    Measuring viability of pacs during reform period in Maharashtra: A case study

    The study showed a reduction in the operational efficiency of the selected PACS during the post-economic reform period as against the pre-economic reform period. The operational efficiency was measured in respect of various liquidity ratio, profitability ratios and financial leverage ratios. Not only the selected societies showed a decline in their current ratio, rate of return on assets, return on owner’s equity and Marginal Efficiency of Capital (MEC) but also showed higher dependency on lender’s capital for their finances. This dependency was seen to be higher in the case of ‘A’ graded society. Nonetheless, ‘A’ graded society showed an improvement in its permanent capital. Further, as for ‘A’ graded society, there was not much improvement in the net worth, and in fact the share of net worth in its total liability had declined in the post-economic reform period. The declining share of net worth had caused an increase in debt-asset ratio of this society during the latter period. The return on owner’s equity of the selected societies were seen to fall sharply during the post-economic reform period. Since the return on owner’s equity is a function of as to how efficiently a firm manages its assets, the net profit margin on sales and the degree of financial leverage, a reduction in this equity could, therefore, be considered as a sign of reduction in the efficiency of the societies in managing their assets and liabilities, and also income and expenditure pattern during the latter period as against the former period. The reform initiatives could be held responsible for this moribund state of cooperative credit sector. Due to unfavourable policy framework, much of the rural finances extended through cooperatives are now going into investment rather then extending loans to farming sector. The need of the hour is not to rely on the financial sector reforms but tackling issues such as sustainability of and viability of these credit cooperatives

    The Politics of Service Delivery Reform

    This article identifies the leaders, the supporters and the resisters of public service reform. It adopts a principal–agent framework, comparing reality with an ‘ideal’ situation in which citizens are the principals over political policy-makers as their agents, and policy-makers are the principals over public service officials as their agents. Reform in most developing countries is complicated by an additional set of external actors — international financial institutions and donors. In practice, international agencies and core government officials usually act as the ‘principals’ in the determination of reforms. The analysis identifies the interests involved in reform, indicating how the balance between them is affected by institutional and sectoral factors. Organizational reforms, particularly in the social sectors, present greater difficulties than first generation economic policy reforms

    Creating Shared Value in India: How Indian Corporations Are Contributing to Inclusive Growth While Strengthening Their Competitive Advantage

    Leading companies are finding new ways to accelerate growth and increase competitive advantage through innovative business models that meet societal needs at scale. These companies are "creating shared value" by using their core business processes and practices to enhance the competitiveness of companies while improving social and environmental conditions. The concept of Creating Shared Value (CSV) was introduced by the co-founders of FSG, Harvard Business School professor Michael Porter and senior fellow at the Harvard Kennedy School Mark Kramer, in several Harvard Business Review articles (most recently in January/February 2011). FSG's research in India has identified a number of highly innovative examples of shared value. In this paper, we highlight these examples and call on corporations, especially our largest ones, to lead the charge toward a strategy for growth that benefits all our citizens

    Smallholder Participation in Agricultural Value Chains: Comparative Evidence from Three Continents

    Supermarkets, specialized wholesalers, and processors and agro-exporters’ agricultural value chains have begun to transform the marketing channels into which smallholder farmers sell produce in low-income economies. We develop a conceptual framework through which to study contracting between smallholders and a commodity-processing firm. We then conduct an empirical meta-analysis of agricultural value chains in five countries across three continents (Ghana, India, Madagascar, Mozambique, and Nicaragua). We document patterns of participation, the welfare gains associated with participation, reasons for non-participation, the significant extent of contract non-compliance, and the considerable dynamism of these value chains, as farmers and firms enter and exit frequently.

    Gender Aware Approaches in Agricultural Programmes: International Literature Review

    This document presents gender aware approaches in agricultural programmes. In response to the persistent inequalities of women in farming despite decades of development assistance, Team Agriculture, Forestry and Food Security at Sida headquarters has initiated a thematic evaluation of how gender issues are tackled in Sida-supported agricultural programmes. The purpose is to increase understanding of how Sida's development assistance in agriculture should be designed, implemented and funded to ensure that female farmers are reached, that their needs as producers are met, and that they are able to benefit from the support to achieve a positive impact on their livelihoods. As part of this, the study also aims to understand the ways in which particular aid modalities impact upon the ability of programmes to reach women farmers effectively. The ILR aims to address the following questions: * Which methodologies and instruments have been used by donors to widen the scope of women's agency in agricultural development programmes? * To what extent has the work of programmes on involving female farmers impacted upon overall agricultural outcomes? * What are the most important lessons? What is working well and what is working not so well (effectiveness, efficiency, impact and sustainability)? Below are recommendations to increase understanding of how Sida's development assistance in agriculture should be designed, implemented and funded to ensure that female farmers are reached, that their needs as producers are met, and that they are able to benefit from the support to achieve a positive impact on their livelihoods

    The Collective Action as Potential Driver of Bottom-up Reconfiguration from Captive to Relational Value Chain : the Case Study of the Northern District in Sierra Leone

    In recent decades, the increasing growth rate of the African cashew business has involved a large number of corporate actors such as global retailers, processors and exporters in cashew supply networks. The increasing role of agro-food supply chains enables African countries to enhance their position in global markets and to sustain local development and growth, by encouraging a higher market-orientation in the governance of global value chains. In this paper, an exploratory analysis based on a questionnaire involving 319 smallholder farmers in the North of Sierra Leone is conducted in order to explore the role of collective action in driving the potential bottom-up reconfiguration of cashew value chain. A change from captive to relational governance is expected to positively support the local industry upgrading, to reduce transaction costs and information asymmetries, and to increase the local development and growth by enhancing employment creation and poverty alleviation

    Gender Mainstreaming Case Study - India: Chhattisgarh Irrigation Development Project

    Project Goals and Results • The Chhattisgarh Irrigation Development Project (CIDP) aimed to increase agricultural productivity, improve rural livelihoods, and reduce poverty by improving irrigation delivery, enhancing agricultural practices, and strengthening water resource management. • The CIDP supported the rehabilitation and upgrading of irrigation systems that serve more than 150,000 households; strengthened government capacity to assist water users’ associations (WUAs); and trained 1,250 out of 1,324 WUAs in Chhattisgarh based on the Participatory Irrigation Management (PIM) Act, a legislation that mandated the roles and responsibilities of WUAs, including the membership of women in irrigation management. It also trained 191 WUAs on how to improve agricultural techniques and how to be more effective in general. It offered opportunities for collective actions by communities, such as joint purchase of seeds, fertilizers, and pesticides, and joint marketing of produce. Overall, participants reported improved crop yields and higher household incomes. • Building on the new PIM Act, the CIDP strengthened women’s participation in WUAs. A widespread education campaign raised awareness on the importance of women’s participation in decision making and encouraged women to become active in these associations. In the 2007 WUA elections, women were elected in one-third of available positions. Processes and Management Tools • The PIM Act was passed through the CIDP. With this new law, the CIDP promoted PIM, especially women’s participation. The project predated the requirement for a Gender Action Plan and gender targets and indicators in the Design and Monitoring Framework (DMF) outputs. Gender-related strategies and targets were indicated in the Summary Poverty Reduction and Social Strategy. • All irrigation upgrading and rehabilitation activities included contractual obligations to offer “equal pay for equal work” to men and women. • Technical assistance supported activities to promote women’s participation in irrigation management and their election to WUA committees
