The objective of the study was to define the market needs for improved land mobile communications systems. Within the context of this objective, the following goals were set: (1) characterize the present mobile communications industry; (2) determine the market for an improved system for mobile communications; and (3) define the system requirements as seen from the potential customer's viewpoint. The scope of the study was defined by the following parameters: (1) markets were confined to U.S. and Canada; (2) range of operation generally exceeded 20 miles, but this was not restrictive; (3) the classes of potential users considered included all private sector users, and non-military public sector users; (4) the time span examined was 1975 to 1985; and (5) highly localized users were generally excluded - e.g., taxicabs, and local paging

"On the Road" - Reflections on the Security of Vehicular Communication Systems

Vehicular communication (VC) systems have recently drawn the attention of industry, authorities, and academia. A consensus on the need to secure VC systems and protect the privacy of their users led to concerted efforts to design security architectures. Interestingly, the results different project contributed thus far bear extensive similarities in terms of objectives and mechanisms. As a result, this appears to be an auspicious time for setting the corner-stone of trustworthy VC systems. Nonetheless, there is a considerable distance to cover till their deployment. This paper ponders on the road ahead. First, it presents a distillation of the state of the art, covering the perceived threat model, security requirements, and basic secure VC system components. Then, it dissects predominant assumptions and design choices and considers alternatives. Under the prism of what is necessary to render secure VC systems practical, and given possible non-technical influences, the paper attempts to chart the landscape towards the deployment of secure VC systems

INTEGRATED COMMUNICATION AND TRANSPORTATION EFFICIENCY – SOME STUDY CASES

A critical factor in search, rescue or criminal investigation is time – specifically, the time needed to complete a big number of tasks that occur in any emergency. A critical asset in assisting disaster relief teams and public safety personnel in their mission to save lives and defend property loss is the access to resources data – location of personnel, emergency service resources, streets, buildings. The ability to locate resources, on foot or in vehicles, in relation to the local transportation infrastructure in a specific geographic area need to be considered in a new way of managing emergency situations. The TETRA based systems integrated with a wide range of mapping, tracking, alarming and resource-allocations applications used in conjunction with a dispatcher tool allows operational teams to manage a large ground, water and air-based emergency teams using voice and text communications.Public Safety, Maritime Rescue Co-ordination Centre (MRCC), AIS, RIS, Air Traffic Management (ATM), Incident and Operative Scenarios, Operability, Efficiency

How Mobile Devices are Transforming Disaster Relief and Public Safety

With its growing usage, mobile technology is greatly improving disaster relief and public safety efforts. Countries around the world face threats from natural disasters, climate change, civil unrest, terrorist attacks, and criminal activities, among others. Mobile devices, tablets, and smart phones enable emergency providers and the general public to manage these challenges and mitigate public safety concerns. In this paper, part of the Brookings Mobile Economy Project, we focus on how mobile technology provides an early warning system, aids in emergency coordination, and improves public communications. In particular, we review how mobile devices assist with public safety, disaster planning, and crisis response. We explain how these devices are instrumental in the design and functioning of integrated, multi-layered communications networks. We demonstrate how they have helped save lives and ameliorate human suffering throughout the world
