    Beneficial Artificial Intelligence Coordination by means of a Value Sensitive Design Approach

    This paper argues that the Value Sensitive Design (VSD) methodology provides a principled approach to embedding common values in to AI systems both early and throughout the design process. To do so, it draws on an important case study: the evidence and final report of the UK Select Committee on Artificial Intelligence. This empirical investigation shows that the different and often disparate stakeholder groups that are implicated in AI design and use share some common values that can be used to further strengthen design coordination efforts. VSD is shown to be both able to distill these common values as well as provide a framework for stakeholder coordination

    Global Solutions vs. Local Solutions for the AI Safety Problem

    There are two types of artificial general intelligence (AGI) safety solutions: global and local. Most previously suggested solutions are local: they explain how to align or “box” a specific AI (Artificial Intelligence), but do not explain how to prevent the creation of dangerous AI in other places. Global solutions are those that ensure any AI on Earth is not dangerous. The number of suggested global solutions is much smaller than the number of proposed local solutions. Global solutions can be divided into four groups: 1. No AI: AGI technology is banned or its use is otherwise prevented; 2. One AI: the first superintelligent AI is used to prevent the creation of any others; 3. Net of AIs as AI police: a balance is created between many AIs, so they evolve as a net and can prevent any rogue AI from taking over the world; 4. Humans inside AI: humans are augmented or part of AI. We explore many ideas, both old and new, regarding global solutions for AI safety. They include changing the number of AI teams, different forms of “AI Nanny” (non-self-improving global control AI system able to prevent creation of dangerous AIs), selling AI safety solutions, and sending messages to future AI. Not every local solution scales to a global solution or does it ethically and safely. The choice of the best local solution should include understanding of the ways in which it will be scaled up. Human-AI teams or a superintelligent AI Service as suggested by Drexler may be examples of such ethically scalable local solutions, but the final choice depends on some unknown variables such as the speed of AI progres

    A Value-Sensitive Design Approach to Intelligent Agents

    This chapter proposed a novel design methodology called Value-Sensitive Design and its potential application to the field of artificial intelligence research and design. It discusses the imperatives in adopting a design philosophy that embeds values into the design of artificial agents at the early stages of AI development. Because of the high risk stakes in the unmitigated design of artificial agents, this chapter proposes that even though VSD may turn out to be a less-than-optimal design methodology, it currently provides a framework that has the potential to embed stakeholder values and incorporate current design methods. The reader should begin to take away the importance of a proactive design approach to intelligent agents

    Imaginative Value Sensitive Design: How Moral Imagination Exceeds Moral Law Theories in Informing Responsible Innovation

    Safe-by-Design (SBD) frameworks for the development of emerging technologies have become an ever more popular means by which scholars argue that transformative emerging technologies can safely incorporate human values. One such popular SBD methodology is called Value Sensitive Design (VSD). A central tenet of this design methodology is to investigate stakeholder values and design those values into technologies during early stage research and development (R&D). To accomplish this, the VSD framework mandates that designers consult the philosophical and ethical literature to best determine how to weigh moral trade-offs. However, the VSD framework also concedes the universalism of moral values, particularly the values of freedom, autonomy, equality trust and privacy justice. This paper argues that the VSD methodology, particularly applied to nano-bio-info-cogno (NBIC) technologies, has an insufficient grounding for the determination of moral values. As such, an exploration of the value-investigations of VSD are deconstructed to illustrate both its strengths and weaknesses. This paper also provides possible modalities for the strengthening of the VSD methodology, particularly through the application of moral imagination and how moral imagination exceed the boundaries of moral intuitions in the development of novel technologies

    Promotion sustainable tourism in global economy

    Purpose is to substantiate the ways of promotion sustainable tourism in the global economy. Methodology - To determine the importance of the sustainable tourism factors, the hierarchy analysis method of T. Saati was used. The method of expert estimations has been used for determining the significance level of the tourism sustainability factors. Findings - The conditions for promotion of the sustainable tourism to the world market and the factors of impact on its development in the global economy have been determined. All impact factors were divided into 7 groups: political and regulatory environment, environmental sustainability, social and cultural strategy, economic sustainability, tourism service, safety, basic sustainability state. To assess the potential of the sustainable tourism by international destinations, it was offered to rank the factors of index of sustainable tourism development in the countries from the point of view of a tourist. Contribution - The structure of the factors of tourism sustainability index with the emphasis on the role of an immediate tourist was improved. The most importante factors of influence on the choose tourist destination have been identified: the factors of safety, tourist service and the factor of basic sustainability state of a country

    Why we need biased AI -- How including cognitive and ethical machine biases can enhance AI systems

    This paper stresses the importance of biases in the field of artificial intelligence (AI) in two regards. First, in order to foster efficient algorithmic decision-making in complex, unstable, and uncertain real-world environments, we argue for the structurewise implementation of human cognitive biases in learning algorithms. Secondly, we argue that in order to achieve ethical machine behavior, filter mechanisms have to be applied for selecting biased training stimuli that represent social or behavioral traits that are ethically desirable. We use insights from cognitive science as well as ethics and apply them to the AI field, combining theoretical considerations with seven case studies depicting tangible bias implementation scenarios. Ultimately, this paper is the first tentative step to explicitly pursue the idea of a re-evaluation of the ethical significance of machine biases, as well as putting the idea forth to implement cognitive biases into machines

    Artificial intelligence development races in heterogeneous settings

    Regulation of advanced technologies such as Artificial Intelligence (AI) has become increasingly important, given the associated risks and apparent ethical issues. With the great benefits promised from being able to first supply such technologies, safety precautions and societal consequences might be ignored or shortchanged in exchange for speeding up the development, therefore engendering a racing narrative among the developers. Starting from a game-theoretical model describing an idealised technology race in a fully connected world of players, here we investigate how different interaction structures among race participants can alter collective choices and requirements for regulatory actions. Our findings indicate that, when participants portray a strong diversity in terms of connections and peer-influence (e.g., when scale-free networks shape interactions among parties), the conflicts that exist in homogeneous settings are significantly reduced, thereby lessening the need for regulatory actions. Furthermore, our results suggest that technology governance and regulation may profit from the world’s patent heterogeneity and inequality among firms and nations, so as to enable the design and implementation of meticulous interventions on a minority of participants, which is capable of influencing an entire population towards an ethical and sustainable use of advanced technologies

    A principle-based approach to AI: the case for European Union and Italy

    As Artificial Intelligence (AI) becomes more and more pervasive in our everyday life, new questions arise about its ethical and social impacts. Such issues concern all stakeholders involved in or committed to the design, implementation, deployment, and use of the technology. The present document addresses these preoccupations by introducing and discussing a set of practical obligations and recommendations for the development of applications and systems based on AI techniques. With this work we hope to contribute to spreading awareness on the many social challenges posed by AI and encouraging the establishment of good practices throughout the relevant social areas. As points of novelty, the paper elaborates on an integrated view that combines both human rights and ethical concepts to reap the benefits of the two approaches. Moreover, it proposes innovative recommendations, such as those on redress and governance, which add further insight to the debate. Finally, it incorporates a specific focus on the Italian Constitution, thus offering an example of how core legislations of Member States might contribute to further specify and enrich the EU normative framework on AI
