    Part 2: pushing the envelope. A process perspective for architecture, engineering and construction

    In this article, I am building on an emerging 'process view of nature' and how biological membranes emerge through the combined action of (locally) autonomous construction agents. In Part 1, we considered the simultaneous aggregation and disaggregation of matter around embedded processes, used to create, sustain and regulate matter, energy and information gradients from which 'work' is derived for the benefit of the agents or organisms present in the system. In Part 2, I intend to demonstrate that emerging digital design, simulation and fabrication techniques, when linked to sensory and effector feedback, memory and actions, directed by pre-encoded objectives (as rules or algorithms), produce the same fundamental unit of 'agency' as biological agents possess. By understanding how biological membranes emerge in nature, as the outcome of 'negotiated agency', to regulate matter, energy and information exchange between adjacent spaces, we can begin to consider the building envelope as a biological interface or membrane from which 'work' can be derived from the environment we inhabit, as a physiological extension of ourselves

    Cognitive architectures as Lakatosian research programmes: two case studies

    Cognitive architectures - task-general theories of the structure and function of the complete cognitive system - are sometimes argued to be more akin to frameworks or belief systems than scientific theories. The argument stems from the apparent non-falsifiability of existing cognitive architectures. Newell was aware of this criticism and argued that architectures should be viewed not as theories subject to Popperian falsification, but rather as Lakatosian research programs based on cumulative growth. Newell's argument is undermined because he failed to demonstrate that the development of Soar, his own candidate architecture, adhered to Lakatosian principles. This paper presents detailed case studies of the development of two cognitive architectures, Soar and ACT-R, from a Lakatosian perspective. It is demonstrated that both are broadly Lakatosian, but that in both cases there have been theoretical progressions that, according to Lakatosian criteria, are pseudo-scientific. Thus, Newell's defense of Soar as a scientific rather than pseudo-scientific theory is not supported in practice. The ACT series of architectures has fewer pseudo-scientific progressions than Soar, but it too is vulnerable to accusations of pseudo-science. From this analysis, it is argued that successive versions of theories of the human cognitive architecture must explicitly address five questions to maintain scientific credibility

    Improving health and public safety through knowledge management

    This paper reports on KM in public healthcare and public safety. It reflects the experiences of the author as a CIO (Chief Information Officer) in both industries in Australia and New Zealand. There are commonalities in goals and challenges in KM in both industries. In the case of public safety a goal of modern policing theory is to move more towards intelligence-driven practice. That means interventions based upon research and analysis of information. In healthcare the goals include investment in capacity based upon knowledge of healthcare needs, evidence-based service planning and care delivery, capture of information and provision of knowledge at the point-of-care and evaluation of outcomes. The issue of knowledge management is explored from the perspectives of the user of information and from the discipline of Information Technology and its application to healthcare and public safety. Case studies are discussed to illustrate knowledge management and limiting or enabling factors. These factors include strategy, architecture, standards, feed-back loops, training, quality processes, and social factors such as expectations, ownership of systems and politics

    Production system chunking in SOAR: Case studies in automated learning

    A preliminary study of SOAR, a general intelligent architecture for automated problem solving and learning, is presented. The underlying principles of universal subgoaling and chunking were applied to a simple, yet representative, problem in artificial intelligence. A number of problem space representations were examined and compared. It is concluded that learning is an inherent and beneficial aspect of problem solving. Additional studies are suggested in domains relevant to mission planning and to SOAR itself

    [Abstract]: This paper discusses the potential applications of Geospatial Information Technology (GITs) to assist in planning and managing aged care programs in Australia. Aged care is complex due to the numbers of participants at all levels of including planning of services, investing in capacity, funding, providing services, auditing, monitoring quality, and in accessing and using facilities and services. There is a vast array of data spread across the entities that are joined to aged care. The decision-making process for investment in capacity and service provision might be aided by technology including GIT. This is also expected to assist in managing and analysing the vast amount of demographic, geographic, socio-economic and behavioral data that might indicate current and future demand for services the aged and frail-aged population. Mapping spatio-temporal changes in near real time can assist in the successful planning and management of aged care programs. Accurate information on the location of aged care services centres and mapping the special needs of clients and their service needs may assist in monitoring access to services and assist in identifying areas where there are logistic challenges for accessing services to meet needs. GIT can also identifying migrations of aged people and of the cohorts of the population who are likely to be the next wave of clients for aged care services. GITs include remote sensing, geographic information systems (GIS) and global positioning systems (GPS) technologies, which can be used to develop a user friendly digital system for monitoring, evaluating and planning aged care and community care in Australia. Whilst remote sensing data can provide current spatiotemporal inventory of features such as locations of carer services, infrastructure, on a consistent and continuous coordinate system, a GIS can assist in storing, cross analysing, modeling and mapping of spatial data pertaining to the needs of the older people. GITs can assist in the development of a single one-stop digital database which will prove a better model for managing aged care in Australia. GIT will also be a component of technologies such as activity monitors to provide tracking functionality. This will assist in tracking dementia sufferers who may be prone to wandering and be exposed to risk
