    Only connect: indigenous digital learning

    There is now a unique interdisciplinary opportunity to work across the various digital technology development communities, for example ICT4D and m4d, albeit with their conservative conceptions of learning, and the innovative digital learning communities breaking away from institutional e-learning formats, for example the open learning movement, at a time when many indigenous communities in the global South have considerable experience, access, ownership and familiarity with personal and social digital systems and when the decolonising movement provide the impetus and processes to develop new tools and techniques to work together for an accurate and authentic understanding of learning needs and the methods to address them. This is timely and urgent since digital technologies, produced by Anglophone global corporations and promoting the global knowledge economy, threaten fragile cultures and languages and promote the Fourth Industrial Revolution whilst in fact delivering the next wave of epistemicides.     Community ICT projects: do they really work? Reflections from the West End Connect project one year on

    The West End suburb of Brisbane is an example of a socially, culturally and economically diverse community in Australia. The suburb has traditionally been home to Indigenous and migrant populations as well as being a refuge for many of Brisbane’s homeless people. The demographics of this suburb, however, are being significantly altered by new property developments with wealthier residents choosing to move close to the city. West End is rapidly becoming a digitally divided community. In 2004/05, academics from the Queensland University of Technology, worked with staff from the State Library of Queensland and the Ethnics Community Council of Queensland, and members of two West End community groups – the Women’s Ethnic Network and the African Women’s Network on a community Information and Communication Technology (ICT) project. Twelve community members from the groups participated in a ten month project that began with focus groups to discuss how ICT was used in the daily life of participants and what they perceived were their personal training needs and the training needs of the larger community group they represent. Training sessions (i.e. Beginning Email) were delivered based on these focus groups. Three months after the sessions, participants were interviewed about their ongoing feelings with ICT; whether they had shared their training experiences with other community members and what impact they felt the training had on their life. All participants reported that the training had a positive impact on their lives and their community. This paper presents the results of a focus group with the participants one year after their initial training experience to determine what ongoing impact, if any, the training had on their life and their community. The study is limited by its small sample size. Nonetheless, three observations can be noted: Firstly, ICT and ICT training does empower and change people’s lives. Secondly, ICT training for community groups should be provided via specialized learning environments that will allow the group members to learn and grow at their own pace and style. Thirdly, ICT training that directly involves only a small number of community members can still have considerable impact on the larger community group through shared narratives and support by the training participants with the other community members. Drawing upon the researcher’s experience of conducting the West End Connect project from beginning to end (and beyond), and having consulted the existing literature in the field of ICT projects, the following literature based recommendations (or is that predictions?) for future community ICT projects are offered: (i) community ICT projects should identify and utilize ‘communities of practice’; (ii) community ICT projects should be inspired to be community ICT initiatives; and, (iii) community ICT projects should use community leaders or educators

    Critical Voices: Reinterpreting American History at the Eiteljorg Museum

    The complexity of the relationship between Native Americans and Western Americans is reflected in the visual culture of both societies, and in how it is displayed within the context of museums. The Eiteljorg Museum of American Indians and Western Art is unique because it contains collections from both of these societies. It can be argued that displaying art from both societies in the same space only contributes to the colonial mindset because the voices of the Native Americans will be drowned out by the more dominant voices of the white settlers. I argue that the way that the Eiteljorg Museum presents their galleries and utilizes educational programming is beneficial in teaching all of the diverse perspectives of the American West. These diverse perspectives are too often excluded from history teaching requirements, which is why the Eiteljorg Museum serves as an excellent tool to teach the true stories of the American West through art and hands on learning. --Provided by the author

    Effecting Social Change in the 'Smart City': The West End Connect Community Project

    Brisbane has declared itself a 'smart city'. But more and more Brisbane is also becoming a digitally divided city. The Brisbane community is being separated into those who have access to and are comfortable using Information and Communication Technology (ICT) – the 'haves' – and groups who do not have access to and are not comfortable using ICT – the 'have-nots'. The social and economic implications of digitally divided communities cannot be ignored by government or society as whole. The inner city suburb of West End is an example of a socially, culturally and economically diverse community. The suburb has traditionally been home to Indigenous and migrant populations as well as being a refuge for many of Brisbane's homeless people. West End is rapidly becoming a digitally divided community. This paper explores a case study in which the Queensland University of Technology and the State Library of Queensland worked in collaboration with a number of community groups in West End to help bridge the growing digital divide. The West End Connect Community Project began in November 2004 with the aim of providing the opportunity for West End community groups to develop the skills and knowledge vital for personal and vocational success in an ever-changing environment of digital information. The paper will discuss and evaluate the strategies used to deliver and develop a community education program that will lead to social change for West End.     “Because we have really unique art”: Decolonizing Research with Indigenous Youth Using the Arts

    Indigenous communities in Canada share a common history of colonial oppression. As a result, many Indigenous populations are disproportionately burdened with poor health outcomes, including HIV. Conventional public health approaches have not yet been successful in reversing this trend. For this study, a team of community- and university-based researchers came together to imagine new possibilities for health promotion with Indigenous youth. A strengths-based approach was taken that relied on using the energies and talents of Indigenous youth as a leadership resource. Art-making workshops were held in six different Indigenous communities across Canada in which youth could explore the links between community, culture, colonization, and HIV. Twenty artists and more than 85 youth participated in the workshops. Afterwards, youth participants reflected on their experiences in individual in-depth interviews. Youth participants viewed the process of making art as fun, participatory, and empowering; they felt that their art pieces instilled pride, conveyed information, raised awareness, and constituted a tangible achievement. Youth participants found that both the process and products of arts-based methods were important. Findings from this project support the notion that arts-based approaches to the development of HIV-prevention knowledge and Indigenous youth leadership are helping to involve a diverse cross-section of youth in a critical dialogue about health.     Toward Universal Broadband in Rural Alaska

    The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska.     Building audiences: Aboriginal and Torres Strait Islander arts

    Building Audiences examines the barriers to and the strategies for increasing audiences in the Aboriginal and Torres Strait Islander arts sector. This research investigates the attitudes, beliefs and behaviours of current and potential audiences. What is in the report? The findings reveal the key barriers facing audience attendance include: uncertainty about how to behave at cultural events and fear of offending lack of awareness with audiences not actively seeking information about Indigenous arts and outdated perceptions of the sector – that it is only perceived as ‘serious or educational’. Building Audiences also considered several strategies to build audiences for Indigenous arts: providing skills development, advice and resourcing to Indigenous practitioners within the arts sector; increasing representation of Indigenous artists in the main programing of arts companies by including more Indigenous people in decision making roles; promoting relationships between Indigenous arts and non-Indigenous companies to present their work to wider audiences; introducing children and young people to Indigenous arts through schools and extracurricular activities; allowing audiences to feel comfortable engaging by creating accessible experiences; implementing long-term strategies to change negative perceptions of Indigenous arts.
