A Journal for the Astronomical Computing Community?
One of the Birds of a Feather (BoF) discussion sessions at ADASS XX
considered whether a new journal is needed to serve the astronomical computing
community. In this paper we discuss the nature and requirements of that
community, outline the analysis that led us to propose this as a topic for a
BoF, and review the discussion from the BoF session itself. We also present the
results from a survey designed to assess the suitability of astronomical
computing papers of different kinds for publication in a range of existing
astronomical and scientific computing journals. The discussion in the BoF
session was somewhat inconclusive, and it seems likely that this topic will be

Open Data, Grey Data, and Stewardship: Universities at the Privacy Frontier
As universities recognize the inherent value in the data they collect and
hold, they encounter unforeseen challenges in stewarding those data in ways
that balance accountability, transparency, and protection of privacy, academic
freedom, and intellectual property. Two parallel developments in academic data
collection are converging: (1) open access requirements, whereby researchers
must provide access to their data as a condition of obtaining grant funding or
publishing results in journals; and (2) the vast accumulation of 'grey data'
about individuals in their daily activities of research, teaching, learning,
services, and administration. The boundaries between research and grey data are
blurring, making it more difficult to assess the risks and responsibilities
associated with any data collection. Many sets of data, both research and grey,
fall outside privacy regulations such as HIPAA, FERPA, and PII. Universities
are exploiting these data for research, learning analytics, faculty evaluation,
strategic decisions, and other sensitive matters. Commercial entities are
besieging universities with requests for access to data or for partnerships to
mine them. The privacy frontier facing research universities spans open access
practices, uses and misuses of data, public records requests, cyber risk, and
curating data for privacy protection. This paper explores the competing values
inherent in data stewardship and makes recommendations for practice, drawing on
the pioneering work of the University of California in privacy and information

Reflections on the future of research curation and research reproducibility
In the years since the launch of the World Wide Web in 1993, there have been profoundly transformative changes to the entire concept of publishing—exceeding all the previous combined technical advances of the centuries following the introduction of movable type in medieval Asia around the year 10001 and the subsequent large-scale commercialization of printing several centuries later by J. Gutenberg (circa 1440). Periodicals in print—from daily newspapers to scholarly journals—are now quickly disappearing, never to return, and while no publishing sector has been unaffected, many scholarly journals are almost unrecognizable in comparison with their counterparts of two decades ago. To say that digital delivery of the written word is fundamentally different is a huge understatement. Online publishing permits inclusion of multimedia and interactive content that add new dimensions to what had been available in print-only renderings. As of this writing, the IEEE portfolio of journal titles comprises 59 online only2 (31%) and 132 that are published in both print and online. The migration from print to online is more stark than these numbers indicate because of the 132 periodicals that are both print and online, the print runs are now quite small and continue to decline. In short, most readers prefer to have their subscriptions fulfilled by digital renderings only
Credit Where It’s Due: The Law and Norms of Attribution
The reputation we develop by receiving credit for the work we do proves to the world the nature of our human capital. If professional reputation were property, it would be the most valuable property that most people own because much human capital is difficult to measure. Although attribution is ubiquitous and important, it is largely unregulated by law. In the absence of law, economic sectors that value attribution have devised non-property regimes founded on social norms to acknowledge and reward employee effort and to attribute responsibility for the success or failure of products and projects. Extant contract-based and norms-based attribution regimes fail optimally to protect attribution interests. This article proposes a new approach to employment contracts designed to shore up the desirable characteristics of existing norms-based attribution systems while allowing legal intervention in cases of market failure. The right to public attribution would be waivable upon proof of a procedurally fair negotiation. The right to attribution necessary to build human capital, however, would be inalienable. Unlike an intellectual property right, attribution rights would not be enforced by restricting access to the misattributed work itself; the only remedy would be for the lost value of human capital. The variation in attribution norms that currently exists in different workplace cultures can and should be preserved through the proposed contract approach. The proposal strikes an appropriate balance between expansive and narrow legal protections for workplace knowledge and, in that respect, addresses one of the most vexing current debates at the intersection of intellectual property and employment law
Astronomy and Computing: a New Journal for the Astronomical Computing Community
We introduce \emph{Astronomy and Computing}, a new journal for the growing
population of people working in the domain where astronomy overlaps with
computer science and information technology. The journal aims to provide a new
communication channel within that community, which is not well served by
current journals, and to help secure recognition of its true importance within
modern astronomy. In this inaugural editorial, we describe the rationale for
creating the journal, outline its scope and ambitions, and seek input from the
community in defining in detail how the journal should work towards its
