    An Offline-Sampling SMPC Framework with Application to Automated Space Maneuvers

    In this paper, a sampling-based Stochastic Model Predictive Control algorithm is proposed for discrete-time linear systems subject to both parametric uncertainties and additive disturbances. One of the main drivers for the development of the proposed control strategy is the need of real-time implementability of guidance and control strategies for automated rendezvous and proximity operations between spacecraft. The paper presents considers the validation of the proposed control algorithm on an experimental testbed, showing how it may indeed be implemented in a realistic framework. Parametric uncertainties due to the mass variations during operations, linearization errors, and disturbances due to external space environment are simultaneously considered. The approach enables to suitably tighten the constraints to guarantee robust recursive feasibility when bounds on the uncertain variables are provided, and under mild assumptions, asymptotic stability in probability of the origin can be established. The offline sampling approach in the control design phase is shown to reduce the computational cost, which usually constitutes the main limit for the adoption of Stochastic Model Predictive Control schemes, especially for low-cost on-board hardware. These characteristics are demonstrated both through simulations and by means of experimental results

This includes the joint U.S.-Italy demonstration project, and individual U.S. and Italian studies and demonstration programs. An overview of the current activity level and areas of emphasis in this emerging field is provided. The fundamental physical principles behind the proposed tether applications are addressed. Four basic concepts of gravity gradient, rotation, momentum exchange, and electrodynamics are discussed. Information extracted from literature, which supplements and enhances the tether applications is also presented. A bibliography is appended

    Lunar Polar Coring Lander

    Plans to build a lunar base are presently being studied with a number of considerations. One of the most important considerations is qualifying the presence of water on the Moon. The existence of water on the Moon implies that future lunar settlements may be able to use this resource to produce things such as drinking water and rocket fuel. Due to the very high cost of transporting these materials to the Moon, in situ production could save billions of dollars in operating costs of the lunar base. Scientists have suggested that the polar regions of the Moon may contain some amounts of water ice in the regolith. Six possible mission scenarios are suggested which would allow lunar polar soil samples to be collected for analysis. The options presented are: remote sensing satellite, two unmanned robotic lunar coring missions (one is a sample return and one is a data return only), two combined manned and robotic polar coring missions, and one fully manned core retrieval mission. One of the combined manned and robotic missions has been singled out for detailed analysis. This mission proposes sending at least three unmanned robotic landers to the lunar pole to take core samples as deep as 15 meters. Upon successful completion of the coring operations, a manned mission would be sent to retrieve the samples and perform extensive experiments of the polar region. Man's first step in returning to the Moon is recommended to investigate the issue of lunar polar water. The potential benefits of lunar water more than warrant sending either astronauts, robots or both to the Moon before any permanent facility is constructed

    MULTILATERAL DETERRENCE FORMATION AND FUTURE US SPACE SECURITY CHALLENGES

    An increase in the number of satellites from commercial and military actors in the future will cause space to become more congested and contested. The increase in actors raises the question of how the United States could conduct space deterrence with proliferated space operations. The significance behind this is that the proliferation of satellites will impact the stability and security of space, creating more orbital debris and opportunities for adversary activities. Stability and security are characteristics that the United States deems critical for the future, as outlined in the 2020 National Defense Space Strategy. The United States' new challenge in space raises the importance of a flexible deterrence strategy. Options the United States could exercise include space weapons, allied cooperation, or legal methods, such as norms, codes of conduct, or treaties. Electronic warfare techniques such as jamming would be the best approach for flexible deterrence with space weapons to minimize orbital debris and conflict escalation. Multinational space networks would provide flexible approaches to deterrence in offensive or defensive constellations, while strengthening relationships between partners. An increase in the awareness and transparency surrounding space behavior could result in better monitoring of inappropriate behavior and facilitate the new norms, codes of conduct, or treaties on responsible behavior, leading to a more secure and more stable space domain.Captain, United States Marine CorpsApproved for public release.     Project Freebird: An orbital transfer vehicle

    Freebird is a space-based orbital transfer vehicle designed to repair and deorbit orbital assets. Freebird is based at International Space Station Alpha (ISSA) at an inclination of 51.6 deg and is capable of three types of missions: crewed and teleoperated LEO missions, and extended robotic missions. In a crewed local configuration, the vehicle can visit inclinations between 30.8 deg and 72.4 deg at altitudes close to 390 km. Adding extra fuel tanks extends this range of inclination up to 84.9 deg and down to 18.3 deg. Furthermore, removing the crew module, using the vehicle in a teleoperated manner, and operating with extra fuel tanks allows missions to polar and geosynchronous orbits. To allow for mission flexibility, the vehicle was designed in a semimodular configuration. The major system components include a crew module, a 'smart box' (which contains command, communications, guidance, and navigation equipment), a propulsion pack, extra fuel tanks, and a vehicle storage facility (VSF) for storage purposes. To minimize risk as well as development time and cost, the vehicle was designed using only proven technology or technology which is expected to be flight-qualified in time for the intended launch date of 2002. And, because Freebird carries crew and operates near the space station, it must meet or exceed the NASA reliability standard of 0.994, as well as other standard requirements for such vehicles. The Freebird program was conceived and designed as a way to provide important and currently unavailable satellite repair and replacement services of a value equal to or exceeding operational costs
