Digital exclusion in later life : a Maltese case-study
Information and communication technologies (ICTs) are driving profound changes in the way in which individuals, organizations and governments interact. In particular, the internet has been a major force behind the development towards a more globalized, knowledge-based economy. However, in terms of computer access and internet usage, a digital divide between the âhavesâ and the âhave notsâ has long been recognized. One key sector of non-users consists of older persons. For various reasons â including no exposure to computers over their lifetime and in their occupations, income levels, physical disability and access to affordable ICT training â only limited percentages of older people have adequate ICT skills. A growing concern is that older adults who do not engage with ICTs face social disadvantages and exclusion. This article reports upon a qualitative study on older non-users of ICTs, with its key goal being to understand what leads to, and the effects of, digital exclusion in later life. Results found that older persons who never made use of ICTs were significantly delineated by gender and socio-economic status patterns - namely, women (especially housewives, who had never been in paid employment), individuals who worked in blue-collar and working-class occupations, and the long-term unemployed. Data also demonstrated that access was not the main issue at hand, and that the failure of older adults to become digital citizens was the result of a continuum of overlapping barriers. This study provided information highlighting the rationales and motivations underlying individualsâ non-use of computers - namely, believing that they were now âtoo oldâ to use new technologies, a lack of relevance or âlife-fitâ of computers, perceived non-usefulness and difficulty to use, anxiety about computer usage, concern about security and privacy issues, and the facing of disability issues.N/
Common African Position (CAP) on the Post-2015 Development Agenda
That the post-2015 Development Agenda provides a unique opportunity for Africa to reach consensus on common challenges, priorities and aspirations, and to actively participate in the global debate on how to provide a fresh impetus to the MDGs and to examine and devise strategies to address key emerging development issues on the continent in the coming years. The post-2015 Development Agenda should also reaffirm the Rio Principles, especially the principle of common but differentiated responsibilities, the right to development and equity, and mutual accountability and responsibility, as well as ensure policy space for nationally tailored policies and programmes on the continent, including appropriate support for the implementation of the NEPAD
An Evidence-Based Approach To Digital Inclusion for Health
This report is the first deliverable of the ?Digital Inclusion and Social Knowledge Media for Health: Frameworks and Roadmaps? project. It discusses the concept of social and digital exclusion and suggests that a focus on the digital mediation of social processes may provide more purchase for public service providers. This focus leads to the consideration of the way in which digital services might support a range of health-related factors which are both directly and indirectly linked to specific health outcomes. The report discusses some examples in the light of a consideration of the specific (and spatial) health needs and priorities of Solihull Care Trust. The report concludes with suggestions for directions for future research and development
Protect My Future: The Links Between Child Protection and Equity
The lack of care and protection facing children is a global crisis with billions of children experiencing abuse, neglect or exploitation, and many millions growing up outside of families, on the streets or in harmful institutional care. This lack of adequate care and protection is commonly the result of inequalities.Gender norms make girls especially vulnerable to sexual abuse and exploitation, early marriage and domestic work, and boys to hazardous child labour and detention. Children with disabilities, from ethnic minorities or living with or affected by HIV are more likely than their peers to suffer from a loss of care and protection, and income inequalities increase exposure to child labour and institutionalisation.Children without adequate care and protection are commonly stigmatised, and have inequitable access to education, health, social protection and justice. Combined with the long lasting impacts of neglect, abuse and institutionalisation, this lack of access to basic services severely diminishes life chances, creating a spiral of disadvantage.In order to break this spiral, a three-pronged strategy is required which sees: reductions in social and economic inequalities that have a major impact on children's care and protection; increased investments in strong and equitable national child protection systems and efforts to address the stigma and discrimination faced by children without adequate care and protection
Commission Staff Working Document: Report on the Implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD) by the European Union
On 5 June 2014, the European Union published its first report on the implementation of the UN Convention on the Rights of Persons with Disabilities (UN CRPD). The EU ratified the Convention in 2010 making it the first international human rights treaty ever ratified by a regional organisation like the European Union. The EU has the obligation to prepare and submit a report on the actions it took to give effect to the Convention. Considering this as a historic moment for the rights of persons with disabilities, EDF welcomes the publication of the EU report as an evolving and dynamic process to which it would like to contribute by sharing the clear and structured view of 80 million persons with disabilities.
The EU report offers a complete description and information on the actions taken by the European Commission. However, it misses the opportunity to involve the Council and the European Parliament, as well as the Commission at its highest political levels. The report also fails to include civil society, first and foremost organisations of persons with disabilities, as well as to trigger a substantial debate on the role of the EU in implementing the rights of persons with disabilities.
Among others:
- The report outlines adopted measures, but does not include an assessment of their actual implementation and of the budget available to do so. In this sense, it also lacks self-criticism;
- The report presents a too strict view of the competences of the EU and of the actions in which the EU as a whole or the European Commission have been involved and have had impact on the rights of persons with disabilities;
- The report does not address the diversity of persons with disabilities

White Paper: promoting Design for All and e-Accessibility in Europe.
This White Paper results from the collaboration of Design for All (DfA) and e-Accessibility expert bodies representing the European Union member states [ref: the coordination centres of the national European Design for All e-Accessibility network (EDeAN) in 23 European Union Member States, in this document referred to as NCCs]. The objectives of this White Paper are threefold: (1) to present the current state of affairs of EDeAN, active since 2002 as part of the European Commissionâs action line supporting the development of the European Information Society; (2) to outline a roadmap for future initiatives, actively reflecting views of the EDeAN network in specific domains related to DfA, e-Accessibility and e-Inclusion; and (3) to bring forward a set of suggestions and recommendations regarding the activities of the network, aiming to support the creation of a fully inclusive European Information Society. The paper is organised as follows: Section 1 provides a short introduction to DfA and Accessibility in Information Society (IS) and Information Society Technology (IST) developments in Europe. Section 2 provides an overview of policy as well as R&D activities related to DfA and accessibility in IST in Europe. Section 3 briefly describes the role of EDeAN and the new challenges that emerge as a result of the changing European policy environment. Section 4 presents current challenges that emerge in five domains directly related to DfA and accessibility, such as policy and legislation, industry, monitoring and evaluationâbenchmarking, standardisation, R&D, and education and training. Finally, Sect. 5 puts forward a number of recommendations with regard to future activities for EDeAN. The contents of this paper reflect results from the open discussion forums supported in the EDeAN website (ref: EDeAN Special Interest Groups, SIGs). The draft paper was written by the EDeAN Secretariat for 2005, FORTH-ICS (Greece), and completed with the support of all NCCs. Aging in the Social Space
A publication called Aging in the Social Space is a compilation of studies, which deal with theoretical understanding and empirical solutions, learning about problem spheres, specifying content parallels of social, legal, economic, moral and ethical views on senior issues in society, which are closely related to each other and are interconnected. This publication focus on the case study of Poland. It is supposed to provide a multidimensional view of old age issues and issues related to aging and care for old people in society. We believe that it is natural also to name individual spheres, in which society has some eff ect, either direct or indirect, within issues concerning seniors. Learning about these spheres is the primary prerequisite for successful use of social help to seniors in society
Disability and international cooperation and development : a review of policies and practices
The purpose of this review is to canvas policies and, to the extent possible, practices of major multilateral and bilateral development agencies, aimed at including disability in development. Development that includes disability, as referenced in this review, is understood as development in which persons with disabilities participate as both actors and beneficiaries. It can be achieved by disability specific initiatives, by adding disability-specific components to development programs, by fully inclusive programming, designed to include disability concerns into all development processes, or by a combination of these approaches. While this review does not claim to be exhaustive, it does attempt to provide as comprehensive as possible an overview of policies and practices on disability and development (D&D), both within and among the United Nations (UN) system, and among major bilateral development agencies. It should be noted that this is a dynamic issue and thus many development agencies are either in the process of crafting new disability policies or strategies or are currently reviewing their existing approaches with a view to modifying or amending them. Section two of this report reviews the international legal and policy framework pertinent to the consideration of D&D with particular attention to the Convention on the Rights of Persons with Disabilities (CRPD) and Millennium Development Goals (MDGs). Section three reviews multilateral agencies and structures, particularly those within the UN system, and reviews their existing policies and/or practices related to D&D. Section four includes coverage of regional structures supporting the inclusion of disability indevelopment. Section five identifies bilateral development agencies that, either as matter of written policy or as evidenced through practice, have taken steps to design and implement programs and practices that are inclusive of disability. Assessing the Readiness of Nairobi Deaf Youth to Accept a Best-practice HIV/AIDS Intervention
After nearly forty years of HIV/AIDS research in the global community, data on HIV/AIDS in the Deaf population is still disproportionately neglected. No surveillance system is in place to monitor prevalence, awareness or mode of HIV infection in the Deaf community. Additionally, prevention and education interventions have yet to be tailored to meet the specific needs of this highly vulnerable population.
Purpose: This project attempted to assess the readiness of the Nairobi Deaf youth community to accept a best-practice HIV/AIDS intervention. The broad objective of this research was to assess HIV awareness, perceptions and behaviors of Deaf youth in regards to HIV/AIDS in Nairobi, Kenya.
Method: This project used the snowball sampling method to conduct a survey using a combination of pre-coded, and open-answer questions conducted with 60 Deaf youth (18-35) in Nairobi, Kenya. Interviews included topics of HIV/AIDS knowledge, risk perception, and risk behaviors.
Results: The Nairobi Deaf youth community is unequipped to accept a best practice HIV/AIDS intervention at this time. Efforts need to be made to increase risk perception and develop social support. Also, comprehensive prevalence research needs to be conducted in this population.
Conclusion: Based on the data collected in this survey and a review of literature, a peer-led, extracurricular education campaign seems to be the most acceptable best-practice intervention for targeting Deaf youth. Additionally, a supplementary, video-based, multifaceted language component would be suggested
