    Abstrak Supplying fuel oil to the outermost and foremost islands, faced a relatively long distribution chain, especially in the most recent network to consumers on the island, many economic and technical problems. Economically, the people in the outermost islands, the foremost, have small-scale economic dynamics which causes relatively little oil fuel consumption. While technically, infrastructure support in supporting the supply process is very minimal. The fleet of ships as the main means of transporting fuel oil are people's vessels which are designed not specifically to transport liquid cargo. These vessels have relatively small types and dimensions, with very minimal safety equipment. The unavailability of ship dock facilities for loading and unloading so that the loading and unloading process is adequate on the island. Another thing is the geographical conditions of the scattered region and the influence of the weather, high sea waves in certain seasonswhich hinder transport activities. These constraints later caused the process of distribution of fuel oil to not run smoothly and there was a scarcity of inventory, even a vacancy occurred and triggered a surge in prices. The selection of fuel transportation equipment between the Tug-barge, Self Propelled Oil Barge and Tanker using the Analytic Hierarchy Process (AHP) approach, produces tug-barge as the main choice. Furthermore, operational planning is carried out by considering the demand quantity, shipping distance, operating conditions and regional characteristics.Pusher-Barge, which is offered in the Central Maluku Lease Islands, has a relatively high investment value, but there is a significant savings in the operating cost component of 54%, 78% sailing cost and 45,18% decrease in total transport costs per year current system.&nbsp

    WEBIRA - comparative analysis of weight balancing method

    The attributes weight establishing problem is one of the most important MCDM tasks. This study summarizes weight determining approach which is called WEBIRA (WEight Balancing Indicator Ranks Accordance). This method requires to solve complicated optimization problem and its application is possible by carrying out non trivial calculations. The efficiency of WEBIRA and other MCDM methods – SAW (Simple Additive Weighting) and EMDCW (Entropy Method for Determining the Criterion Weight) compared for 4 different data normalization methods. The re-sults of the study revealed that more sophisticated WEBIRA method is significantly efficient for all considered numbers of alternatives. Efficiency of all methods decreases with increasing number of alternatives, but WEBIRA is still applicable, while appli-cation of other methods is impossible as the number of alternatives is greater than 11. WEBIRA is the least affected by the data normalization, while EMDCW is the most affected method

    The selection of suitable individuals for critical roles within the organization can significantly affect the business efficiency and performance of the organization. For this reason, this article presents a multiple-criteria decision-making procedure for candidates' assessment in the Information Technologies industry (IT) using the integrated PIPRECIA-S and WS-PLP methods. The introduced approach involved defining the criteria' significance with the help of the PIPRECIA-S, while the WS-PLP method was used to evaluate candidates and harmonize the views of decision-makers attitudes. The applicability of the suggested technique was reviewed in the situation of selecting an IT Project Manager in an IT company. However, it can easily be adapted for similar cases of candidate selection

    Multiple criteria decision-making KEMIRA-M method for solution of location alternatives

    Choice of location in many cases is a key factor setting up a new business object. In this article the KEMIRA-M method is proposed to establish priority of criteria and determine criteria weights. Weighted sum of criteria values was applied for ranking the alternatives. This technique is useful if the evaluation criteria naturally consist of several logically explained groups of criteria. Method requires much less initial information and is based upon searching the solution of optimisation problem. KEMIRA-M is applied for the case study of construction site for non-hazardous waste incineration plant in Vilnius City

    The recalculation of the weights of criteria in MCDM methods using the bayes approach

    The application of multiple criteria decision-making methods (MCDM) is aimed at choosing the best alternative out of the number of available versions in the absence of the apparently dominant alternative. One of the two major components of multiple criteria decision-making methods is represented by the weights of the criteria describing the considered process. The weights of the criteria quantitatively express their significance and influence on the evaluation result. The criterion weights can be subjective, i.e., based on the estimates assigned by the experts, and the so-called objective, i.e., those which assess the structure of the data array at the time of evaluation. Several groups of experts, representing the opinions of various interested parties may take part in the evaluation of criteria. The evaluation data on the criterion weights also depend on the mathematical methods used for calculations and the estimation scales. In determining the objective weights, several methods, assessing various properties or characteristics of the data array’s structure, are usually employed. Therefore, the use of the procedures, improving the accuracy of the evaluation of the weights’ values and the integration of the obtained data into a single value, is often required. The present paper offers a new approach to more accurate evaluation of the criteria weights obtained by using various methods based on the idea of the Bayes hypothesis. The performed investigation shows that the suggested method is symmetrical and does not depend on the fact whether a priori or posterior values of the weights are recalculated. This result is the theoretical basis for practical use of the method of combining the weights obtained by various approaches as the geometric mean of various estimates. The ideas suggested by the authors have been repeatedly used in the investigation for combining the objective weights, for recalculating the criteria weights after obtaining the estimates of other groups of experts and for combining the subjective and the objective weights. The recalculated values of the weights of the criteria are used in the work for evaluating the quality of the distant courses taught to the students

    A NEW LOGARITHM METHODOLOGY OF ADDITIVE WEIGHTS (LMAW) FOR MULTI-CRITERIA DECISION-MAKING: APPLICATION IN LOGISTICS

    Logistics management has been playing a significant role in ensuring competitive growth of industries and nations. This study proposes a new Multi-Criteria Decision-making (MCDM) framework for evaluating operational efficiency of logistics service provider (LSP). We present a case study of comparative analysis of six leading LSPs in India using our proposed framework. We consider three operational metrics such as annual overhead expense (OE), annual fuel consumption (FC) and cost of delay (CoD, two qualitative indicators such as innovativeness (IN) which basically indicates process innovation and average customer rating (CR)and one outcome variable such as turnover (TO) as the criteria for comparative analysis. The result shows that the final ranking is a combined effect of all criteria. However, it is evident that IN largely influences the ranking. We carry out a comparative analysis of the results obtained from our proposed method with that derived by using existing established frameworks. We find that our method provides consistent results; it is more stable and does not suffer from rank reversal problem

    Personnel Ranking and Selection Problem Solution by Application of KEMIRA Method

    In this study KEmeny Median Indicator Rank Accordance (KEMIRA) method is applied for solving personnel ranking and selection problem when there are two subgroups of evaluating criteria. Each stage of KEMIRA method illustrated with the examples. In the first stage Kemeny median method is applied to generalize experts’ opinions for setting criteria priorities. Medians were calculated for all experts opinions generalization and for experts majority opinions generalization. In the second stage criteria weights calculated and alternatives ranking accomplished simultaneously by Indicator Rank Accordance method.     Comparative Evaluation and Ranking of the European Countries Based on the Interdependence between Human Development and Internal Security Indicators

    New solutions and techniques for developing country policies are used under real conditions. The present study aims to propose a new approach for evaluating and ranking the European countries by using the interrelation between two groups of criteria, associated with the Human Development Index (HDI) and the World Internal Security and Police Index (WISPI). HDI and its components rank countries by value and detail the values of the components of longevity, education and income per capita. WISPI focuses on the effective rendering of security services and the outcome of rendered services. The priority of criteria is determined in the descending order of their correlation values with other group criteria. The criteria weights are set simultaneously for both groups by applying the weight balancing method WEBIRA. The methodology based on minimising sum of squared differences of the weighted sums within groups is used. Finally, the generalised criteria measuring the level of the country are calculated using the SAW method. Cluster analysis of the countries was carried out and compared with MCDM results. The study revealed that WEBIRA ranking of countries is basically consistent with the results of cluster analysis. The proposed methodology can be applied to develop the management policy of the countries, as well as to their evaluation and ranking by using various indices, criteria and procedures.
