    Semantic Web Technologies in Support of Service Oriented Architecture Governance

    As Service Oriented Architecture (SOA) deployments gradually mature they also grow in size and complexity. The number of service providers, services, and service consumers increases, and so do the dependencies among these entities and the various artefacts that describe how services operate, or how they are meant to operate under specific conditions. Appropriate governance over the various phases and activities associated with the service lifecycle is therefore indispensable in order to prevent a SOA deployment from dissolving into an unmanageable infrastructure. The employment of Semantic Web technologies for describing and reasoning about service properties and governance requirements has the potential to greatly enhance the effectiveness and efficiency of SOA Governance solutions by increasing the levels of automation in a wide-range of tasks relating to service lifecycle management. The goal of the proposed research work is to investigate the application of Semantic Web technologies in the context of service lifecycle management, and propose a concrete theoretical and technological approach for supporting SOA Governance through the realisation of semantically-enhanced registry and repository solutions

    Semantic model-driven development of service-centric software architectures

    Service-oriented architecture (SOA) is a recent architectural paradigm that has received much attention. The prevalent focus on platforms such as Web services, however, needs to be complemented by appropriate software engineering methods. We propose the model-driven development of service-centric software systems. We present in particular an investigation into the role of enriched semantic modelling for a modeldriven development framework for service-centric software systems. Ontologies as the foundations of semantic modelling and its enhancement through architectural pattern modelling are at the core of the proposed approach. We introduce foundations and discuss the benefits and also the challenges in this context

    Building service-based architectures has become a major area of interest since the advent of Web services. Modelling these architectures is a central activity. Model-driven development is a recent approach to developing software systems based on the idea of making models the central artefacts for design representation, analysis, and code generation. We propose an ontology-based engineering methodology for semantic model-driven composition and transformation of Web service architectures. Ontology technology as a logic-based knowledge representation and reasoning framework can provide answers to the needs of sharable and reusable semantic models and descriptions needed for service engineering. Based on modelling, composition and code generation techniques for service architectures, our approach provides a methodological framework for ontology-based semantic service architecture

Taxonomy work is strategic work: it enables efficient and interoperable retrieval and sharing of data, information, and knowledge by building needs and natural workflows in intuitive structures. Whatever the case, the word is now synonymous with any hierarchical system of classification that orders domains of inquiry into groups and signifies natural relationships among these.     Catalyzing Collaboration: The Developing Infrastructure for Federal Public Private Partnerships

    There is growing interest on the part of government, philanthropy and business to work together to achieve greater impact. Partnerships that span the sectors have the potential to achieve more than any sector can achieve on its own by leveraging the strengths of each. However, such partnerships also give rise to added costs and entail greater risks. To address these challenges, offices of strategic partnerships are emerging at the federal level to provide an infrastructure to catalyze cross-sectoral partnerships. This report examines 21 such offices in federal departments and agencies whose purpose is to facilitate and accelerate partnerships with philanthropy and business -- ranging from the Department of Housing and Urban Development and the Department of Education, to the Department of State and the Agency for International Development, to the Department of Homeland Security and the Federal Emergency Management Agency. The formation of these offices has been driven by champions within government -- many with prior experience in philanthropy or business -- that have witnessed the power of working collaboratively with other sectors. Their actions have often been reinforced by executive orders and other directives conducive to their growth. In the case of those offices that have been created in the last few years, they have also been encouraged by the examples of their more established counterparts

    Philanthropy and the Third Sector in Mexico: The Enabling Environment and Its Limitations

    Why is Mexico's third sector underdeveloped? Despite the importance of this question, there is no persuasive answer. The usual mono-causal explanations –such as historical trajectory or lack of civic culture– are inadequate. A better way to address this question is applying the concept of an enabling environment for civil society. This encompasses empowering legal and fiscal frameworks, an effective accountability system, adequate institutional capacity of organizations, and availability of resources. The article offers an assessment of where Mexico stands in relation to these five components and argues that on each count they are unfavorable and/or underdeveloped. In addition, the author argues for including a sixth element: the cultural context for philanthropy and civil society. Based on original survey results, he demonstrates that key values and habits inhibit efforts to strengthen civil society and must be taken into account in any effort to understand or change the status quo. The article concludes with a reflection on how Mexican civil society can begin to change its unfavorable context, beginning with the need for stronger mechanisms for greater accountability on the part of organizations

    ICANN, Inc.: Accountability and participation in the governance of critical Internet resources

    This paper assesses the relationship between public participation and accountability in ICANN. It explains how ICANN has responded to accountability concerns by creating new opportunities for public comment, review, and participation. Is public participation an adequate means of making this global Internet governance organization accountable to the public? ICANN is fundamentally a private corporation. Private corporations are held accountable in three ways: 1) directly through their membership or shareholders, 2) through competition, which gives the public the opportunity to avoid their products or services, and 3) through external regulation or supervision by judicial or public authorities. None of these forms of accountability apply to ICANN. Instead, the public is given a wide range of opportunities to participate in ICANN's processes and to voice their opinions. This paper questions whether participation is an adequate substitute for accountability. It analyzes three distinct reforms in ICANN's history to show how participation can displace accountability rather than improve it
