    Application of heuristic satellite plan synthesis algorithms to requirements of the WARC-88 allotment plan

    Creation of an Allotment Plan for the Fixed Satellite Service at the 1988 Space World Administrative Radio Conference (WARC) represented a complex satellite plan synthesis problem, involving a large number of planned and existing systems. Solutions to this problem at WARC-88 required the use of both automated and manual procedures to develop an acceptable set of system positions. Development of an Allotment Plan may also be attempted through solution of an optimization problem, known as the Satellite Location Problem (SLP). Three automated heuristic procedures, developed specifically to solve SLP, are presented. The heuristics are then applied to two specific WARC-88 scenarios. Solutions resulting from the fully automated heuristics are then compared with solutions obtained at WARC-88 through a combination of both automated and manual planning efforts

    China as a regulatory state

    Market economy models differ in the degree of the power of the government vis-Ă -vis the market in the economy. Under the classications set forth by Glaeser and Shleifer (2002, 2003), and Djankov et al. (2003), these market models range from those emphasizing low government intervention in the market (private orderings and private litigation through courts) to those where the state is an active participant (regulatory state). This paper, using data from a survey of 3,073 private enterprises in China, constructs an index to quantify the power of the government vis-Ă -vis the market. Regional government power is found to vary considerably across China's regions. Notably, enterprises located in regions where government exerts more power in the market perform better, suggesting that the regulatory state model of the market economy is appropriate for China.regulatory state; disorder costs; dictatorship costs; market economy models; China's economic reform

    Narrating the Natural History Unit: institutional orderings and spatial strategies

    This paper develops a conceptualisation of institutional geographies through participation observation and interviews in the BBC's Natural History Unit (NHU), and the approach of actor network theory. The methodological and theoretical tenets of actor network theory are examined for the insights they offer for understanding the achievements of this pre-eminent centre for the production of natural history films. The scope, scale and longevity of the NHU are analysed through the means by which localised institutional modes of ordering extend through space and over time. Drawing on empirical material, the paper outlines three different modes of ordering, which organise relations between actors in the film-making processes in different ways: prioritising different kinds of institutional arrangements, material resources and spatial strategies in the production of natural history films. Through these three modes of ordering, and through the topological insights of actor network theory, a series of overlapping and interlinked institutional geographies are revealed, through which the identity of the Unit as a centre of excellence for wildlife filmmaking is performed.     Cyberspace As/And Space

    The appropriate role of place- and space-based metaphors for the Internet and its constituent nodes and networks is hotly contested. This essay seeks to provoke critical reflection on the implications of place- and space-based theories of cyberspace for the ongoing production of networked space more generally. It argues, first, that adherents of the cyberspace metaphor have been insufficiently sensitive to the ways in which theories of cyberspace as space themselves function as acts of social construction. Specifically, the leading theories all have deployed the metaphoric construct of cyberspace to situate cyberspace, explicitly or implicitly, as separate space. This denies all of the ways in which cyberspace operates as both extension and evolution of everyday spatial practice. Next, it argues that critics of the cyberspace metaphor have confused two senses of space and two senses of metaphor. The cyberspace metaphor does not refer to abstract, Cartesian space, but instead expresses an experienced spatiality mediated by embodied human cognition. Cyberspace in this sense is relative, mutable, and constituted via the interactions among practice, conceptualization, and representation. The insights drawn from this exercise suggest a very different way of understanding both the spatiality of cyberspace and its architectural and regulatory challenges. In particular, they suggest closer attention to three ongoing shifts: the emergence of a new sense of social space, which the author calls networked space; the interpenetration of embodied, formerly bounded space by networked space; and the ways in which these developments alter, instantiate, and disrupt geographies of power

    Mapping European Border Control: On Small Maps, Reflexive Inversion and Interference

    The so-called hotspots—identification and registration centres on the Aegean Islands in Greece and in Italy—are not only sites of remote detention, European intervention or differential inclusion, but also logistical set-ups, where data is generated and spread across state institutions. Such socio-technical assemblages are hard to research not only because of state actors’ desire to keep things secret but also because of methodological issues. How does one disentangle their extensive, complex and rhizomatic nature? Which trajectories does one follow and which actors and voices does one assemble? Following recent work in the realm of STS, methods are understood as (b)ordering devices, which performatively enact an ordered world and produce accounts of the social, including some realities while excluding others. This article considers mapping a well-suited method for studying widespread socio-technical assemblages, but only if it is handled with caution. Based on an empirical inquiry into the Moria hotspot and following a praxeographic research approach, different types of small maps are developed that enfold complexity by being attentive to situatedness, symmetry, multi-sitedness and multiplicity. Furthermore, it emphasizes an on-going process of reflexive inversion of the mapping process that makes the crafted accounts contestable and its boundaries and blind spots visible. Finally, the article discusses how mappings can be used not only as research but also as a political device that contributes to the work of other collectives beyond the scientific production of truth

    MAKING BOUNDARIES AND LINKING GLOBALLY: “MATERIAL POLITICS” OF PHYTOSANITARY REGULATION ON MEXICAN MANGOS

    This dissertation illuminates how phytosanitary (PS) regulations enable mango exportation from Mexico to the United States. PS regulations are technical and legal measures to prevent plant pests from proliferating or being transported to other places and are important regulatory mechanisms enabling the globalization of agriculture. My case study investigates how PS regulations enable Mexican mango exportation as an aspect of the globalization of agriculture, illustrating the consequences of PS regulations to humans and non-humans. More specifically, three research questions are posed: (1) How does the PS regulation network operate to draw distinctions between pest/non-pest, thereby enabling the export of Mexican mangos to the United States? (2) What values are associated with the PS regulation network, and what are the normative, moral, or ethical implications of the regulations? And, (3) How are the PS regulations in transition in the state of Sinaloa changing economic prospects for mango growers and packers to tap into global mango markets? Theoretically, the analysis draws on a concept called “material politics,” which claims that politics is enacted through not only discursive measures, such as statutes, but also physical embodiment by material beings. Thus, PS regulations are conceptualized as a materially heterogeneous network that establishes boundaries between pest/non-pest, thereby connecting distinct places, such as mango orchards and consumers. The material politics concept also suggests the emergence of socio-material “ordering” effects by regulations, such as values, morals, and norms, as well as unequal economic opportunities. Nine months of ethnographic fieldwork in Mexico, which employed in-depth interviews, (participant) observations, and documentary research, yielded the following findings: (1) PS regulations as a network of governance (re)configured the production of the commodity, “disciplining” humans and non-humans to conform to the global regulatory order; (2) in this network, non-governmental entities played critical roles, fitting squarely with the recent neoliberal political-economic orientation in Mexico; and (3) although the government’s pest eradication program could improve market chances for growers, local political-economic circumstances, including small-scale growers’ dependence on packers for marketing, still left substantial challenges for such economic prospects to materialize

    This paper seeks to develop a theoretical contribution to studies in the areas of ICT in developing contexts by reviewing how the notion of context has been understood to date, before offering a rethinking of how it is handled in the IS and development studies literature. To do this we draw a case study of M-PESA a mobile banking initiative in Kenya, on science and technology studies ideas and specifically Cooper and Law’s (1995) distal and proximal perspectives, to argue that we need to better attend to the multiplicity of practices which take place within development arenas, and also to better consider the processes by which context is represented. The paper concludes by addressing some of the implications for information systems research and development

    Supporting Worth Mapping with Sentence Completion

    Expectations for design and evaluation approaches are set by the development practices within which they are used. Worth Centred Development (WCD) seeks to both shape and fit such practices. We report a study that combined two WCD approaches. Sentence completion gathered credible quantitative data on user values, which were used to identify relevant values and aversions of two player groups for an online gambling site. These values provided human value elements for a complementary WCD approach of worth mapping. Initial worth maps were extended in three workshops, which focused on outcomes and user experiences that could be better addressed in the current product and associated marketing materials. We describe how worth maps were prepared for, and presented in, workshops, and how product owners and associated business roles evaluated the combination of WCD approaches. Based on our experiences, we offer practical advice on this combinination
