements is a fundamental step in the development process of safety-critical systems. In safety critical applications such as aerospace, avionics and railways, the use of formal methods is of paramount importance both for requirements and for design validation. Nevertheless, while for the verification of the design, many formal techniques have been conceived and applied, the research on formal methods for requirements validation is not yet mature. The main obstacles are that, on the one hand, the correctness of requirements is not formally defined; on the other hand that the formalization and the validation of the requirements usually demands a strong involvement of domain experts. We report on a methodology and a series of techniques that we developed for the formalization and validation of high-level requirements for safety-critical applications. The main ingredients are a very expressive formal language and automatic satisfiability procedures. The language combines first-order, temporal, and hybrid logic. The satisfiability procedures are based on model checking and satisfiability modulo theory. We applied this technology within an industrial project to the validation of railways requirements

    Estimating Workforce Development Needs for High-Speed Rail in California, Research Report 11-16

    This study provides an assessment of the job creation and attendant education and training needs associated with the creation of the California High-Speed Rail (CHSR) network, scheduled to begin construction in September 2012. Given the high profile of national and state commitment to the project, a comprehensive analysis that discusses the education, training, and related needs created during the build out of the CHSR network is necessary. This needs assessment is achieved by means of: 1) analyzing current high-speed rail specific challenges pertaining to 220mph trains; 2) using a more accurate and robust “bottom-up” approach to estimate the labor, education, skills, and knowledge needed to complete the CHSR network; and 3) assessing the current capacity of railroad-specific training and education in the state of California and the nation. Through these analyses, the study identifies the magnitude and attributes of the workforce development needs and challenges that lie ahead for California. The results of this research offer new insight into the training and education levels likely to be needed for the emergent high-speed rail workforce, including which types of workers and professionals are needed over the life of the project (by project phase), and their anticipated educational level. Results indicates that although the education attained by the design engineers of the system signifies the most advanced levels of education in the workforce, this group is comparatively small over the life of the project. Secondly, this report identifies vast training needs for the construction workforce and higher education needs for a managerial construction workforce. Finally, the report identifies an extremely limited existing capacity for training and educating the high-speed rail workforce in both California and in the U.S. generally

    European Railway Comparisons: Final Report

    The Institute for Transport Studies (ITS), University of Leeds and the British Railways Board (BRB) carried out a major comparative study of Western European railways in the late 1970s (BRB and University of Leeds, 1979). Follow-up work was carried out by ITS financed by the Social Science Research Council and reported by Nash (1985). It was deaded to revive this work at ITS for a number of reasons: It is over ten years since the last set of comparisons (for 1981) were made at ITS and therefore a review of the changes in costs and productivity may be timely. There has been a number of technical developments that make the use of statistical cost analysis more promising. These developments include the use of more flexible functional forms such as the translog, and the development of comprehensive total factor productivity indices (see, for example, Dodgson, 1985 and, more recently, Hensher and Waters, 1993). There is increasing interest in the organisational structure of railway industries as a result of the 1988 Transport Act in Sweden, the EC directive 91/4-40 and the publication of proposals for privatising British Rail in July 1992 (see, for example, ECMT, 1993).     Are Britain’s railways costing too much? Perspectives based on TFP comparisons with British Rail: 1963-2002.

    Following the Hatfield accident in October 2000, the cost of running Britain’s railways has increased very sharply, leading to considerable debate about whether current cost levels are reasonable. This paper seeks to inform this debate by assessing post-Hatfield cost and TFP levels (2000/01 to 2001/02) against the historical precedents set by British Rail and the early experience of the newly-privatised industry (1963 to 1999/00). The results show that industry cash costs rose by 47% between 1999/00, the last financial year before Hatfield, and 2001/02 - but, surprisingly, with train operating costs (TOCs and freight operators) accounting for 42% of this growth. The results also show that the post-Hatfield cost spike is unprecedented when compared against historical benchmarks, indicating that recent cost rises cannot simply be explained by the investment cycle or so-called “bow-wave” effects. Furthermore, according to the preferred models, post-Hatfield productivity levels are lower than at any time over the last four decades. Analysis of long-term data on quality and safety measures indicates that an excessive focus on rail safety may offer part of the explanation for the recent cost growth, with the emphasis on safety also resulting in less attention to punctuality and reliability
