Towards a Swiss National Research Infrastructure
In this position paper we describe the current status and plans for a Swiss
National Research Infrastructure. Swiss academic and research institutions are
very autonomous. While being loosely coupled, they do not rely on any
centralized management entities. Therefore, a coordinated national research
infrastructure can only be established by federating the various resources
available locally at the individual institutions. The Swiss Multi-Science
Computing Grid and the Swiss Academic Compute Cloud projects serve already a
large number of diverse user communities. These projects also allow us to test
the operational setup of such a heterogeneous federated infrastructure

Southern African Treatment Resistance Network (SATuRN) RegaDB HIV drug resistance and clinical management database: supporting patient management, surveillance and research in southern Africa
Substantial amounts of data have been generated from patient management and academic exercises designed to better understand the human immunodeficiency virus (HIV) epidemic and design interventions to control it. A number of specialized databases have been designed to manage huge data sets from HIV cohort, vaccine, host genomic and drug resistance studies. Besides databases from cohort studies, most of the online databases contain limited curated data and are thus sequence repositories. HIV drug resistance has been shown to have a great potential to derail the progress made thus far through antiretroviral therapy. Thus, a lot of resources have been invested in generating drug resistance data for patient management and surveillance purposes. Unfortunately, most of the data currently available relate to subtype B even though >60% of the epidemic is caused by HIV-1 subtype C. A consortium of clinicians, scientists, public health experts and policy markers working in southern Africa came together and formed a network, the Southern African Treatment and Resistance Network (SATuRN), with the aim of increasing curated HIV-1 subtype C and tuberculosis drug resistance data. This article describes the HIV-1 data curation process using the SATuRN Rega database. The data curation is a manual and time-consuming process done by clinical, laboratory and data curation specialists. Access to the highly curated data sets is through applications that are reviewed by the SATuRN executive committee. Examples of research outputs from the analysis of the curated data include trends in the level of transmitted drug resistance in South Africa, analysis of the levels of acquired resistance among patients failing therapy and factors associated with the absence of genotypic evidence of drug resistance among patients failing therapy. GridCertLib: a Single Sign-on Solution for Grid Web Applications and Portals
This paper describes the design and implementation of GridCertLib, a Java
library leveraging a Shibboleth-based authentication infrastructure and the
SLCS online certificate signing service, to provide short-lived X.509
certificates and Grid proxies. The main use case envisioned for GridCertLib, is
to provide seamless and secure access to Grid/X.509 certificates and proxies in
web applications and portals: when a user logs in to the portal using
Shibboleth authentication, GridCertLib can automatically obtain a Grid/X.509
certificate from the SLCS service and generate a VOMS proxy from it. We give an
overview of the architecture of GridCertLib and briefly describe its
programming model. Its application to some deployment scenarios is outlined, as
well as a report on practical experience integrating GridCertLib into portals
for Bioinformatics and Computational Chemistry applications, based on the

Estimation of indirect cost and evaluation of protective measures for infrastructure vulnerability: A case study on the transalpine transport corridor
Infrastructure vulnerability is a topic of rising interest in the scientific literature for both the general increase of unexpected events and the strategic importance of certain links. Protective investments are extremely costly and risks are distributed in space and time which poses important decision problems to the public sector decision makers. In an economic prospective, the evaluation of infrastructure vulnerability is oriented on the estimation of direct and indirect costs of hazards. Although the estimation of direct costs is straightforward, the evaluation of indirect cost involves factors non-directly observable making the approximation a difficult issue. This paper provides an estimate of the indirect costs caused by a two weeks closure of the north-south Gotthard road corridor, one of the most important infrastructure links in Europe, and implements a cost-benefit analysis tool that allows the evaluation of measures ensuring a full protection along the corridor. The identification of the indirect cost relies on the generalized cost estimation, which parameters come from two stated preference experiments, the first based on actual condition whereas the second assumes a road closure. The procedure outlined in this paper proposes a methodology aimed to identify and quantify the economic vulnerability associated with a road transport infrastructure and, to evaluate the economic and social efficiency of a vulnerability reduction by the consideration of protective measures.infrastructure vulnerability, choice experiment, cost-benefit analysis, freight transport
The deterrent effect of voting against minarets: identity utility and foreigners' location choice
This paper uses the vote on the Swiss minaret initiative as a natural experiment to identify the causal effect of negative attitudes towards immigrants on foreigners' location choices and thus indirectly on their utility. Based on a regression discontinuity design with unknown discontinuity points and administrative data on the population of foreigners, we find that the probability of their moving to a municipality that unexpectedly expressed strong reservations decreases initially by about 60 percent. The effect levels off over a period of about 5 months. Consistent with a reduction in the identity utility for immigrants in general, the reaction is not confined to Muslims, whereby high-skilled foreigners seem to be most sensitive to the newly revealed reservations
