    US government information: selected current issues in public access vs. private competition

    Web information systems are having a profound effect on the way information is being disseminated today. Current technological advances have caused many government agencies to re-evaluate their practice of contracting with private sector vendors who have traditionally repackaged and marketed the agency\u27s raw data. These new opportunities for government agencies wishing to make information publicly accessible have blurred the traditional distinctions between public and private dissemination activities. Low-cost public dissemination of information has resulted in private sector vendors arguing that public electronic distribution and publication creates unfair competition. New partnerships, such as the recent venture between the National Technical Information Service (NTIS) and the commercial search engine, Northern Light, in developing the ``usgovsearch\u27\u27 product are also being explored. From another viewpoint, library associations are strongly supporting legislation that would broaden,strengthen, and enhance public access to electronic government information. Key issues to be discussed are: (1) the debate concerning public vs. private access to government information; (2) Does electronic access to government information eliminate the need for printed documents? and (3) Joint efforts -- when should the government team up with private sector allies to charge for information services and access

    Scenarios and research issues for a network of information

    This paper describes ideas and items of work within the framework of the EU-funded 4WARD project. We present scenarios where the current host-centric approach to infor- mation storage and retrieval is ill-suited for and explain how a new networking paradigm emerges, by adopting the information-centric network architecture approach, which we call Network of Information (NetInf). NetInf capital- izes on a proposed identifier/locator split and allows users to create, distribute, and retrieve information using a com- mon infrastructure without tying data to particular hosts. NetInf introduces the concepts of information and data ob- jects. Data objects correspond to the particular bits and bytes of a digital object, such as text file, a specific encod- ing of a song or a video. Information objects can be used to identify other objects irrespective of their particular dig- ital representation. After discussing the benefits of such an indirection, we consider the impact of NetInf with respect to naming and governance in the Future Internet. Finally, we provide an outlook on the research scope of NetInf along with items for future work

    SPAD: a distributed middleware architecture for QoS enhanced alternate path discovery

    In the next generation Internet, the network will evolve from a plain communication medium into one that provides endless services to the users. These services will be composed of multiple cooperative distributed application elements. We name these services overlay applications. The cooperative application elements within an overlay application will build a dynamic communication mesh, namely an overlay association. The Quality of Service (QoS) perceived by the users of an overlay application greatly depends on the QoS experienced on the communication paths of the corresponding overlay association. In this paper, we present SPAD (Super-Peer Alternate path Discovery), a distributed middleware architecture that aims at providing enhanced QoS between end-points within an overlay association. To achieve this goal, SPAD provides a complete scheme to discover and utilize composite alternate end-to end paths with better QoS than the path given by the default IP routing mechanisms

    Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks. The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations.     Agricultural information dissemination using ICTs: a review and analysis of information dissemination models in China

    Open Access funded by China Agricultural UniversityOver the last three decades, China’s agriculture sector has been transformed from the traditional to modern practice through the effective deployment of Information and Communication Technologies (ICTs). Information processing and dissemination have played a critical role in this transformation process. Many studies in relation to agriculture information services have been conducted in China, but few of them have attempted to provide a comprehensive review and analysis of different information dissemination models and their applications. This paper aims to review and identify the ICT based information dissemination models in China and to share the knowledge and experience in applying emerging ICTs in disseminating agriculture information to farmers and farm communities to improve productivity and economic, social and environmental sustainability. The paper reviews and analyzes the development stages of China’s agricultural information dissemination systems and different mechanisms for agricultural information service development and operations. Seven ICT-based information dissemination models are identified and discussed. Success cases are presented. The findings provide a useful direction for researchers and practitioners in developing future ICT based information dissemination systems. It is hoped that this paper will also help other developing countries to learn from China’s experience and best practice in their endeavor of applying emerging ICTs in agriculture information dissemination and knowledge transfer

    If you build it, will they come? How researchers perceive and use web 2.0

    Over the past 15 years, the web has transformed the way we seek and use information. In the last 5 years in particular a set of innovative techniques – collectively termed ‘web 2.0’ – have enabled people to become producers as well as consumers of information. It has been suggested that these relatively easy-to-use tools, and the behaviours which underpin their use, have enormous potential for scholarly researchers, enabling them to communicate their research and its findings more rapidly, broadly and effectively than ever before. This report is based on a study commissioned by the Research Information Network to investigate whether such aspirations are being realised. It seeks to improve our currently limited understanding of whether, and if so how, researchers are making use of various web 2.0 tools in the course of their work, the factors that encourage or inhibit adoption, and researchers’ attitudes towards web 2.0 and other forms of communication. Context: How researchers communicate their work and their findings varies in different subjects or disciplines, and in different institutional settings. Such differences have a strong influence on how researchers approach the adoption – or not – of new information and communications technologies. It is also important to stress that ‘web 2.0’ encompasses a wide range of interactions between technologies and social practices which allow web users to generate, repurpose and share content with each other. We focus in this study on a range of generic tools – wikis, blogs and some social networking systems – as well as those designed specifically by and for people within the scholarly community. Method: Our study was designed not only to capture current attitudes and patterns of adoption but also to identify researchers’ needs and aspirations, and problems that they encounter. We began with an online survey, which collected information about researchers’ information gathering and dissemination habits and their attitudes towards web 2.0. This was followed by in-depth, semi-structured interviews with a stratified sample of survey respondents to explore in more depth their experience of web 2.0, including perceived barriers as well as drivers to adoption. Finally, we undertook five case studies of web 2.0 services to investigate their development and adoption across different communities and business models. Key findings: Our study indicates that a majority of researchers are making at least occasional use of one or more web 2.0 tools or services for purposes related to their research: for communicating their work; for developing and sustaining networks and collaborations; or for finding out about what others are doing. But frequent or intensive use is rare, and some researchers regard blogs, wikis and other novel forms of communication as a waste of time or even dangerous. In deciding if they will make web 2.0 tools and services part of their everyday practice, the key questions for researchers are the benefits they may secure from doing so, and how it fits with their use of established services. Researchers who use web 2.0 tools and services do not see them as comparable to or substitutes for other channels and means of communication, but as having their own distinctive role for specific purposes and at particular stages of research. And frequent use of one kind of tool does not imply frequent use of others as well
