A framework and tool to manage Cloud Computing service quality

Cloud Computing has generated considerable interest in both companies specialized in Information and Communication Technology and business context in general. The Sourcing Capability Maturity Model for service (e-SCM) is a capability model for offshore outsourcing services between clients and providers that offers appropriate strategies to enhance Cloud Computing implementation. It intends to achieve the required quality of service and develop an effective working relationship between clients and providers. Moreover, quality evaluation framework is a framework to control the quality of any product and/or process. It offers a tool support that can generate software artifacts to manage any type of product and service efficiently and effectively. The future of UAS: standards, regulations, and operational experiences [workshop report]

This paper presents the outcomes of "The Future of UAS: Standards, Regulations and Operational Experiences" workshop, held on the 7th and 8th of December, 2006 in Brisbane, Queensland, Australia. The goal of the workshop was to identify recent international activities in the Unmanned Airborne Systems (UAS) airspace integration problem. The workshop attracted a broad cross-section of the UAS community, including: airspace and safety regulators, developers, operators and researchers. The three themes of discussion were: progress in the development of standards and regulations, lessons learnt from recent operations, and advances in new technologies. This paper summarises the activities of the workshop and explores the important outcomes and trends as perceived by the authors

Systemic level impacts of Basel III on Hungary and Europe

Based on data available in the autumn of 2010, this paper describes the impacts which the most significant elements of the Basel III standards – that is, the new capital and liquidity requirements - are expected to have on the domestic and European banking system. Overall, we do not expect the new regulations to exert any significant direct effects on the Hungarian banking system. Nevertheless, some decline in GDP growth at the national level cannot be ruled out, to a lesser extent due to movements in the European money and capital markets, and to a greater extent due to impacts directly through parent banks. It is important to stress that calculations used as the basis for the industry and regulatory conclusions presented in this paper are relevant to a specific date and rely on different regulatory packages. Better by design: Business preferences for environmental regulatory reform

We present the preferences for environmental regulatory reform expressed by 30 UK businesses and industry bodies from 5 sectors. While five strongly preferred voluntary regulation, seven expressed doubts about its effectiveness, and 18 expressed no general preference between instrument types. Voluntary approaches were valued for flexibility and lower burdens, but direct regulation offered stability and a level playing field. Respondents sought regulatory frameworks that: are coherent; balance clarity, prescription and flexibility; are enabled by positive regulatory relationships; administratively efficient; targeted according to risk magnitude and character; evidence-based and that deliver long-term market stability for regulatees. Anticipated differences in performance between types of instrument can be undermined by poor implementation. Results underline the need for policy makers and regulators to tailor an effective mix of instruments for a given sector, and to overcome analytical, institutional and political barriers to greater coherence, to better coordinate existing instruments and tackle new environmental challenges as they emerge
