    From evaluating democracy assistance to appraising democracy promotion

    Organisations involved in delivering international democracy assistance are engaging increasingly with questions about how to assess their activities. A double shift in the terms of reference, from the ex post evaluation of assistance projects or programmes to ex ante appraisal of the broader democracy promotion strategies, could make democracy promotion more effective. This does not mean abandoning the former; on the contrary its status would be enhanced. Improving the chain of learning that leads from assistance evaluations to the formulation of promotion strategies could improve decision-making over how and whether to promote democracy abroad. Because strategies for democracy promotion are constitutive of the political relationship with countries, different strategies have different implications for the possibilities of political self-determination. For that reason and because democratisation and hence effective democracy promotion may be beneficial for human development, international peace and national security, strategies that reflect informed appraisal would be an improvement on a defective status quo. The challenges include: more systematic data gathering; innovative ways of comparing the various democracy promotion options; and institutional changes that connect the research findings to the high politics of policy-making

    MBNQA criteria in education: Assigning weights from a Malaysian perspective and proposition of an alternative evaluation scheme

    In order to improve quality and productivity among American companies, Malcolm Baldrige National Quality Award (MBNQA) was launched by the National Institute of Standards and Technology (NIST) under the Department of Commerce of US government in 1987. Over the years, the award has been proved to be effective in improving companies’ market share, customer satisfaction, employee morals and also profitability. MBNQA has been a ‘role model’ in developing national quality award for many other countries in the world. Furthermore, for organizational self-assessment, the criteria framework of MBNQA has been in use throughout the world. Presently, the award is offered in three categories: Business, Education, and Health-care. The present paper is concerned with MBNQA in Education. NIST has developed a comprehensive set of criteria to be fulfilled in order to be eligible to win the award. However, in the existing literature, it is not clear how the weights are assigned to the criteria and subcriteria. The present paper uses analytic hierarchy process (AHP) to reassign criteria weights from a Malaysian perspective. Furthermore, the paper points out the fallacy of the present evaluation scheme and proposes an alternative one based upon the absolute measurement procedure of AHP. The modified scheme is expected to enhance the fairness in evaluation of the award aspirants.     Building the Infrastructure: The Effects of Role Identification Behaviors on Team Cognition Development and Performance

    The primary purpose of this study was to extend theory and research regarding the emergence of mental models and transactive memory in teams. Utilizing Kozlowski et al.’s (1999) model of team compilation, we examine the effect of role identification behaviors and argue that such behaviors represent the initial building blocks of team cognition during the role compilation phase of team development. We then hypothesized that team mental models and transactive memory would convey the effects of these behaviors onto team performance in the team compilation phase of development. Results from 60 teams working on a command and control simulation supported our hypotheses

    In situations where a biased sender provides verifiable information to a receiver, I study how strategic reporting affects the incentives to search for information. Research provides series of signals that can be used selectively in reporting. I show that the sender is strictly worse off when his research effort is not observed by the receiver: he has to conduct more research than in the observable case and in equilibrium, discloses all the information he obtained. However this extra research can be socially beneficial and mandatory disclosure of results can thus be welfare reducing.     Agricultural Risk Management - Experiences from an Action Research Approach

    A new model for risk management in agriculture is described in the paper. The risk model is constructed as a context dependent process, which includes four main phases. The model is aimed at agricultural advisors, who wish to facilitate and disseminate risk management to farmers. It is developed and tested by an action research approach in an attempt to make risk management more applicable on family farms.
