    Human Resource Information Systems for Competitive Advantage: Interviews with Ten Leaders

    [Excerpt] Increasingly, today\u27s organizations use computer technology to manage human resources (HR). Surveys confirm this trend (Richards-Carpenter, 1989; Grossman and Magnus, 1988; Human Resource Systems Professionals 1988; KPMGPeat Marwick, 1988). HR professionals and managers routinely have Personnel Computers (PCs) or computer terminals on their desks or in their departments. HR computer applications, once confined to payroll and benefit domains, now encompass incentive compensation, staffing, succession planning, and training. Five years ago, we had but a handful of PC-based software applications for HR management. Today, we find a burgeoning market of products spanning a broad spectrum of price, sophistication, and quality (Personnel Journal, 1990). Top universities now consider computer literacy a basic requirement for students of HR, and many consulting firms and universities offer classes designed to help seasoned HR professionals use computers in their work (Boudreau, 1990).     Inter-organizational collaboration among health and social care: TRT©, a transactional approach

    Inter-organizational collaboration (IOC) supported by information and communication technologies (ICTs) faces challenges on many fronts in 21st century England as well as globally. Between the somewhat desirable ideal of 'joined up' systems providing efficient services to customers and clients on one side of the continuum, and the costs and risk factors associated with integrating data or constructing large databases on the other side, a fundamental tension exists. This paper addresses this issue in two parts. Firstly, it argues that there is a way forward for information sharing among heterogeneous organizations which does not involve the integration of systems, interoperability, joined up recordkeeping, database linkage, or construction of yet another large database. Transactions in Real Time© (TRT©), the transaction by transaction information sharing approach, satisfies all the requirements of each collaborating organization for information sharing. Secondly, this paper briefly considers the future of IOC among health and social care and possible pathways forward through this uncertain area.     A Public Choice Approach to the Economic Analysis of Animal Healthcare Systems

    Privatisation of animal healthcare systems in developing countries, particularly in sub-Saharan Africa, has had very limited success. Introduced with inadequate transition time and too few resources, many livestock owners either cannot afford or, just as likely, are unable to gain access to the services they need. Poor livestock owners in remote rural areas suffer the greatest disadvantage. This fact is undisputed but, since privatisation, the primary focus has been on analysing the performance of animal healthcare systems and few authors have studied the underlying economic theories that have driven privatisation policy nor examined in what ways these may have been detrimental. This working paper examines how the economic analysis of animal health services has evolved since the '90s. A comparison is made with economic theories underlying the provision of human healthcare services where the debate started much earlier (in the '60s). Special emphasis is put on how these perspectives have influenced privatisation policy and, in particular, based in general economic literature, how the way in which 'public goods' is defined affects their financing and provision. Following this perspective, the role that governments should expect to play in the animal healthcare sector post privatisation is also debated. A relatively new approach to the economic analysis of animal health services is therefore presented, one that has been propounded recently by a number of economists working in this field. This economic theory, based on the perspective of 'public choice' argues that the process of decision-making may be highly significant in influencing efficiency and effectiveness. Traditional 'outcome' analysis omits factors such as self-interested behaviour and political interference. These may have contributed to higher than expected 'transaction' costs and, therefore, to the failure in many instances of the privatisation process.     Towards Design Principles for Data-Driven Decision Making: An Action Design Research Project in the Maritime Industry

    Data-driven decision making (DDD) refers to organizational decision-making practices that emphasize the use of data and statistical analysis instead of relying on human judgment only. Various empirical studies provide evidence for the value of DDD, both on individual decision maker level and the organizational level. Yet, the path from data to value is not always an easy one and various organizational and psychological factors mediate and moderate the translation of data-driven insights into better decisions and, subsequently, effective business actions. The current body of academic literature on DDD lacks prescriptive knowledge on how to successfully employ DDD in complex organizational settings. Against this background, this paper reports on an action design research study aimed at designing and implementing IT artifacts for DDD at one of the largest ship engine manufacturers in the world.     Information Accountability Framework for a Trusted Health Care System

    Trusted health care outcomes are patient centric. Requirements to ensure both the quality and sharing of patients’ health records are a key for better clinical decision making. In the context of maintaining quality health, the sharing of data and information between professionals and patients is paramount. This information sharing is a challenge and costly if patients’ trust and institutional accountability are not established. Establishment of an Information Accountability Framework (IAF) is one of the approaches in this paper. The concept behind the IAF requirements are: transparent responsibilities, relevance of the information being used, and the establishment and evidence of accountability that all lead to the desired outcome of a Trusted Health Care System. Upon completion of this IAF framework the trust component between the public and professionals will be constructed. Preservation of the confidentiality and integrity of patients’ information will lead to trusted health care outcomes

    A reflective characterisation of occasional user

    This work revisits established user classifications and aims to characterise a historically unspecified user category, the Occasional User (OU). Three user categories, novice, intermediate and expert, have dominated the work of user interface (UI) designers, researchers and educators for decades. These categories were created to conceptualise user's needs, strategies and goals around the 80s. Since then, UI paradigm shifts, such as direct manipulation and touch, along with other advances in technology, gave new access to people with little computer knowledge. This fact produced a diversification of the existing user categories not observed in the literature review of traditional classification of users. The findings of this work include a new characterisation of the occasional user, distinguished by user's uncertainty of repetitive use of an interface and little knowledge about its functioning. In addition, the specification of the OU, together with principles and recommendations will help UI community to informatively design for users without requiring a prospective use and previous knowledge of the UI. The OU is an essential type of user to apply user-centred design approach to understand the interaction with technology as universal, accessible and transparent for the user, independently of accumulated experience and technological era that users live in
