    Framing quality improvement tools and techniques in healthcare: the case of Improvement Leaders' Guides

    The paper presents a study of how quality improvement tools are framed within healthcare settings.\ud \ud The paper employs an interpretive approach to understand how quality improvement tools and techniques are mobilised and legitimated using a case study of the NHS Modernisation Agency Improvement Leaders’ Guides.\ud \ud Improvement Leaders’ Guides were framed within a service improvement approach encouraging the use of quality improvement tools and techniques within healthcare settings. Their use formed part of enacting tools and techniques across different contexts. Whilst this enactment was believed to support the mobililsation of tools and techniques, the experience also illustrated the challenges in distributing such approaches.\ud \ud The paper provides a contribution to our understanding of framing the 'social act' of quality improvement. Given the ongoing emphasis on quality improvement and the persistent challenges involved, it also provides information for healthcare leaders globally in seeking to develop, implement or modify similar tools and distribute leadership within health and social care settings.\ud \ud \u

    Recovering Grammar Relationships for the Java Language Specification

    Grammar convergence is a method that helps discovering relationships between different grammars of the same language or different language versions. The key element of the method is the operational, transformation-based representation of those relationships. Given input grammars for convergence, they are transformed until they are structurally equal. The transformations are composed from primitive operators; properties of these operators and the composed chains provide quantitative and qualitative insight into the relationships between the grammars at hand. We describe a refined method for grammar convergence, and we use it in a major study, where we recover the relationships between all the grammars that occur in the different versions of the Java Language Specification (JLS). The relationships are represented as grammar transformation chains that capture all accidental or intended differences between the JLS grammars. This method is mechanized and driven by nominal and structural differences between pairs of grammars that are subject to asymmetric, binary convergence steps. We present the underlying operator suite for grammar transformation in detail, and we illustrate the suite with many examples of transformations on the JLS grammars. We also describe the extraction effort, which was needed to make the JLS grammars amenable to automated processing. We include substantial metadata about the convergence process for the JLS so that the effort becomes reproducible and transparent

    Why Firms Outsource Their Human Resources Activities: An Empirical Analysis

    In this paper, we develop and estimate an explanatory model of Human Resources Outsourcing. Six HR activities are analyzed: Payroll, Benefits, Recruiting, Training, Labor Relations, and Human Resources Information Systems. The determinants of outsourcing are drawn from two fields: the field of organizational analysis and strategy formulation, and that from transaction-cost theory. Our results indicate that the drivers of HRO are rather specific to each type of activity. The transaction-cost determinants appear to play a particularly important role in the HRO decisions. In particular, the prior experience of the organization with outsourcing of other functions, the uncertainty of the transaction, and the presence of a union have a commanding influence. Ce mémoire développe et estime un modèle causal de l'impartition des ressources humaines. Six grandes activités ressources humaines sont analysées: la paie, les avantages sociaux, la dotation, la formation, les relations de travail et les systèmes d'information de ressources humaines. Les déterminants de l'impartition proviennent de deux littératures scientifiques : celle de la théorie des organisations et de la formulation de la stratégie d'une part, et celle de la théorie économique des coûts de transaction d'autre part. Nos résultats montrent que les déterminants de l'impartition varient d'activité à activité. Les déterminants suggérés par l'approche des coûts de transaction semblent jouer un rôle particulièrement important. L'expérience qu'ont les organisations avec l'impatition de d'autres fonctions, l'incertitude de la transaction et la présence d'un syndicat ont une influence prépondérante sur la décision d'impartir les activités ressources humaines.Outsourcing, human resources management, Impartition, gestion des ressources humaines

    WebODE: A Scalable Workbench for Ontological Engineering

    This paper presents WebODE as a workbench for ontological engineering that not only allows the collaborative edition of ontologies at the knowledge level, but also provides a scalable architecture for the development of other ontology development tools and ontology-based applications. First, we will describe the knowledge model of WebODE, which has been mainly extracted and improved from the reference model of METHONTOLOGY’s intermediate representations. Later, we will present its architecture, together with the main functionalities of the WebODE ontology editor, such as its import/export service, translation services, ontology browser, inference engine and axiom generator, and some services that have been integrated in the workbench: WebPicker, OntoMerge and the OntoCatalogue

    Toward enterprise process engineering: configuration measurement and analysis

    The enterprise process has become a central unit of analysis in management. But a dearth of theory and methods to predict process performance is available to the enterprise manager. With the proposition that enterprise process design represents an engineering problem as much as a managerial one, we focus on the process configuration and measurement to overcome design limitations that currently confront the enterprise manager. Building on seminal work for process description and comparison, and employing Graph Theory and Measurement Theory, we integrate this work and demonstrate useful analytical properties associated with the kinds of measures proposed (e.g., ratio scales). This represents a new result, which extends the prior research on enterprise process design and makes a contribution to our understanding in management science. Further, with parallels to the predictive capability enjoyed by engineers who design physical artifacts, we indicate how enterprise process configuration measures can be used to hypothesize relations with respect to enterprise performance. And we suggest how enterprise managers may design processes in a deductive manner-working backward from performance requirements to determine configuration parameters required for designs to meet performance goals. These represent new ca abilities not previously available to the enterprise manager as well as another contribution of the resent research.Approved for public release; distribution is unlimited

    Business process reengineering in developing economies Lessons from microfinance institutions (MFIs) in Uganda

    Abstract Purpose – The purpose of this paper is to study the relationship between organizational adaptability, institutional leadership and business process reengineering performance using the tested complexity theory in a developing economy setting. Design/methodology/approach – This study is correlation and cross-sectional and adopts institutionallevel data collected via questionnaires from reengineered microfinance institutions in Uganda. Cluster analysis as data mining technique was used to classify cases based on respondents’ opinions into homogeneous clusters. Nvivo was used to understand the perceptions of business process reengineering performance based on qualitative data. The authors used structural equation modeling to derive the predictive model of business process reengineering performance in a developing world setting. Findings – The authors find that organizational adaptability and institutional leadership are key predictors of business process reengineering performance. Results reveal a predictive model of 61 per cent based on structural equation modeling for the study variables. Cluster analysis as data mining approach explored complex patterns of reengineered business processes. Research limitations/implications – The use of cluster analysis is susceptible to problems associated with sampling error and absence of fit indices. However, the likelihood of these problems is reduced by the interaction with the data, practical implications and use of smart partial least square to generate structural equations based on derived measurement models of each study variable. Practical implications – Policymakers of Bank of Uganda, Ministry of Finance and Economic Planning, should develop sound policies in relation to knowledge management, institutional leadership and adaptive mechanisms to enhance business process reengineering performance to take advantage of new knowledge opportunities for the improvement of their businesses. Social implications – Given the results from structural equations generated, managers need to consider institutional leadership and organizational adaptability as key drivers of business process reengineering performance in microfinance institutions. The results confirm the significant role of institutional leadership, organizational adaptability in determining business process reengineering performance outcomes. Originality/value – Unlike most of the business process reengineering literature, this study contributes to literature by domesticating and testing complexity theory to explain business process reengineering performance in developing economies
