    Convergence towards a European strategic culture? A constructivist framework for explaining changing norms.

    The article contributes to the debate about the emergence of a European strategic culture to underpin a European Security and Defence Policy. Noting both conceptual and empirical weaknesses in the literature, the article disaggregates the concept of strategic culture and focuses on four types of norms concerning the means and ends for the use of force. The study argues that national strategic cultures are less resistant to change than commonly thought and that they have been subject to three types of learning pressures since 1989: changing threat perceptions, institutional socialization, and mediatized crisis learning. The combined effect of these mechanisms would be a process of convergence with regard to strategic norms prevalent in current EU countries. If the outlined hypotheses can be substantiated by further research the implications for ESDP are positive, especially if the EU acts cautiously in those cases which involve norms that are not yet sufficiently shared across countries

    Uncovering Hidden Profiles; Managerial Interventions for Discovering Superior Decision Alternatives

    A common reason for the use of teams in organizations is the idea that each individual can bring a unique perspective to the decision task; however, research shows that teams often fail to surface and use unique information to evaluate decision alternatives. Under a condition known as the hidden profile, each member uniquely possesses a critical clue needed to uncover the superior solution. Failure to share and adequately evaluate this information will result in poor decision quality. In order to mitigate this team decision-making bias, the present study utilizes experimental research to examine the impact of the devil’s advocacy technique on the decision quality of hidden profile teams. Results show that advocacy groups had higher decision qualities than groups under free discussion; however, advocacy teams also had higher levels of anger and lower levels of individual support for their group’s decision. As a result, while these teams selected the best solution, the presence of a devil’s advocate introduces conditions that may hinder the solution’s implementation. Furthermore, similar experiments with advocacy techniques suggest that the positive effect on decision quality found here is reduced in the presence of stronger hidden profiles

    Thinking the unthinkable: managerialization of work related suicides as a framing process.

    Managerialism has been studied in many ways, including diffusion of management techniques notably in public sectors, management ideology or the colonization of everyday life by management thought. However, the process leading to managerialism, namely managerialization, has been largely unexplored in this literature. This article draws upon framing theory to better understand managerialization processes. The article offers two case studies that investigate following theoretical assumptions: (1) managerialization acts as a framing process on every kind of issue; (2) managerialization has framing process characteristics. Two frame analysis based on newspaper articles about work related suicide show that one of the identified frames has strong managerial characteristics and suggest that managerialization took place as a set of framing processes. Taken together, these studies provide insight to characterize the process of managerialization.     National Security Risks? Uncertainty, Austerity and Other Logics of Risk in the UK government’s National Security Strategy

    Risk scholars within Security studies have argued that the concept of security has gone through a fundamental transformation away from a threat-based conceptualisation of defence, urgency and exceptionality to one of preparedness, precautions and prevention of future risks, some of which are calculable, others of which are not. This article explores whether and how the concept of security is changing due to this ‘rise of risk’, through a hermeneutically grounded conceptual and discourse analysis of the United Kingdom government’s national security strategy (NSS) from 1998 to 2011. We ask how risk-security language is employed in the NSS; what factors motivate such discursive shifts; and what, if any, consequences of these shifts can be discerned in UK national security practices. Our aim is twofold: to better understand shifts in the security understandings and policies of UK authorities; and to contribute to the conceptual debate on the significance of the rise of risk as a component of the concept of security
