On the Importance of National Culture for the Design of Information Systems
In this contribution a literature review is conducted to illustrate how national culture influences phases of the design of information systems. For this purpose, we review the literature in order to identify reliable and commonly approved findings as well as still open remaining questions. Fundamentally, our literature review is a comprehensive framework that sets typical dimensions of system design as well as main types of cultural research in relation to each other. The existing research results in the area of national culture are classified along the levels of system design and attributed to typical phases of the design of information systems. It thus becomes apparent that in the domain of culture and information system design it is often only the design subject or the design object that is addressed. Contributions that connect both levels rarely exist. In our review, only a limited number of publications could be identified that covered concrete phases of the development providing system design, implementation, as well as verification and validation. From a theoretical perspective, there is an obvious dominance of Hofstedeâs cultural dimensions that well address single topics of the design, such as user interface and inter cultural problems in development teams. Other domains, however (e.g., technology and architecture), are inadequately explained. Further, a predominantly phenomenological focus becomes obvious. The observed cultural phenomena and the connected interpretations are usable in a limited way for concrete development initiatives. The contribution ends with the vision of a theory for the culturally sensitive design of socio-technical information systems that absorbs current scientific knowledge and unites it in a structured approach
The influence of organizational hierarchy and departmental structure on communication : the case of Kaplan and Norton's Balanced scorecard in a matrix organization

Dodds, Watts, and Sable (DWS) introduced a communication network model assessing information flow within a business by examining the relative influences of organizational structure, message volatility, and task decomposability on the probability of successful message transmission, but there is no research available that examines this or similar models in the context of a real business. The model predicts optimal message flow in a "Multi-scale" organizational network, a structure which in practice may most resemble a matrix organization. In this study a survey was designed to measure the influence of rank and department on message transfer - particularly the informational attributes of understanding, accuracy, importance, and influenceability - originating from the Balanced Scorecard in a large, matrix-managed aerospace business. The survey data indicated the following results: - Understanding (of the Balanced Scorecard metrics) was significantly influenced by employee rank and exhibited some effects of departmental expertise with certain metrics. - Belief in the accuracy of the metrics correlated highly with Understanding. - Importance rankings of the metric displayed high alignment across both rank and department, an encouraging result for company management. - Influenceability (people's belief they could affect the metric) was heavily influenced by rank and somewhat influenced by department. It also generally exhibited the lowest levels and highest variation when compared to the other attributes. - A deeper analysis comparing the Engineering and Program Office departments revealed consistently better vertical communication for Engineering, and better lateral communication within ranks for Program Office, which may indicate an additional influence of department culture on information flow. When subjected to a DWS interpretation, the survey results provided clues about relative influences of rank and department on message flow and relative values of other DWS model parameters - task decomposability and message traffic volume - could be gleaned from employee comments and post-survey interviews. The study falls short of making absolute characterizations of the DWS attributes, but is able to make inferences regarding the communication of the separate attributes relative to each other. Indeed, one important implication of the work done here to DWS theory is that for different business concerns and for different organizations within the overall company, there are apparently different mappings onto the DWS communication framework. Analysis of the study data for this organization indicates lateral communication may be better than vertical communication for Understanding and Influenceability; Accuracy does not exhibit dominance by either parameter; and Importance is well communicated laterally and vertically. The past decade has seen the development of a perspective\ud
holding that technology is socially constructed (Mackenzie and Wacjman, 1985; Bijker, Hughes and Pinch, 1987; Bijker and Law, 1992). This paper examines the social construction of one group of technologies, systems for computer supported cooperative work (CSCW). It describes the design of CSCW in Japan, with particular attention to the influence of culture on the design process. Two case studies are presented to illustrate the argument that culture is an important factor in technology design, despite commonly held assumptions about the neutrality and objectivity of science and technology. Toward A Model of International Compensation and Rewards: Learning From how Managers Respond to Variations in Local Host Contexts
Managers and researchers recognize that the tensions created by the interplay of globalization and national environments influence the behaviors of multinational enterprises (MNEs). In order to develop a model that is useful for understanding the effects of the global and local host environments on managerial compensation, we undertook a grounded theory building study of managers in several multinationals. We use the information gained to extend two contemporary perspectives of IHRM: national culture, and strategic alignment. We develop the idea that it is the relative degree of variation (flexibility) within the local host context that is critical to understanding managers\u27 ICRS decisions. We present a different, pragmatic experimentation view of managers\u27 ICRS decision making, which we believe offers insights into the effects of the interplay of the MNE pressures to create integrated global systems and the pressures generated within the local host environments

A situated cultural approach for cross-cultural studies in IS
Cultural anthropology seeks to understand the similarities and differences among groups of people in the contemporary world. Although there are many different models of national culture, most IS research has tended to rely almost solely on Hofstedeâs cultural model (Keil et al., 2000; Straub, 1994; Tan et al., 1995; Watson et al., 1994; Myers and Tan, 2002; Kirkman et al. 2006).). This paper, provides a comprehensive framework of situated culture approach to study culture within IS discipline. This is achieved via an articulation of Structuration Theory and the provision of an approach to study cross-cultural phenomena within IS discipline. The paper proposes two main components of the Structuration Theory based analysis model which is proposed as a way to study culture within IS discipline. First, the paper presents ideas behind the practice lens for studying the use of technology, as proposed by Orlikowski (2000). Secondly, the paper presents a Structurational analysis approach as detailed by Walsham (2002). The paper argues that using a practice lens contributes to identifying the mediated shared structures between actors through understanding the actions of the actors within the phenomena. Then, using a Structurational analysis approach contributes to identifying the cultural dimensions that are embedded in the identified mediated shared structures
The Global People landscaping study: intercultural effectiveness in global education partnerships
The Context
The Higher Education sector in the UK is experiencing a period of rapid and competitive internationalisation. The market for higher education, at undergraduate and post graduate levels, is now truly global: many potential students can make choices about study destinations between an enormous range of institutions in any of the five continents. The audience for research is also global, with a proliferation of domestic and international journals, a multitude of international conferences in every discipline and widely disseminated international indices, ranking universities in terms of their publication and teaching performance. In particular, the recent growth of the major Asian economies has re-shaped the profile of many UK universities both in the composition of their student bodies and also in the number, nature and importance of their overseas partnerships.
This Study
It is within this context that the Global People project has been established, with the objective of providing knowledge and resources that will support those in the UK Higher Education sector who work, or wish to work, in international collaborations. Phases 1 and 2 of the eChina Programme (see Section1, Introduction) generated a great deal of learning about managing international education projects and Phase 3 of the Programme, the Global People project, was instigated with the aim of capturing this emergent knowledge for the benefit of others. This current report is a Landscaping Study that argues for the value of developing intercultural competence in order to better understand, create and manage productive and enjoyable partnerships with educational institutions outside the UK. Our arguments are supported by data from a wide range of research in disciplines as diverse as applied linguistics and international management.
Key Findings
a) The need for cultural awareness and sensitivity to diversity has been well established from studies in a range of disciplines. The high risks of mishandling intercultural interaction have prompted the development of a substantial literature both on perceived cultural differences and on the competencies that might be
acquired to deal with this challenge. Although this concern has been driven by the financial requirements of international business, the internationalisation of Higher
Education has imposed similar requirements on universities engaging in international collaboration. The challenge for academics and project managers is,
within limited resources, to develop effective ways of identifying and acquiring the competencies needed to be interculturally effective.
b) Interest in the cultural values of Chinese society has never been higher as global interaction with China, through business, government, education and science
expands exponentially. There is a real danger in generalising about any nationâs cultural values and especially one where society and economy are changing so rapidly. However, the recent literature on China â from a number of disciplinary perspectives â argues that the influence of traditional Confucian values on Chinese
behaviour is still strong. This means that values such as propriety, trustworthiness and the desire for harmony are still reflected in behaviour that is more relationship-based, restrained and consensual than may be normal in Western business relations. Working with Chinese partners will still be facilitated by an understanding of the
centrality of social networks to Chinese private and public life and interaction in working teams will benefit from an appreciation of the Chinese respect for hierarchy and reluctance to pass judgement openly on colleagues.
c) The majority of the work done on the impact of culture on e-learning has focused on issues of content and materials design. Too frequently this has been a concern
for adaptation of existing materials for a local audience, rather than collaborative development of new materials by an intercultural team. As a consequence, there is limited insight into the complexities of designing and delivering learning programmes in different cultural contexts. What the research does show is that learning styles and preferences can vary between cultures and that this is related to the varying pedagogies dominant in particular national cultures. Understanding the implications of this diversity of pedagogies and reconciling cultural differences remain substantial challenges for those adapting or designing online learning programmes across a variety of cultures.
d) Research into the performance of international teams offers many insights into good management practice. Principles of team selection, development, leadership and
collaboration are well-established in the literature on global management and multinational partnerships. These principles recognise the importance of organisational culture, occupational culture and team roles as additional dimensions to that of national culture in influencing behaviour in project groups. International
collaborations are viewed as complex dynamic systems which move through a life cycle, with valuable opportunities for reflection, learning and performance
improvement. The implementation of transparent, and mutually agreed, norms, procedures and objectives is regarded as crucial to effective collaboration.
e) At the level of the individual, an extensive literature exists on the competencies required to be effective in intercultural interaction. There is an apparently high
degree of consensus on the core competencies that should be acquired by the culturally effective individual. Chief among these are self-awareness, cultural knowledge, language proficiency, openness, flexibility and communication skills. However, in many cases there is, at best, limited data to support the theories put forward. There is also a lack of clarity in the use of terminology, with no guarantee that researchers are using terms in the same way. The more detailed, applied research has succeeded in teasing out the knowledge and skills that may be critical in successful interaction by further breaking down broad competencies (e.g. âopennessâ) into more detailed behaviours (âopenness to new thinking; positive acceptance of different behaviour).
A Way Forward
A major obstacle to accessing and utilising the current knowledge and guidance on intercultural effectiveness is its dispersion across a large number of disciplines and the
consequent disparity of the conceptual models and terminology employed. A framework for understanding intercultural effectiveness in international projects has a very high potential value to a wide range of professionals engaged in cross-cultural collaboration. There is substantial learning to be gained from the insights of different research disciplines but these insights need to be brought together in a way that practitioners from any field can access them without specialist knowledge. These ambitions have materialised in the form of the Toolbook, which is specifically designed to be used as a self-explanatory guide, complete with tools to stimulate awareness-raising and to encourage reflection on available resources and current practices

Situated cultural approach versu predefined cultural archetypes models
Within the last 20 years, the practical relevance of researching cultural issues, and especially comparing phenomena across cultures, was questioned (Ferraro, 1990). However, the importance of cultural issues is becoming increasingly evident in many applied disciplines; these include the management of information technology (IT) (Davison and Martinsons, 2003). A normative literature review has been carried out in this paper to provide IS researchers with the milestones of studying culture in IS discipline. Although there are many different models of national culture, most IS research has tended to rely almost solely on Hofstedeâs cultural model (Keil et al., 2000; Straub, 1994; Tan et al., 1995; Watson et al., 1994; Myers and Tan, 2002; Kirkman et al. 2006).). In this paper, the author provides a criticism of predefined cultural archetypes models and highlight the problems of using such approach in studying culture within IS discipline. The author demonstrates a comprehensive framework of situated culture approach to study culture within IS discipline, as alternative approach to avoid the criticism of predefined cultural archetypes models. This is achieved via an articulation of Structuration Theory. The author argues that using a practice lens for studying the use of technology by Orlikowski (2000), contributes to identifying the mediated shared structures between actors through understanding the actions of the actors within IS phenomena. Management Control Systems and Contextual Variables in the Hospitality Industry
Purpose â The paper examined management control systems (MCS) in Indonesian hospitality
sector. This study examines the impact of six contextual factors at one time to determine the
importance of each factor on the design of MCS.
Design/methodology/approach â The paper is based upon data collected through a survey sent
to âstarâ hotels in Central Java, Indonesia. Using Chenhall (2003) design, a regression equation
is run to examine the relationship between MCS and the contextual variables of environment,
technology, structure, size, strategy and culture.
Findings â The paper finds that higher levels of the contextual variables of technology, structure,
and culture are related to more sophisticated MCS while size is related to more traditional MCS.
Research limitations/implications âThese findings are related to the hospitality industry in
Indonesia. Future research could examine different settings (i.e. country, industry, etc) and
investigate the effect of each contextual variable on the relationships between MCS and firm
performance.
Originality/value â The present study extends the scope of MCS system in accounting literature
by testing Chenhall (2003) works on the relationship between contextual variables and MCS. It
attempts to fill the gap in contingency-based studies that have previously focused on one aspect
of contingency by considering six contextual factors. Furthermore, this paper also contributes to
a fuller understanding of MCS practices in Indonesia and the hospitality industry and helps
management in determining its most effective design.

Beyond Green: The Arts as a Catalyst for Sustainability
The creative sector has played a significant role in efforts to raise awareness of the impacts of climate change and encourage sustainable social, economic, and environmental practices worldwide. Many artists and cultural organizations have embarked on remarkable projects that make us reflect on our behaviors, our carbon footprints, and the claims of infinite growth based on finite resources. Sometimes treading a fine line between arts and advocacy, they have sparked extraordinary collaborations that reveal new ways of living together on a shared planet. The 'art of the possible' will become even more relevant as 2016 dawns - bringing the challenge of how to implement the Sustainable Development Goals and the Climate Change Agreement adopted at the end of 2015. Yet with negotiations overshadowed by scientific controversy, political polemic and geographic polarization, individuals can easily lose faith in their own ability to shape change beyond the hyperlocal level. Against this challenging backdrop, could the arts and creative practice become a particle accelerator - to shift mindsets, embrace new ways of sharing space and resources, and catalyze more creative leadership in the public and private spheres? The goal of this Salzburg Global Seminar session was to build on path-breaking cultural initiatives to advance international and cross-sectoral links between existing arts and sustainability activities around the world, encourage bolder awareness-raising efforts, and recommend strategic approaches for making innovative grassroots to scale for greater, longer-term impact
