In 2015, UNDP released its first infographic report that presented the breadth and depth of our support on climate change over the past two decades. That report emphasized successes and noted the opportunities that climate action presents for countries as they transition their economies towards zero-carbon and climate-resilient sustainable development.This year, as countries begin to take concrete action to deliver on their national climate goals, we are pleased to release an updated report of UNDP's climate change work. New, in this report, is a special focus on the linkages between climate change and sustainable development. Specifically, the report highlights the importance of climate action in delivering on the SDGs and provides examples of UNDP's on-going work on the ground towards this end. ICT and the Environment in Developing Countries: an Overview of Opportunities and Developments
Both developed and developing countries face many environmental challenges, including climate change, improving energy efficiency and waste management, addressing air pollution, water quality and scarcity, and loss of natural habitats and biodiversity. Drawing on the existing literature, this paper presents an overview of how the Internet and the ICT and related research communities can help tackle environmental challenges in developing countries. The role of science in physical natural hazard assessment : report to the UK Government by the Natural Hazard Working Group
Following the tragic Asian tsunami on 26 December 2004, the Prime Minister asked
the Government’s Chief Scientific Adviser, Sir David King, to convene a group of
experts (the Natural Hazard Working Group) to advise on the mechanisms that could
and should be established for the detection and early warning of global physical
natural hazards.
2. The Group was asked to examine physical hazards which have high global or regional
impact and for which an appropriate early warning system could be put in place. It
was also asked to consider the global natural hazard frameworks currently in place
and under development and their effectiveness in using scientific evidence; to
consider whether there is an existing appropriate international body to pull together
the international science community to advise governments on the systems that need
to be put in place, and to advise on research needed to fill current gaps in knowledge.
The Group was asked to make recommendations on whether a new body was
needed, or whether other arrangements would be more effective
Capacity Building In Information And Communication Management (ICM) Towards Food Security
This paper addresses capacity strengthening needs in the area of ICM to support food security initiatives. It fully acknowledges that FS is a state of assuring physical availability and economic accessibility to enough food in terms of quantity (amount, distribution, calories), quality (safe, nutritious, balanced) and cultural acceptability for all people at all times for a healthy and active life. It starts by outlining how ICM can support strategies to ensure availability, access, acceptability, adequacy, and agency and it highlights key information needs in each case. A FS Information and Communication Web is developed basing on a generic conceptual framework of determinants of food security. The web delineates information needs that would support strategies to ensure adequacy of food, stability of supply, and access – physical and economical. The paper then articulates capacity strengthening needs in line with the three dimensions or levels of food security: national, community and household. Four case studies: (i) Uganda’s ICT policy and Food Security (ii) Human Resources needs at community level drawing experiences from Africa and Asia (iii) HR Capacity Development Needs in Africa by the IMF (iv) Audio visual and farmer skills in Mali – serve to demonstrate grassroots ICM applications that support food security initiatives, and in each case it points to theme specific capacity strengthening needs. The studies, as a result, demonstrate how enhanced ICM capacity can support food security through: developing suitable ICT policies, empowering communities with ICM knowledge, improving development planning, enhancing agricultural productivity, supporting marketing systems, improving natural resources management and conservation, and through effective execution of early warning systems – all having implications for food security. The paper concludes by presenting a summary of capacity strengthening needs. These range from sensitization of regional and national policy makers, down to technical skills required by data collectors, analysts and information generators, knowledge disseminators and also knowledge users. Modeling the fiscal impacts caused by climate change
Aim of the paper: The purpose is to gather the practices and to model the impacts of climate change on fiscal spending and revenues, responsibilities and opportunities, balance and debt related to climate change (CC). Methodology of the paper: The methodology will distinguish fiscal cost of mitigation and adaptation, besides direct and indirect costs. It will also introduce cost benefit analyses to evaluate the propensity of policy makers for action or passivity. Several scenarios will be drafted to see the different outcomes. The scenarios shall contain the possible losses in the natural and artificial environment and resources. Impacts on public budget are based on damage of income opportunities and capital/wealth/natural assets. There will be a list of actions when the fiscal correction of market failures will be necessary. Findings: There will be a summary and synthesis of estimation models on CC impacts on public finances, and morals of existing/existed budgeting practices on mitigation. The model will be based on damages (and maybe benefits) from CC, adjusted with probabilities of scenarios and policy making propensity for action. Findings will cover the way of funding of fiscal costs. Practical use, value added: From the synthesis of model, the fiscal cost of mitigation and adaptation can be estimated for any developed, emerging and developing countries. The paper will try to reply, also, for the challenge how to harmonize fiscal and developmental sustainability
Common African Position (CAP) on the Post-2015 Development Agenda
That the post-2015 Development Agenda provides a unique opportunity for Africa to reach consensus on common challenges, priorities and aspirations, and to actively participate in the global debate on how to provide a fresh impetus to the MDGs and to examine and devise strategies to address key emerging development issues on the continent in the coming years. The post-2015 Development Agenda should also reaffirm the Rio Principles, especially the principle of common but differentiated responsibilities, the right to development and equity, and mutual accountability and responsibility, as well as ensure policy space for nationally tailored policies and programmes on the continent, including appropriate support for the implementation of the NEPAD
