    Implementation and Development of Vehicle Tracking and Immobilization Technologies

    Since the mid-1980s, limited use has been made of vehicle tracking using satellite communications to mitigate the security and safety risks created by the highway transportation of certain types of hazardous materials. However, vehicle-tracking technology applied to safety and security is increasingly being researched and piloted, and it has been the subject of several government reports and legislative mandates. At the same time, the motor carrier industry has been investing in and implementing vehicle tracking, for a number of reasons, particularly the increase in efficiency achieved through better management of both personnel (drivers) and assets (trucks or, as they are known, tractors; cargo loads; and trailers). While vehicle tracking and immobilization technologies can play a significant role in preventing truck-borne hazardous materials from being used as weapons against key targets, they are not a & ”silver bullet.” However, the experience of DTTS and the FMCSA and TSA pilot projects indicates that when these technologies are combined with other security measures, and when the information they provide is used in conjunction with information supplied outside of the tracking system, they can provide defensive value to any effort to protect assets from attacks using hazmat as a weapon. This report is a sister publication to MTI Report 09-03, Potential Terrorist Uses of Highway-Borne Hazardous Materials.     Autonomous Capabilities for Small Unmanned Aerial Systems Conducting Radiological Response: Findings from a High-fidelity Discovery Experiment

    This article presents a preliminary work domain theory and identifies autonomous vehicle, navigational, and mission capabilities and challenges for small unmanned aerial systems (SUASs) responding to a radiological disaster. Radiological events are representative of applications that involve flying at low altitudes and close proximities to structures. To more formally understand the guidance and control demands, the environment in which the SUAS has to function, and the expected missions, tasks, and strategies to respond to an incident, a discovery experiment was performed in 2013. The experiment placed a radiological source emitting at 10 times background radiation in the simulated collapse of a multistory hospital. Two SUASs, an AirRobot 100B and a Leptron Avenger, were inserted with subject matter experts into the response, providing high operational fidelity. The SUASs were expected by the responders to fly at altitudes between 0.3 and 30 m, and hover at 1.5 m from urban structures. The proximity to a building introduced a decrease in GPS satellite coverage, challenging existing vehicle autonomy. Five new navigational capabilities were identified: scan, obstacle avoidance, contour following, environment-aware return to home, andreturn to highest reading. Furthermore, the data-to-decision process could be improved with autonomous data digestion and visualization capabilities. This article is expected to contribute to a better understanding of autonomy in a SUAS, serve as a requirement document for advanced autonomy, and illustrate how discovery experimentation serves as a design tool for autonomous vehicles

    Integrated waste recycling framework for municipal solid waste generated (MSWG) in Bauchi Metropolis, Nigeria

    An audit survey of quantities and compositions of municipal solid waste generated (MSWG) is important to plan an effective waste management in any locality. Resource recycling of solid waste materials is more preferable than waste disposal in landfills, which is the last choice consideration. In Bauchi metropolis, the resource recycling possibilities from MSWG are rarely explored as evident in the observed mixed waste disposed-off in the final dump sites in the study area. In Bauchi as in most Nigerian cities mixed waste is disposed without segregation into open dump sites as a typical method for waste management. This study has investigated the MSWG in Bauchi metropolis and explored the possibilities of integrated waste recycling (IWR) due mainly to lack of waste characterisation studies. An IWR system combines recycling with composting methods as a strategy to achieve optimum recovery of inorganic and organic wastes respectively from the MSWG. This study is a quantitative analysis of MSWG in the three residential zones within Bauchi metropolis. Stratified random method was used to select 400 household units as sample size for data collection and 368 of the screened data was found valid for detail analysis. The result revealed waste composition that supported IWR method and can recover up to 76.55% of MSWG in Bauchi the study area. This study concludes that IWR possibilities are large from the compositions of MSWG in Bauchi metropolis. Therefore, IWR framework is proposed to implement these possibilities as a prelude to effective management for MSWG in Bauchi metropolis, Nigeria

    Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks. This study reviews current research on terrorist tactics against transportation assets, with an emphasis on vehicle ramming attacks. It evaluates some of the current attack strategies, and the possible mitigation or response tactics that may be effective in deterring attacks or saving lives in the event of an attack. It includes case studies that can be used as educational tools for understanding terrorist methodologies, as well as ordinary emergencies that might become a terrorist’s blueprint

Only Free World countries were surveyed, and the primary emphasis was on Western Europe because that is where the most advanced technology resides. The survey includes major contemporary systems on operational aircraft, R&D flight programs, advanced aircraft developments, and major research and technology programs. The information was collected from open literature, personal communications, and a tour of several companies, government organizations, and research laboratories in the United Kingdom, France, and the Federal Republic of Germany.     The Role of Transportation in Campus Emergency Planning, MTI Report 08-06

    In 2005, Hurricane Katrina created the greatest natural disaster in American history. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. The Federal Department of Homeland Security, under Homeland Security Presidential Directive–5, requires all public agencies that want to receive federal preparedness assistance to comply with the National Incident Management System (NIMS), which includes the creation of an Emergency Operations Plan (EOP). Universities, which may be victims or resources during disasters, must write NIMS–compliant emergency plans. While most university emergency plans address public safety and logistics management, few adequately address the transportation aspects of disaster response and recovery. This MTI report describes the value of integrating transportation infrastructure into the campus emergency plan, including planning for helicopter operations. It offers a list of materials that can be used to educate and inform campus leadership on campus emergency impacts, including books about the Katrina response by LSU and Tulane Hospital, contained in the report´s bibliography. It provides a complete set of Emergency Operations Plan checklists and organization charts updated to acknowledge lessons learned from Katrina, 9/11 and other wide–scale emergencies. Campus emergency planners can quickly update their existing emergency management documents by integrating selected annexes and elements, or create new NIMS–compliant plans by adapting the complete set of annexes to their university´s structures

    PLA Logistics and Sustainment: PLA Conference 2022

    The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania. The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed. Specific topics included: 1) China’s national-level logistics, including how China mobilizes national resources for the military and how it provides joint logistics support to the PLA Theater Commands; 2) the logistics capabilities of the different PLA services, especially the Army, Navy, and Air Forces; 3) PLA logistics in China’s remote regions, such as airpower projection in the Western Theater Command along the Indian border; and, 4) the PLA’s ability to sustain overseas operations at its base in Djibouti. Despite notable potential shortfalls and points of friction, the PLA has successfully sustained counterpiracy maritime operations for many years and conducted noncombatant evacuation operations well-distant from China. It is increasingly able to move forces across the vast distances of China and conduct large training exercises.     Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes
