    Global Diffusion of Interactive Networks. The Impact of Culture

    The Internet and other interactive networks are diffusing across the globe at rates that vary from country to country. Typically, economic and market structure variables are used to explain these differences. The addition of culture to these variables will provide a more robust understanding of the differences in Internet and interactive network\ud diffusion. Existing analyses that identify culture as a predictor of diffusion do not adequately specificy the dimensions of culture and their impacts. This paper presents a set of propositions to be used in analyses of the impact of culture on the diffusion of interactive networks. The propositions were developed using cultural constructs presented by Hofstede, Herbig and Hall. Diffusion of innovations theory and critical mass theory provide the theoretical base. The development of the propositions resulted from a close examination of the theories for\ud relationships mediated by culture. The resulting propositions use cultural variables in relationships established by the theories. It is hoped that the propositions will serve as a starting point for future research in the area of cultural influences on the diffusion of interactive networks

    Technological Capability as a Determinant of FDI Inflows - Evidence from Developing Asia & India

    During 2006-07, FDI inflows into India were more than double than those in 2005-06. Indeed, during April-January 2006-07, inward FDI into India at US16.4billion,wasfarhigherthantheannualaverageinflowofUS16.4 billion, was far higher than the annual average inflow of US2-3 billion during the late 1990s. In recent years, India has also emerged as one of the leading FDI destinations in Asia. On the whole, the pattern of FDI inflows to developing Asia itself has changed significantly over the years. Some leading Southeast Asian economies (for example, Malaysia, Indonesia, Thailand and Philippines) no longer attract as much FDI as they used to in the past. Thisis in sharp contrast to some East and Southeast Asian economies that continue to draw large FDI (for example, China, Hong Kong and Singapore). In the above context, this paper attempts to explain the country-wise variations in the pattern of FDI flows to developing Asian economies by empirically identifying location specific features influencing such flows. The paper argues that some countries in the region, which have developed long term sources of comparative advantages in the form of superior technological capabilities and supporting infrastructure have consistently attracted greater volumes of export-oriented FDI. These attributes are also crucial for explaining the steady improvement in FDI flows to India. The paper finds that with production processes becoming increasingly complex and technology-intensive, developing countries like India, must devote greater attention to the development of R&D and frontier technologies, failing which, they might lose out in the race for FDI.FDI inflows, technology and technological capabilities, locational advantages, IT-based communication facilities

    This paper contributes to the empirical literature on determinants of FDI by addressing the question: Why do some developing countries from Asia continue to receive more FDI, while others from the region have fallen behind? It finds R&D-based innovative capacities, and the ability to apply such capacities through modern IT-based techniques, as the two key determinants explaining FDI inflows to developing Asian economies. These traits are found significant for inward FDI in India too with more technology intensive sectors receiving greater FDI. The findings of the paper suggest that in the absence of strong technological foundations and well-developed communications infrastructure, liberal policies alone are not enough for drawing FDI, once initial advantages, like cheap labour, fizzle out. For developing countries like India, strong thrust on R&D and innovative skills is needed for attracting FDI in technology-intensive exports. Therefore, policy actions would have to go further than a broad-based opening up of sectors to FDI, and increasing the limit of such investment in these sectors, for sustained inflows of FDI.FDI inflows, technology and technological capabilities, locational advantages, IT-based communication facilities

    The main goal is to prepare the space station technical and managerial structure for likely changes in the creation, capture, transfer, and utilization of knowledge. By anticipating advances, the design of Space Station Project (SSP) information systems can be tailored to facilitate a progression of increasingly sophisticated strategies as the space station evolves. Future generations of advanced information systems will use increases in power to deliver environmentally meaningful, contextually targeted, interconnected data (knowledge). The concept of a Knowledge Base Management System is emerging when the problem is focused on how information systems can perform such a conversion of raw data. Such a system would include traditional management functions for large space databases. Added artificial intelligence features might encompass co-existing knowledge representation schemes; effective control structures for deductive, plausible, and inductive reasoning; means for knowledge acquisition, refinement, and validation; explanation facilities; and dynamic human intervention. The major areas covered include: alternative knowledge representation approaches; advanced user interface capabilities; computer-supported cooperative work; the evolution of information system hardware; standardization, compatibility, and connectivity; and organizational impacts of information intensive environments

    Cross-company customer churn prediction in telecommunication: A comparison of data transformation methods

    © 2018 Elsevier Ltd Cross-Company Churn Prediction (CCCP) is a domain of research where one company (target) is lacking enough data and can use data from another company (source) to predict customer churn successfully. To support CCCP, the cross-company data is usually transformed to a set of similar normal distribution of target company data prior to building a CCCP model. However, it is still unclear which data transformation method is most effective in CCCP. Also, the impact of data transformation methods on CCCP model performance using different classifiers have not been comprehensively explored in the telecommunication sector. In this study, we devised a model for CCCP using data transformation methods (i.e., log, z-score, rank and box-cox) and presented not only an extensive comparison to validate the impact of these transformation methods in CCCP, but also evaluated the performance of underlying baseline classifiers (i.e., Naive Bayes (NB), K-Nearest Neighbour (KNN), Gradient Boosted Tree (GBT), Single Rule Induction (SRI) and Deep learner Neural net (DP)) for customer churn prediction in telecommunication sector using the above mentioned data transformation methods. We performed experiments on publicly available datasets related to the telecommunication sector. The results demonstrated that most of the data transformation methods (e.g., log, rank, and box-cox) improve the performance of CCCP significantly. However, the Z-Score data transformation method could not achieve better results as compared to the rest of the data transformation methods in this study. Moreover, it is also investigated that the CCCP model based on NB outperform on transformed data and DP, KNN and GBT performed on the average, while SRI classifier did not show significant results in term of the commonly used evaluation measures (i.e., probability of detection, probability of false alarm, area under the curve and g-mean)

    State ownership - a residual role?

    The author reviews the state of thinking on the governance role of state ownership. He argues that a gradual transfer of operational control and financial claims over state assets remains the most desirable goal, but it needs to be paced to avoid regulatory capture, and the capture of the privatization process itself. In addition, the speed of transfer should be timed on the progress in developing a strong regulatory governance system, to which certain residual rights of intervention must be vested. In many countries institutional weakness limits regulatory capacity and reliability, yet the author's conclusion is that in such environments, maintaining state control undermines the very emergence of institutional capacity, and so the balance should tip toward progressively less direct state control. After all, what are"institutions"if not governance mechanisms with some degree of autonomy from both political and private interests? The gradual creation of institutions partially autonomous from political power must become central to the development of an optimal mode of regulatory governance.     Досліджуються розбіжності в сприйнятті якості програмного забезпечення різними групами людей, причетними до його розробки і використання. 315 респондентів оцінили у відповідності до своїх пріоритетів 13 широко поширених атрибутів якості програмного забезпечення. Оцінювання проводилося за шкалою від одного до семи у залежності від того, наскільки важливим респондент вважав даний атрибут. Розбіжності в оцінках пріоритетів цих атрибутів досліджувалися з використанням статистичних методів. Проведено порівняння отриманих емпіричних результатів із результатами кількох досліджень, виконаних за участю експертів в області розробки програмного забезпечення, що дозволяє порівняти спостережувані взаємозв’язки між отриманими в даній роботі бажаними атрибутами з оцінками експертів в області, спільній для всіх цих атрибутів.This work explores the differences in software quality perceptions between different groups of people involved with the software development process. Three hundred and fifteen respondents ranked each of thirteen generally accepted attributes of software quality on a scale of one to seven according to their perceived importance for the piece of software most vital to that individual’s work. Differences in the priorities assigned to these attributes were explored using a number of different statistical techniques. Results of this research were compared to the results of several existing studies conducted by experts in theory and practice of software engineering. Comparisons between the studies are valuable, because they allow a comparison of observed correlations between desires for different attributes derived in this study with expert opinion on the extent to which these attributes can be realized in conjunction.Исследуются отличия в восприятии качества программного обеспечения разными группами людей, занятыми его разработкой и использованием. 315 респондентов оценили в соответствии со своими приоритетами 13 широко используемых атрибутов качества программного обеспечения. Оценивание проводилось по шкале от одного до семи в зависимости от того, насколько важным респондент считал данный атрибут. Отличия в оценках приоритетов этих атрибутов исследовались с привлечением статистических методов. Проведено сравнение полученных эмпирических результатов с результатами нескольких исследований, выполненных при участии экспертов в области разработки программного обеспечения, что позволяет сравнить наблюдаемые взаимосвязи между полученными в данной работе желаемыми атрибутами с оценками экспертов в области, общей для всех этих атрибутов
