Our aim is to understand the institutional changes needed in and emerging from this process.     Dialectic tensions in the financial markets: a longitudinal study of pre- and post-crisis regulatory technology

    This article presents the findings from a longitudinal research study on regulatory technology in the UK financial services industry. The financial crisis with serious corporate and mutual fund scandals raised the profile of compliance as governmental bodies, institutional and private investors introduced a ‘tsunami’ of financial regulations. Adopting a multi-level analysis, this study examines how regulatory technology was used by financial firms to meet their compliance obligations, pre- and post-crisis. Empirical data collected over 12 years examine the deployment of an investment management system in eight financial firms. Interviews with public regulatory bodies, financial institutions and technology providers reveal a culture of compliance with increased transparency, surveillance and accountability. Findings show that dialectic tensions arise as the pursuit of transparency, surveillance and accountability in compliance mandates is simultaneously rationalized, facilitated and obscured by regulatory technology. Responding to these challenges, regulatory bodies continue to impose revised compliance mandates on financial firms to force them to adapt their financial technologies in an ever-changing multi-jurisdictional regulatory landscape

    Learning in university technology transfer offices: transactions-focused and relations-focused approaches to commercialization of academic research

    University Technology Transfer Offices (TTOs) need a wide range of abilities to facilitate commercial exploitation of research outputs; however, we know relatively little about how these important abilities are developed and refined over time. We draw on practice-based studies of learning to create a novel conceptualization of learning processes and their outcomes in TTOs and show that this conceptualization of learning provides new empirical insights into how learning in TTOs shapes their commercialization practice. We investigate learning-in-practice in case studies of six UK TTOs and find two approaches to commercialization, namely transactions-focused practice and relations-focused practice. We find that both practices co-exist and co-evolve in some TTOs while other TTOs are predominantly transactions-focused. For the latter the development of a relations-focused approach is difficult, but possible if there is strategic direction and if sources of inertia are removed by TTO directors. Given that evolving practice cannot be fully explained by informal learning processes, we suggest that so far separate streams of practice-based literature on learning and strategizing should be brought together. The implications for further investigations of TTO abilities and some recommendations for policy and practice are discussed

    R&D and Technology Spillovers via FDI: Innovation and Absorptive Capacity

    Two faces of R&D (innovation and learning) and technology spillovers from FDI (foreign direct investment) on a firm's productivity growth are examined in this paper. Using firm-level panel data on Czech manufacturing firms between 1995 and 1998, I find that: (i) the learning effect of R&D is far more important than the innovative effect in explaining the productivity growth of a firm, (ii) there is no evidence of technology spillovers to local firms from having a foreign joint venture partner, (iii) positive spillovers from FDI are found in electrical machinery and radio & TV sectors, which are also active investors in innovative R&D.http://deepblue.lib.umich.edu/bitstream/2027.42/39733/3/wp349.pd

    The Global Spread of Stock Exchange, 1980-1998

    Nations opened local stock exchanges at a rapid pace during the late 1980s and 1990s, creating a channel for investment capital from wealthy industrial nations to "emerging markets" as well as a mechanism for institutional change in local economies. This study examines the local and global processes by which exchanges spread, examining all nations "at risk" during the 1980s and 1990s. We find that local factors influencing the creation of stock exchanges included the size of the economy (overall and relative to population size); the legacy of colonialism; and a recent transition to multi-party democracy. Global factors associated with creating exchanges included levels of prior investment by multinationals; IMF "structural adjustment" aid; centrality in trade flows; and regional "contagion." In contrast to prior work in financial economics, we find no evidence for the influence of legal tradition, and contrary to the implications of dependency theory, we find no sign that foreign capital penetration affects the creation of exchanges. We also find no consistent evidence for the influence of stock exchanges on inequality or human development at the national level, above and beyond their effect on economic and population growth.     Microeconomic Aspects of Economic Growth in Eastern Europe and the Former Soviet Union, 1950-2000

    The theme of this paper is the microeconomics of economic growth in Central and Eastern Europe (CEE) and the Newly Independent States (NIS) over the period 1950-2000. The key structural change in this region is the end of the socialist regime in 1989 and 1992, and the subsequent attempt at transition to a market economy. We begin the paper with an examination of the key legacies from the socialist period. We then examine the key microeconomic actors in transition economies: households, enterprises, and government officials. Although there are many common processes at work, differences in economic performance tend to coincide with the geographical divide. Legacies play an important part. We also argue that differences in openness also plays an important role in generating different outcomes.     MULTISCALAR CLUSTERS AND NETWORKS AS THE FOUNDATIONS OF INNOVATION DYNAMICS IN THE BIOPHARMACEUTICAL INDUSTRY

    Based on the case of the biopharmaceutical industry, the aim of this paper is to challenge the core conviction now widespread within the “spatial clustering theory”, which devotes a key (if not exclusive) role to geographical proximity in explaining clustering dynamics of innovation activities within spe-cific territories. Our argument is threefold. First, mere geographical proximity is not enough; in many cases, cognitive, organizational and strategic forms of proximity are often at least as crucial as the topological closeness among inno-vation actors. Second, our idea is that clusters are fundamentally the territoria-lized outcome of combinations of inter-organizational and social networks among actors pursuing common goals, each of these actors having a specific territorial and social embedding that allows him or her (or not) to operate and interact at different spatial scales. These networks are socially and territorially embedded, but they can operate at various spatial scales. Third, sector-driven dynamics – as is in the case of biopharmaceuticals – may structurally frame the way the actors interact and collaborate in R&D projects and innovation proce-sses. Indeed, the dynamics underlying the emergence, structuring and evolution of biopharmaceutical clusters are both multi-actor and multiscalar.     The changing roles of personnel managers: old ambiguities, new uncertainties

    There have been notable attempts to capture the changing nature of personnel roles in response to major transformations in the workplace and the associated rise of ‘HRM’. A decade ago Storey (1992) explored the emerging impact of workplace change on personnel practice in the UK and proposed a new fourfold typology of personnel roles: ‘advisors’, ‘handmaidens’, ‘regulators’ and ‘changemakers’. Have these four roles changed now that HRM has increasingly become part of the rhetoric and reality of organizational performance? If Storey's work provides an empirical and analytical benchmark for examining issues of ‘role change’, then Ulrich's (1997) work in the USA offers a sweeping prescriptive end-point for the transformation of personnel roles that has already been widely endorsed by UK practitioners. He argues that HR professionals must overcome the traditional marginality of the personnel function by embracing a new set of roles as champions of competitiveness in delivering value. Is this a realistic ambition? The new survey findings and interview evidence from HR managers in major UK companies presented here suggests that the role of the personnel professional has altered in a number of significant respects, and has become more multifaceted and complex, but the negative counter-images of the past still remain. To partly capture the process of role change, Storey's original fourfold typology of personnel roles is re-examined and contrasted with Ulrich's prescriptive vision for the reinvention on the HR function. It is concluded that Storey's typology has lost much of its empirical and analytical veracity, while Ulrich's model ends in prescriptive overreach by submerging issues of role conflict within a new rhetoric of professional identity. Neither model can adequately accommodate the emergent tensions between competing role demands, ever-increasing managerial expectations of performance and new challenges to professional expertise, all of which are likely to intensify in the future
