    What drives the vacancy rate for information technology workers?

    This paper provides empirical evidence on both the magnitude and determinants of unfilled positions for information technology workers using cross-sectional data on 4150 German firms. Vacancies are defined as unfilled positions excluding those created by replacement needs during the first half of the year 2000. The share of unfilled positions created by replacement needs is only about 20 percent, indicating that high turnover rates are not the main reason for high vacancy rates. The adjusted job vacancy rate for ICT workers varies between 5.7 percent in the ICT sector and 6.7 percent in the non-ICT sector. The results of a generalized tobit model show that the adjusted vacancy rate mainly depends on the firm size, the share of ICT workers and actions taken in the past to solve the ICT worker shortage but not on the diffusion of ICT. In the ICT sector, the decision made in the past to train apprentices in the new ICT occupations seems to have reduced the current vacancy rate. In the non-ICT sector, a successful strategy to solve the ICT worker shortage appears to be increased internal training. Finally, in the non-ICT sector, the common practice of completely outsourcing software programming significantly reduces the probability of unfilled positions. -- Dieser Beitrag beschäftigt sich mit der Anzahl und den Bestimmungsfaktoren unbesetzter Stellen für IKT-Fachkräfte in Deutschland. Datengrundlage ist eine repräsentative telefongestützte (CATI) Umfrage von 4150 Unternehmen für das Jahr 2000. Die Quote unbesetzter Stellen für IKT-Fachkräfte (ohne Stellen aufgrund Ersatzbedarfs) variiert zwischen 5,7 Prozent in der IKT-Branche und 6,7 Prozent in der Nicht-IKT-Branche. Der Anteil fluktuationsbedingt unbesetzter Stellen an allen unbesetzten Stellen beträgt 20 Prozent. Somit dürfte die Personalfluktuation der IKT-Fachkräfte nicht die Hauptursache für die hohe Quote unbesetzter Stellen sein. Regressionsergebnisse auf Basis verallgemeinerter tobit-Modelle zeigen, dass die Quote unbesetzter Stellen hauptsächlich von der Firmengröße, dem Anteil der IKT-Fachkräfte im Vorjahr sowie den Strategien zur Überwindung des IKTFachkräftemangels in der Vergangenheit abhängen, jedoch von der Diffusion der Informationstechnologie nicht beeinflusst werden.     The recent focus on diasporas by policy-makers researchers has highlighted the rich potential of migrants as a force for shaping development activities in their countries of origin. The study of diasporas in development presents researchers a number of significant challenges. As Vertovec and Cohen suggest, ‘one of the major changes in migration patterns is the growth of populations anchored … neither at their places of origin nor at their places of destination’. The fluid, multi-sited and multi-generational nature of diaspora groupings poses considerable methodological challenges of definition, identification, location, sampling and interviewing. As the nature of African diasporas are constantly in flux so too should the methodologies we use to study them. In practice, traditional approaches lead to the same methodological roadblocks. Census and immigration data (particularly from destination countries) can provide an overall picture of diaspora stocks, flows and locations. However, privacy issues generally preclude these sources from providing disaggregated data at the level of the individual migrant or migrant household. Surveys of diaspora members have therefore become the standard means of collecting information on diaspora characteristics, identities, activities and linkages. This immediately raises a set of problems and challenges. Census data can tell us the size of the population to sample but not who the individuals are, where they live and how to contact them. Without a sampling frame, researchers tend to rely instead on ‘snowball’, ‘purposive’ or ‘convenience’ sampling. This has produced a disproportionate number of studies that rely on key informant and focus group interviews in order to create a profile of diasporas and their development-related activities. Diasporas are often geographically dispersed within a country and across different countries. Cost and time constraints and the bias of snowball and convenience sampling lead to a focus on sub-sets. Studies of diaspora members in particular cities or regions are especially common. While sample sizes vary considerably, there is a marked reliance on very small samples, which raises obvious questions about the representativeness and generalizability of the findings. The mail-out survey is still the preferred method of reaching members of a geographically dispersed diaspora, although response rates remain stubbornly low. To contact members of the diaspora, mailing lists are compiled from organizations that keep, and are willing to share, membership lists (such as diaspora organizations, embassies, alumni associations, immigrant service agencies and religious organizations). However, this means an inherent sampling bias since data collected from these individuals and groups has the potential to be skewed towards diaspora members actively engaged with their origin country. This method of ‘accessing the diaspora through the diaspora’ is also unlikely to provide much information on ‘hidden’ members of a diaspora whose immigration status may be undocumented or uncertain and who are wary of disclosing personal information directly to researchers. Researchers have also noted that members of vulnerable populations such as asylum seekers and refugees might be reluctant to provide personal information due to fear and trust issues. To identify and connect with larger numbers, different strategies need to be adopted. In this context, the potential of the internet has rarely been considered. Since the advent of the internet age, more than one billion people have become connected to the World Wide Web (WWW), creating seemingly limitless opportunities for communication. The past decade has also seen a major increase in the use of the internet by diaspora individuals and groupings. The internet has not only facilitated remittance transfers, but has increased communication among and between diasporas and influenced the formation of diasporic identities. In this context, the potential of web-based methodologies in diaspora research appears promising. The aim of this paper is twofold. First, we argue for supplementing conventional approaches with new methodologies that embrace the connectivity of diasporas, the emergence of social media and the potential of online surveys. Second, we illustrate the potential of this approach through discussion of the methods adopted in our current research on the African diaspora in Canada

    The Comparability of Men Who Have Sex With Men Recruited From Venue-Time-Space Sampling and Facebook: A Cohort Study

    Background: Recruiting valid samples of men who have sex with men (MSM) is a key component of the US human immunodeficiency virus (HIV) surveillance and of research studies seeking to improve HIV prevention for MSM. Social media, such as Facebook, may present an opportunity to reach broad samples of MSM, but the extent to which those samples are comparable with men recruited from venue-based, time-space sampling (VBTS) is unknown. Objective: The objective of this study was to assess the comparability of MSM recruited via VBTS and Facebook. Methods: HIV-negative and HIV-positive black and white MSM were recruited from June 2010 to December 2012 using VBTS and Facebook in Atlanta, GA. We compared the self-reported venue attendance, demographic characteristics, sexual and risk behaviors, history of HIV-testing, and HIV and sexually transmitted infection (STI) prevalence between Facebook- and VTBS-recruited MSM overall and by race. Multivariate logistic and negative binomial models estimated age/race adjusted ratios. The Kaplan-Meier method was used to assess 24-month retention. Results: We recruited 803 MSM, of whom 110 (34/110, 30.9% black MSM, 76/110, 69.1% white MSM) were recruited via Facebook and 693 (420/693, 60.6% black MSM, 273/693, 39.4% white MSM) were recruited through VTBS. Facebook recruits had high rates of venue attendance in the previous month (26/34, 77% among black and 71/76, 93% among white MSM; between-race P=.01).     Modern expert nding algorithms are developed under the assumption that all possible expertise evidence for a person is concentrated in a company that currently employs the person. The evidence that can be acquired outside of an enterprise is traditionally unnoticed. At the same time, the Web is full of personal information which is sufficiently detailed to judge about a person's skills and knowledge. In this work, we review various sources of expertise evidence out-side of an organization and experiment with rankings built on the data acquired from six dierent sources, accessible through APIs of two major web search engines. We show that these rankings and their combinations are often more realistic and of higher quality than rankings built on organizational data only

    XTribe: a web-based social computation platform

    In the last few years the Web has progressively acquired the status of an infrastructure for social computation that allows researchers to coordinate the cognitive abilities of human agents in on-line communities so to steer the collective user activity towards predefined goals. This general trend is also triggering the adoption of web-games as a very interesting laboratory to run experiments in the social sciences and whenever the contribution of human beings is crucially required for research purposes. Nowadays, while the number of on-line users has been steadily growing, there is still a need of systematization in the approach to the web as a laboratory. In this paper we present Experimental Tribe (XTribe in short), a novel general purpose web-based platform for web-gaming and social computation. Ready to use and already operational, XTribe aims at drastically reducing the effort required to develop and run web experiments. XTribe has been designed to speed up the implementation of those general aspects of web experiments that are independent of the specific experiment content. For example, XTribe takes care of user management by handling their registration and profiles and in case of multi-player games, it provides the necessary user grouping functionalities. XTribe also provides communication facilities to easily achieve both bidirectional and asynchronous communication. From a practical point of view, researchers are left with the only task of designing and implementing the game interface and logic of their experiment, on which they maintain full control.     Virtual clinical trials have entered the medical research landscape. Today’s clinical trials recruit subjects online, obtain informed consent online, send treatments such as medications or devices to the subjects’ homes, and require subjects to record their responses online. Virtual clinical trials could be a way to democratize clinical research and circumvent geographical limitations by allowing access to clinical research for people who live far from traditional medical research centers. But virtual clinical trials also depart dramatically from traditional medical research studies in ways that can harm individuals and the public at large. This article addresses the issues presented by virtual clinical trials with regard to: (1) recruitment methods; (2) informed consent; (3) confidentiality; (4) potential risks to the subjects; and (5) the safety and efficacy of treatments that are approved
