E-government adoption in Qatar: An investigation of the citizens' perspective
Electronic government (e-government) initiatives are in their early stages in many developing countries and faced
with various issues pertaining to their implementation, adoption and diffusion. Like many other developing
countries, the e-government initiative in the state of Qatar has faced a number of challenges since its inception in
2000. Using a survey based study this paper describes citizens‟ behavioural intention and adoption in terms of
applying and utilising the Unified Theory of Acceptance and Use of technology (UTAUT) model to explore the
adoption and diffusion of e-government services in the state of Qatar. A regression analysis was conducted to
examine the influence of e-government adoption factors and the empirical data revealed that performance
expectancy, effort expectancy, and social influences determine citizens‟ behavioural intention towards e-government.
Moreover, facilitating conditions and behavioural intention were found to determine citizens‟ use of e-government
services in the state of Qatar. Implications for practice and research are discussed

This study compares e-government adoption in the U.K. to adoption in the U.S. In particular, this study seeks to determine if the same factors are salient in both countries. Several studies have explored citizen acceptance of e-government services in the U.S. However, few studies have explored this phenomenon in the U.K. To identify the similarities and differences between the U.K. and the U.S. a survey is conducted in the U.K. and the findings are compared to the literature that investigates diffusion in the U.S. This study proposes a model of e-government adoption in the U.K. based on salient factors in the U.S. A survey is administered to 260 citizens in London to assess the importance of relative advantage, trust and the digital divide on intention to use e-government. The results of binary logistic regression indicate that there are cultural differences in e-government adoption in the U.K. and the U.S. The results indicate that of the prevailing adoption constructs, relative advantage and trust are pertinent in both the U.S. and the U.K., while ICT adoption barriers such as access and skill may vary by culture. Implications for research and practice are discussed
Factors affecting e-government adoption in the state of Qatar
Electronic government (e-government) initiatives are in their early stages in many developing countries and faced with various issues pertaining to their implementation, adoption and diffusion. Although e-government has increased transparency and improved communication and access to information for citizens, digital diffusion of information is often achieved at high cost to government agencies. Conversely, citizens’ adoption of e-government services has been less than satisfactory in most countries. While studies by researchers continue to outline the most salient adoption constructs, as well as various frameworks and models for understanding adoption, research by independent consultancy/research organisations has produced a host of statistics and league tables of good and bad practices of service delivery. Like many other developing countries, the e-government initiative in the state of Qatar has faced a number of challenges since its inception in 2000. This study utilises the Unified Theory of Acceptance and Use of Technology (UTAUT) to explore the adoption of e-government services in the state of Qatar. 1179 citizens were surveyed to collect primary data. A regression analysis was conducted to examine the influence of the factors adapted from the UTAUT on e-government adoption. Reliability test reported values of the various constructs vary between (0.74) and (0.91). The findings reveal that effort expectancy and social influences determine citizens’ behavioural intention towards e-government. Additionally, facilitating conditions and behavioural intention were found to determine citizens’ use of e-government services in Qatar. Implications for practice and research are discussed

The elicitation of key performance indicators of e-government providers: A bottom-up approach
Copyright @ 2013 EMCIS.Delivering an adequate e-Government service (e-service) is becoming more of a necessity in today's digital world. In order to improve e-services and increase the engagement of both users' and providers' side, studies on the performance evaluation of such provided e-services are taking places. However a clear identification of the key performance indicators from the e-Government providers’ side is not well explored. This shortcoming hampers the conduct of a holistic evaluation of an e-service provision from the perspective of its stakeholders in order to improve e-services as well as to increase e-services take-ups. In this paper, a systematic process to identify indicators is implemented based on a bottom-up approach. The process used three focus-group meetings with providers, users, and academics in Qatar, Lebanon and UK to collect, identify and validate key indicators from the perspective of e-services’ providers. The approach resulted in the identification of five factors levels (service, technology, employees, policy and management and social responsibilities) with fifteen sub-categories of SMART variables. Hence, leading to the development of a new model, STEPS, that can fully explain and predict e-government success from the providers’ point of view. It will work as a strategic management tool to align various stakeholders on common goal and values based on evidence based evaluation of e-services using smart measurable indicators for the improvement of an e-service at the engagement level in the field of e-government. In addition, other fields can benefit from the outcome of this work, such as logistics service providers, who make their services available across new and existing relationships between the Internet commerce firms, their customers, and their vendors

Adoption of wireless internet parks: An empirical study in Qatar
This paper examines the adoption of free wireless internet parks (iPark) by Qatari citizens as means of accessing electronic services from public parks. The Qatar government has launched the iPark concept with a view of providing free internet access for all citizens while enjoying the outdoors. By offering free wireless Internet access, the Qatari government encourages its citizen's to actively participate in the global information society with a view of bridging the digital divide. Using a survey based study this research set out to examine the Qatari citizens' perceptions of the iPark initiative. Results of the survey showed that there is a positive level of relation between the independent variables, usefulness, ease of use, Internet safety, and Internet speed/response time and one dependent variable, intention to use the iPark in Qatar. The paper provides a discussion on the key findings, research implications, limitations, and future directions for the iPark initiative in Qatar

Innovation Opportunities from e-Government Readiness Benchmark
Research on e-government as well as its practice continues to bring challenges, especially for developing countries. The stage model is a frame of reference toward e-governance, where citizens are actively involved and the initiatives are collaborative in nature. Countries have been benchmarked on the e-government development and readiness indexes have been used to decision making. The aim of this paper is to investigate whether readiness benchmark on e-government can foster innovation. The result suggests that egovernment readiness indexes can foster some strategies related to technological or social innovation, and an innovation process measurement can improve the comprehension of the scenario

The role of trust in e-government adoption: A systematic literature review
Electronic government (e-government) is a concept that has been adopted in most countries for the
purposes of providing government services digitally, improving transparency between government and
citizens and enabling additional communication channels with the government. Although e-government
readiness in most countries is at a high level, adoption of e-government services is still considered
tentative. A critical review of the literature suggests that this may be linked to citizens’ trust in
government and e-government. As such, there is a need to investigate the role of trust in e-government
adoption. For this purpose, a systematic literature review was conducted in order to observe research
design, methodologies and approaches adopted in these studies as well as limitations identified and
recommendation for future studies. The findings highlight that quantitative techniques and survey
research methods appear to have been much preferred over other available alternatives such as qualitative
techniques and interview methods or mixed methods in studies relating to trust in e-government
adoption
E-government iImplementation and adoption: the case study of Botswana Government
ABSTRACT The advancements in the ICT and internet technologies challenge governments to engage in the electronic transformation of public services and information provision to citizens. The capability to reach citizens in the physical world via e-government platform and render a citizen-centric public sector has increasingly become vital. Thus, spending more resources to promote and ensure that all members of society are included in the entire spectrum of information society and more actively access government online is a critical aspect in establishing a successful e-government project. Every e-government programme requires a clear idea of the proposed benefits to citizens, the challenges to overcome and the level of institutional reform that has to take place for e- government to be a success in a given context. E-government strategy is fundamental to transforming and modernising the public sector through identification of key influential elements or strategy factors and ways of interacting with citizens. It is therefore apparent that governments must first understand variables that influence citizens’ adoption of e-government in order to take them into account when developing and delivering services online. Botswana has recently embarked on e-government implementation initiatives that started with the e-readiness assessment conducted in 2004, followed by enactment of the National ICT policy of 2007 and the approval of the e-government strategy approved in 2012 for dedicated implementation in the 2014 financial year. Significant developments have taken place around national and international connectivity including initiatives that offer connectivity to citizens such as the I- partnership, community run Nteletsa projects, post office run tele-centres and Sesigo projects that have been deployed on a wider Botswana. In spite of these remarkable initiatives there is no change management strategy in place and evidence to suggest that citizens cluster groups, government employees, key influential citizens’ stakeholders and other local government administrative governing structures at district levels have been appropriately informed, consulted, engaged and participated in the design, development and implementation initiatives. This position has contributed largely to low e-readiness indices for Botswana, low PC, Internet and broadband penetration levels, which do not commensurate with levels of connectivity initiatives already in place and operational. The strategy development, which is the viability business plan for the entire project has been initiated and concluded without the appropriate input of citizens, employees and local government structures at the districts. Considering that that e-government is new and narrowly researched in Botswana. There is non existing research on both the impact of strategy factors to e-government implementation success and citizens’ involvement and participation in the e-government design and implementation through to adoption and continual use. This study therefore explores and investigates empirically the key e-government strategy influential success elements and the how citizens’ involvement and participation in e-government development can be secured, supported and facilitated towards adoption and continual future use. This culminates in the proposal of both theoretically supported and empirically validated e-government strategy framework and citizen centric conceptual model. The study is crucial as it aims understand how can influences upon success in e-government project be better understood and citizens’ stakeholder adoption of e-government enhanced to facilitate successful development of e-government in Botswana and is also timely as it comes at the time when Botswana has not yet implemented her e-government strategy, hence factors identified are critical to both strategy re-alignment and design of the citizens’ involvement and participation change management strategy to support both implementation and citizens’ adoption of e-government in Botswana. The study utilises the mixed methods research, employing both qualitative and quantitative methods to address the research question and triangulated data collection approaches used to select survey sample for two questionnaire sets carried on opinion holders within government and non government structures and ordinary citizens, use of observations on operating tele-centres, interviews with key e-government strategic stakeholders and document analysis which included e-government policies and related documentations as well as extensive review of e-government published literature including applied implementation and citizens adoption experiences of developing and developed countries. In the analysis of data the multiple regression analysis has been utilised and multivariate analysis performed to ensure linearity, normality and collinearity. The linear regression has been used to test the hypothesis through the Analysis of variance (ANOVA) technique.
