    What’s going on in my city? Recommender systems and electronic participatory budgeting

    In this paper, we present electronic participatory budgeting (ePB) as a novel application domain for recommender systems. On public data from the ePB platforms of three major US cities – Cambridge, Miami and New York City–, we evaluate various methods that exploit heterogeneous sources and models of user preferences to provide personalized recommendations of citizen proposals. We show that depending on characteristics of the cities and their participatory processes, particular methods are more effective than others for each city. This result, together with open issues identified in the paper, call for further research in the area

    Use of social media in citizen-centric electronic government services: A literature analysis

    yesThis article undertakes a literature review on such articles on social media and citizen-centric e-government services. This research uses 139 articles to perform the intended literature review. The keywords analysis of these articles indicates that Web 2.0, participation and open government/ open data were some of the frequently used keywords in addition to the two major themes of e-government and social media on which all the articles were searched for. The analysis of research methods indicated that majority of the studies were analytical, conceptual, descriptive, or theoretical in nature. The theoretical analysis however indicated that there is a lack of theory-based research in this area. The review of literature indicated that research themes such as electronic participation, engagement, transparency, communication/interaction, trust, security and collaboration are some of the most frequently used categories under this area of research. A research framework has also been proposed from the key themes emerging from the review

    El gobierno electrónico generalmente se refiere a la aplicación de un modelo de comercio electrónico a nivel gubernamental de un país, y su éxito se mide a menudo en términos de satisfacción del usuario y calidad del servicio. El presente estudio tiene como objetivo analizar el éxito en términos de estrategias de diseño de software para el desarrollo de servicios de gobierno electrónico, así como la implementación y utilización de herramientas de evaluación empleadas, la calidad del servicio y las tecnologías utilizadas, mediante una mapeo sistemático de la literatura. Este estudio evidencia que se están realizando importantes investigaciones sobre servicios de gobierno electrónico en países del continente de Europa, parte del Sudeste asiático y Oceanía, entre las que destacan: China, Malasia e Indonesia, asimismo en América en los países de Canadá, EEUU, Brasil y Ecuador.Trabajo de investigació

    Dissertação de mestrado integrado em Engenharia e Gestão de Sistemas de InformaçãoO e-government (governo eletrónico) consiste no uso das tecnologias de informação e comunicação e tem como objetivo aproximar o governo e o cidadão a partir do uso das TI, tendo a capacidade de prestar serviços públicos online e informar/comunicar com os cidadãos, tornando o processo mais interativo e transparente, permitindo aos cidadãos acederem aos serviços e informações do governo em qualquer altura e lugar. Este projeto visa refletir sobre a personalização dos serviços públicos online oferecidos aos cidadãos, ou seja, o facto não é o de perceber o nível de satisfação dos cidadãos ou empresas com a utilização dos websites/portais de serviços públicos online no que concerne ao seu nível de personalização, mas sim entender o que é oferecido, como é oferecido e quais as estratégias de personalização adotadas nos serviços públicos online em Portugal. Segundo a Comissão Europeia, a personalização dos serviços públicos ajuda a reduzir a burocracia e melhora a consistência dos dados. Oferecendo serviços proactivos, ou seja, o governo proactivamente realiza ações para melhorar a qualidade dos serviços disponibilizados online aos utilizadores e torna mais fácil a sua utilização, como por exemplo: o governo preenche automaticamente nos formulários dados contidos nas bases de dados governamentais. Pretende-se com este projeto de investigação perceber até que ponto a personalização de serviços online deve ser um princípio primordial no desenvolvimento de iniciativas de governo eletrónico e identificar boas práticas na personalização de serviços públicos online. É ainda objetivo deste projeto desenvolver uma framework que permita caracterizar as práticas de personalização de serviços públicos online em Portugal, comparar essas práticas com as práticas internacionais neste domínio e por fim, efetuar um conjunto de recomendações, boas práticas e orientações finais para a personalização de serviços públicos online em Portugal. Sendo que, estas recomendações e orientações, constituirão o contributo final deste trabalho de dissertação. No que diz respeito à estratégia de investigação para a realização do trabalho de dissertação, esta irá incluir duas fases principais: num primeiro momento irá ser conduzida uma revisão de literatura e num segundo momento irá ser efetuada uma análise de websites, primeiramente irão ser analisados alguns casos de portais governamentais internacionais e de seguida, com base na framework elaborada, irão ser analisados alguns portais de serviços públicos online em Portugal.E-government (electronic government), consists in the use of the information and communications technology, and the goal is to approach the government and the citizens by using Information Technologies, with the ability to provide online public services and inform/communicate with the citizens, making the process more interactive and transparent, allowing the citizens to access to the services and information’s of the government anytime and anywhere. This project aims to reflect about the personalization of the online public services provided to the citizens, in other words, the fact is not to understand the level of satisfaction of citizens or companies with the use of the websites/portals of online public services as far as the level of personalization is concerned, but rather understand what is offered, how is offered and what are the personalization strategies adopted in the online public services in Portugal. According to the European Commission, the personalization of the public services helps to reduce the red tape and improves the consistency of the data. Offering proactive services, this means that the government proactively performs actions to improve the quality of the services available online to the users, making it easier to use them, for example: the government automatically fills in the forms with data available in governmental databases. It is intended with this research project to understand if the personalization in the online public services must be a main focus in the development of the e-government initiatives and to identify good practices in personalizing online public services. Other main goal of this project is to develop a framework that allows to characterize the practices of the personalization in the online public services in Portugal and to compare those practices with the international practices on this domain, and finally make a set of recommendations, good practices and final orientations for the personalization of the online public services on the country. Being that, this recommendations and orientations, will consistute the final contribution of this research project. In regard to the investigation strategy for the execution of this dissertation work, it will include two main phases: in a first moment, it will be conducted a literature review, secondly it will be performed some website analysis, where initially will be analyzed some cases of internacional governamental portals and then, based on the elaborated framework, will be analyzed some online public services portals in Portugal
