    Rethinking Indigenous Place: Igorot Identity and Locality in the Philippines

    Spanish and American colonisers ascribed the identity ‘Igorot’ to the peoples of the northern Philippine mountains, positioning them in the ‘tribal slot’, somewhere between ordinary peasants and ‘backward’ primitives. From this marginal position, contemporary Igorot communities have been comparatively successful in formalising their entitlements to land and resources in their dealings with the Philippine State. This success depends on a discourse tying indigenous or ‘tribal’ culture to particular places. Colonial and, now, local anthropology has been recruited to this process through the mapping of community boundaries. This has allowed groups to secure official status as ‘cultural communities' and gain legal recognition of their ancestral domains. Ironically, even as ancestral domains are recognised, the municipalities that hold such domains have ceased to be bounded containers for Igorot localities, if they ever were. Participation in global indigenous networks, circular migration, and ongoing relations with emigrants overseas blur the spatial, temporal, and social boundaries of Igorot communities. Transnational flows of people, information, and value are recruited to support the essentialised versions of indigenous identity necessary for negotiations with the state. Here, I show how the specific history of the Igorot ‘tribal slot’ enables communities to perform essentialised indigeneity and simultaneously enact highly translocal modes of cultural reproduction

    This capstone project addresses the lack of proper presentation of the current state of cultural heritage and the lack of proper planning of cultural heritage in the Municipal Development Plan of Vushtrri (MDPV).[1] The project involves a range of activities, such as meetings with the institution responsible for the design of MDPV and the company contracted to draw up the document, visits to cultural heritage sites, and Internet research. This project provides guidelines for amending parts of the MDPV that pertain to cultural heritage. This amendment consists of the comprehensive presentation and planning of the cultural heritage of the Municipality of Vushtrri

    Uncertainty fields have been suggested as an appropriate model for retrospective georeferencing of herbarium specimens. Previous work has focused only on automated data capture methods, but techniques for manual data specification may be able to harness human spatial cognition skills to quickly interpret complex spatial propositions. This paper develops a formal modeling language by which location uncertainty fields can be derived from manually sketched features. The language consists of low-level specification of critical probability isolines from which a surface can be uniquely derived, and high-level specification of features and predicates from which low-level isolines can be derived. In a case study, five specimens of Kolsteletzkya pentacarpos housed in the Ted Bradley Herbarium at George Mason University are retrospectively georeferenced, and locational uncertainties of error distance, possibility region and uncertainty field representations are compared

    Bringing democracy back home: Community localism and the domestication of political space

    Strategies of localism have constituted the community as a metaphor for democracy and empowerment as part of a wider reordering of state institutions and state power. In conflating the smallest scale with increased participation, however, community localism provides a framework through which the power of sociospatial positioning might be made vulnerable to resistance and change. This paper identifies four spatial practices through which marginalised communities apply the technology of localism to challenge the limitations of their positioning and imprint promises of empowerment and democracy on space. Drawing on the work of Judith Butler, the paper theorises these practices as the incursion into the public realm of regulatory norms related to domestic and private spaces, rendering political space familiar and malleable, and suggesting that power and decision making can be brought within reach. It is argued that these spatial practices of community rehearse a more fundamental transformation of the political ordering of space than that authorised by the state strategies of localism. © 2014 Pion and its Licensors

    An interrupted transmission? Processes of CCTV implementation and the impact of human agency

    This paper examines the processes that bring about the creation of new public-space CCTV schemes. Through an appraisal of the grounded activities of the practitioners who make decisions over CCTV, the role of agency is identified as a particularly strong, yet relatively neglected, influence on its implementation. Moreover, beyond dichotomised notions of central structures and local agency, an understanding is developed of the complex interaction between the individual actors involved in CCTV dissemination and the political context in which they operate. In doing so, public policy is identified as the vehicle through which camera surveillance systems become installed and disseminated throughout public space. Moreover, these various forces of structure and agency become filtered through identifiable networks of policy-makers, comprising 'responsibilised' actors who oversee the deployment of CCTV. This analysis is used to revisit a range of administrative and theoretical understandings of surveillance, including: citations of CCTV as an evaluated response to crime; the attribution of power- and interest-based agendas to its implementation; and accounts which locate CCTV expansion within various evolving societal processes. Drawing on qualitative fieldwork data gathered during doctoral research, the paper considers the activities of practitioners at a local level and identifies crucial contexts, drivers and negotiations on which expanding surveillance is contingent. Ultimately, it is argued that the process of CCTV installation ? from conception to material implementation ? is disrupted and mediated by a range of micro-level operations, obligations, processes, managerial concerns (particularly conflict resolution and resource issues), structures and agency, and the indirect influence of central government. These not only arbitrate over whether the CCTV becomes installed, but also generate a range of additional uses for the cameras, many of which are performed before they are even switched on. This emphasises the need to consider the processes that enable and constrain the actions of those making decisions over CCTV and demonstrates how no single interest becomes solely participant in the deployment of surveillance. Finally, because of the centrality and contingency of both human agency and the structural contexts in which it operates in determining the installation of CCTV, questions arise concerning the importance of integrative sociological theories in understanding the deployment of surveillance

    Location, location, location: utilizing pipelines and services to more effectively georeference the world's biodiversity data

    Abstract Background Increasing the quantity and quality of data is a key goal of biodiversity informatics, leading to increased fitness for use in scientific research and beyond. This goal is impeded by a legacy of geographic locality descriptions associated with biodiversity records that are often heterogeneous and not in a map-ready format. The biodiversity informatics community has developed best practices and tools that provide the means to do retrospective georeferencing (e.g., the BioGeomancer toolkit), a process that converts heterogeneous descriptions into geographic coordinates and a measurement of spatial uncertainty. Even with these methods and tools, data publishers are faced with the immensely time-consuming task of vetting georeferenced localities. Furthermore, it is likely that overlap in georeferencing effort is occurring across data publishers. Solutions are needed that help publishers more effectively georeference their records, verify their quality, and eliminate the duplication of effort across publishers. Results We have developed a tool called BioGeoBIF, which incorporates the high throughput and standardized georeferencing methods of BioGeomancer into a beginning-to-end workflow. Custodians who publish their data to the Global Biodiversity Information Facility (GBIF) can use this system to improve the quantity and quality of their georeferences. BioGeoBIF harvests records directly from the publishers' access points, georeferences the records using the BioGeomancer web-service, and makes results available to data managers for inclusion at the source. Using a web-based, password-protected, group management system for each data publisher, we leave data ownership, management, and vetting responsibilities with the managers and collaborators of each data set. We also minimize the georeferencing task, by combining and storing unique textual localities from all registered data access points, and dynamically linking that information to the password protected record information for each publisher. Conclusion We have developed one of the first examples of services that can help create higher quality data for publishers mediated through the Global Biodiversity Information Facility and its data portal. This service is one step towards solving many problems of data quality in the growing field of biodiversity informatics. We envision future improvements to our service that include faster results returns and inclusion of more georeferencing engines

    Recently there has been growing interest in local industrial agglomeration and specialisation, by economic geographers, economists and policy-makers. Michael Porter's work on 'clusters' has proved by far the most influential to have emerged. His 'cluster theory' has become the standard concept in the field, and policy-makers worldwide have seized upon it as a tool for promoting national, regional and local competitiveness, innovation and growth. However, seductive though the cluster concept is, there is much about it that is problematic, and the rush to employ 'cluster ideas' has run ahead of many fundamental conceptual, theoretical and empirical questions.
