    Empirical Study of Car License Plates Recognition

    The number of vehicles on the road has increased drastically in recent years. The license plate is an identity card for a vehicle. It can map to the owner and further information about vehicle. License plate information is useful to help traffic management systems. For example, traffic management systems can check for vehicles moving at speeds not permitted by law and can also be installed in parking areas to se-cure the entrance or exit way for vehicles. License plate recognition algorithms have been proposed by many researchers. License plate recognition requires license plate detection, segmentation, and charac-ters recognition. The algorithm detects the position of a license plate and extracts the characters. Various license plate recognition algorithms have been implemented, and each algorithm has its strengths and weaknesses. In this research, I implement three algorithms for detecting license plates, three algorithms for segmenting license plates, and two algorithms for recognizing license plate characters. I evaluate each of these algorithms on the same two datasets, one from Greece and one from Thailand. For detecting li-cense plates, the best result is obtained by a Haar cascade algorithm. After the best result of license plate detection is obtained, for the segmentation part a Laplacian based method has the highest accuracy. Last, the license plate recognition experiment shows that a neural network has better accuracy than other algo-rithm. I summarize and analyze the overall performance of each method for comparison

    A new mechanical structural damage feature index based on HHT

    A new damage feature index is presented for the structural health monitoring based on Hilbert-Huang transform (HHT). The energy marginal spectrum of the dynamic signal is used to construct damage characteristic parameter, which can reflect the signal energy variation and benefit the structural damage detection. A sinusoidal wave with frequency change and a composite plate vibration experiment with pre-defined damage are designed to verify the effectiveness of characteristic parameter in damage detection. Results obtained from simulation and test show that the extracted non-model-based damage feature index is available and sensitive in damage detection of time-varying system.Peer Reviewe

    Real-time detection of tsunami ionospheric disturbances with a stand-alone GNSS receiver. A preliminary feasibility demonstration

    It is well known that tsunamis can produce gravity waves that propagate up to the ionosphere generating disturbed electron densities in the E and F regions. These ionospheric disturbances can be studied in detail using ionospheric total electron content (TEC) measurements collected by continuously operating ground-based receivers from the Global Navigation Satellite Systems (GNSS). Here, we present results using a new approach, named VARION (Variometric Approach for Real-Time Ionosphere Observation), and estimate slant TEC (sTEC) variations in a real-time scenario. Using the VARION algorithm we compute TEC variations at 56 GPS receivers in Hawaii as induced by the 2012 Haida Gwaii tsunami event. We observe TEC perturbations with amplitudes of up to 0.25 TEC units and traveling ionospheric perturbations (TIDs) moving away from the earthquake epicenter at an approximate speed of 316 m/s. We perform a wavelet analysis to analyze localized variations of power in the TEC time series and we find perturbation periods consistent with a tsunami typical deep ocean period. Finally, we present comparisons with the real-time tsunami MOST (Method of Splitting Tsunami) model produced by the NOAA Center for Tsunami Research and we observe variations in TEC that correlate in time and space with the tsunami waves

    License plate localization based on statistical measures of license plate features

    — License plate localization is considered as the most important part of license plate recognition system. The high accuracy rate of license plate recognition is depended on the ability of license plate detection. This paper presents a novel method for license plate localization bases on license plate features. This proposed method consists of two main processes. First, candidate regions extraction step, Sobel operator is applied to obtain vertical edges and then potential candidate regions are extracted by deploying mathematical morphology operations [5]. Last, license plate verification step, this step employs the standard deviation of license plate features to confirm license plate position. The experimental results show that the proposed method can achieve high quality license plate localization results with high accuracy rate of 98.26 %

    The detection of patients at risk of gastrointestinal toxicity during pelvic radiotherapy by electronic nose and FAIMS : a pilot study

    It is well known that the electronic nose can be used to identify differences between human health and disease for a range of disorders. We present a pilot study to investigate if the electronic nose and a newer technology, FAIMS (Field Asymmetric Ion Mobility Spectrometry), can be used to identify and help inform the treatment pathway for patients receiving pelvic radiotherapy, which frequently causes gastrointestinal side-effects, severe in some. From a larger group, 23 radiotherapy patients were selected where half had the highest levels of toxicity and the others the lowest. Stool samples were obtained before and four weeks after radiotherapy and the volatiles and gases emitted analysed by both methods; these chemicals are products of fermentation caused by gut microflora. Principal component analysis of the electronic nose data and wavelet transform followed by Fisher discriminant analysis of FAIMS data indicated that it was possible to separate patients after treatment by their toxicity levels. More interestingly, differences were also identified in their pre-treatment samples. We believe these patterns arise from differences in gut microflora where some combinations of bacteria result to give this olfactory signature. In the future our approach may result in a technique that will help identify patients at “high risk” even before radiation treatment is started

    Multiple License Plate Detection for Complex Background

    [[abstract]]This paper presents a wavelet transfonn based method for extracting license plates from cluttered images. The proposed system consists of three major stages. First, a wavelet transfonn based method is used for extracting important contrast features as guides to search for desired license plates. Then, finding a reference line in HL subimage plays an important role to locate the desired license plate region roughly. According to the reference line we can decrease the searching region of license plate and speed up the execution time. The last stage of the method is to locate the license plate accurately by license plate adjustment. More importantly, the proposed detection method can locate multiple plates with different orientations in one image. Since the feature extracted is robust to complex backgrounds, the proposed method works well in extracting differently illuminated and oriented license plates.
