Addressing the cyber safety challenge: from risk to resilience describes the cyber safety issues emerging from a range of technology trends, how different populations are using technologies and the risks they face, and how we can effectively respond to each groupâs unique cyber safety needs.
Written by the University of Western Sydney for Telstra Corporation Ltd, the report advocates for continuing to move cyber safety from a ârisk and protectionâ framework to one that focuses on building digital resilience, as well as fostering trust and confidence in the online environment. To do this we need to:
Address the needs of populations often neglected by current policies and programs â including adults, seniors, parents, and small to medium enterprises
Continue to build the digital literacy skills of all populations, because digital literacy strongly influences usersâ ability to engage safely online â this is best achieved by a hands-on learning approach
Keep risk in perspective â the risks and benefits of digital participation go hand in hand
Broaden the focus from awareness-raising to long-term behaviour change.
As digital technologies become further integrated into the everyday lives of Australians, users are potentially exposed to greater risks. However, the risks and benefits of digital participation go hand in hand. The challenge, therefore, is to support users to minimise the risks without limiting their digital participation and their capacity to derive the full benefits of connectivity. If Australians are to benefit as either consumers or providers of online services and products in the e-commerce environment, consumer safety and trust need to be improved.
Cyber safety needs to be considered against a transforming backdrop of technology trends, products and practices. While the rise of social media has tended to dominate recent debate and developments in cyber safety, particularly in relation to young people, a range of other trends is also shaping how users engage online, the risks they potentially face in the new media landscape, and the strategies used to address them. These trends include the rise of user generated content and content sharing platforms; the uptake of mobile technologies and, in particular, the adoption of smartphones; cloud computing; platform integration and single sign-on mechanisms; and the rise of GPS and location based services
Systematizing Genome Privacy Research: A Privacy-Enhancing Technologies Perspective
Rapid advances in human genomics are enabling researchers to gain a better
understanding of the role of the genome in our health and well-being,
stimulating hope for more effective and cost efficient healthcare. However,
this also prompts a number of security and privacy concerns stemming from the
distinctive characteristics of genomic data. To address them, a new research
community has emerged and produced a large number of publications and
initiatives.
In this paper, we rely on a structured methodology to contextualize and
provide a critical analysis of the current knowledge on privacy-enhancing
technologies used for testing, storing, and sharing genomic data, using a
representative sample of the work published in the past decade. We identify and
discuss limitations, technical challenges, and issues faced by the community,
focusing in particular on those that are inherently tied to the nature of the
problem and are harder for the community alone to address. Finally, we report

The Revolution of Mobile Phone-Enabled Services for Agricultural Development (m-Agri Services) in Africa: The Challenges for Sustainability
The provision of information through mobile phone-enabled agricultural information services (m-Agri services) has the potential to revolutionise agriculture and significantly improve smallholder farmers’ livelihoods in Africa. Globally, the benefits of m-Agri services include facilitating farmers’ access to financial services and sourcing agricultural information about input use, practices, and market prices. There are very few published literature sources that focus on the potential benefits of m-Agri services in Africa and none of which explore their sustainability. This study, therefore, explores the evolution, provision, and sustainability of these m-Agri services in Africa. An overview of the current landscape of m-Agri services in Africa is provided and this illustrates how varied these services are in design, content, and quality. Key findings from the exploratory literature review reveal that services are highly likely to fail to achieve their intended purpose or be abandoned when implementers ignore the literacy, skills, culture, and demands of the target users. This study recommends that, to enhance the sustainability of m-Agri services, the implementers need to design the services with the users involved, carefully analyse, and understand the target environment, and design for scale and a long-term purpose. While privacy and security of users need to be ensured, the reuse or improvement of existing initiatives should be explored, and projects need to be data-driven and maintained as open source. Thus, the study concludes that policymakers can support the long-term benefit of m-Agri services by ensuring favourable policies for both users and implementers

Personal data breach notification system in the European Union: Interpretation of âwithout undue delayâ

The expansion of computing functions, speed of processing and storage capabilities makes personal information difficult to be controlled. In the EU, the revised EC e-Privacy Directive amended by the Directive 2009/136/EC modifies existing provisions and makes new provisions to enhance privacy protection in the electronic communications sector, which includes the further development of the system of notification of the personal data breach to minimise adverse effects. This paper aims to examine and evaluate the personal data breach notification system, interpret the requirement of "without undue delay" duty and discuss the impact of the revised Directive to business organisations. It finally proposes solutions to improve the notification system to increase the efficiency of privacy protection
Towards a Secure Smart Grid Storage Communications Gateway
This research in progress paper describes the role of cyber security measures
undertaken in an ICT system for integrating electric storage technologies into
the grid. To do so, it defines security requirements for a communications
gateway and gives detailed information and hands-on configuration advice on
node and communication line security, data storage, coping with backend M2M
communications protocols and examines privacy issues. The presented research
paves the road for developing secure smart energy communications devices that
allow enhancing energy efficiency. The described measures are implemented in an
actual gateway device within the HORIZON 2020 project STORY, which aims at
developing new ways to use storage and demonstrating these on six different

E-Government evaluation factors: Citizenâs perspective
The e-government field is growing to a considerable size, both in its contents and position with respect to other research fields. The government to citizen segment of egovernment is taking the lead in terms of its importance and size. Like the evaluation of all other information systems initiatives, the evaluation of egovernments in both theory and practice has proved to be important but complex. The complexity of evaluation is mostly due to the multiple perspectives involved, the difficulties of quantifying benefits, and the social and technical context of use. The importance of e-government evaluation is due to the enormous investment of governments on delivering e-government services, and to the considerable pace of growing in the e-government field. However, despite the importance of the evaluation of e-government services, literature shows that e-government evaluation is still an immature area in terms of development and management. This work is part of a research effort that aims to develop a holistic evaluation framework for e-government systems. The main aim of this paper is to investigate the citizenâ perspective in evaluating e-government services, and present a set of evaluating factors that influence citizensâ utilization of e-government services. These evaluation factors can serve as part of an e-government evaluation framework. Moreover, the evaluation factors can also be used as means of providing valuable feedback for the planning of future egovernment initiatives

Information sharing in e-government initiatives: Freedom of Information and Data Protection issues concerning local government
In e-government initiatives, the sharing of information is crucial for empowering citizens and boosting joined-up services. The lack of clear guidance on how to share government data can potentially harm Freedom of Information and or Data Protection rights. This article addresses this issue by drawing from the main concerns governments have when dealing with Freedom of Information and Data Protection issues. As illustration, we comment on the findings of a case study we have conducted in a Local Authority in the United Kingdom (UK). Our findings show that local government managers might be struggling to adequately implement Freedom of Information and Data Protection aspects. Cultural aspects are subtly present in this context, as managersâ values and beliefs regarding public access to information might be biased toward either information disclosure or information withholding
Challenges and opportunities to develop a smart city: A case study of Gold Coast, Australia
With the rapid growth of information and communication technologies, there is a growing interest in developing smart cities with a focus on the knowledge economy, use of sensors and mobile technologies to plan and manage cities. The proponents argue that these emerging technologies have potential application in efficiently managing the environment and infrastructure, promoting economic development and actively engaging the public, thus contributing to building safe, healthy, sustainable and resilient cities. However, are there other important elements in addition to technologies which can contribute to the creation of smart cities? What are some of the challenges and opportunities for developing a smart city?
This paper aims to answer these questions by developing a conceptual framework for smart cities. The framework is then applied to the city of Gold Coast to identify challenges and opportunities for developing the city into a âsmart cityâ. Gold Coast is a popular tourist city of about 600,000 populations in South East Queensland, Australia, at the southern end of the 240km long coastal conurbation that is centred by Brisbane. Recently, IBM has nominated Gold Coast as one of the three cities in Australia for its Smarter Cities Challenge Grant. The grant will provide the Gold Coast City Council with the opportunity to collaborate with a group of experts from IBM to develop strategies for enhancing its ICT arrangements for disaster response capabilities. Gold Coast, meanwhile, has potential to diversify its economy from being centred on tourism to a knowledge economy with focus on its educational institutions, investments in cultural precincts and high quality lifestyle amenities. These provide a unique opportunity for building Gold Coast as an important smart city in the region. As part of the research methodology, the paper will review relevant policies of the council. Finally, lessons will be drawn from the case study for other cities which seek to establish themselves as smart cities
Digital Rights Management and Consumer Acceptability: A Multi-Disciplinary Discussion of Consumer Concerns and Expectations
The INDICARE project â the Informed Dialogue about Consumer Acceptability of DRM Solutions in Europe â has been set up to raise awareness about consumer and user issues of Digital Rights Management (DRM) solutions. One of the main goals of the INDICARE project is to contribute to the consensus-building among multiple players with heterogeneous interests in the digital environment. To promote this process and to contribute to the creation of a common level of understanding is the aim of the present report. It provides an overview of consumer concerns and expectations regarding DRMs, and discusses the findings from a social, legal, technical and business perspective. A general overview of the existing EC initiatives shows that questions of consumer acceptability of DRM have only recently begun to draw wider attention. A review of the relevant statements, studies and reports confirms that awareness of consumer concerns is still at a low level. Five major categories of concerns have been distinguished so far: (1) fair conditions of use and access to digital content, (2) privacy, (3) interoperability, (4) transparency and (5) various aspects of consumer friendliness. From the legal point of view, many of the identified issues go beyond the scope of copyright law, i.e. the field of law where DRM was traditionally discussed. Often they are a matter of general or sector-specific consumer protection law. Furthermore, it is still unclear to what extent technology and an appropriate design of technical solutions can provide an answer to some of the concerns of consumers. One goal of the technical chapter was exactly to highlight some of these technical possibilities. Finally, it is shown that consumer acceptability of DRM is important for the economic success of different business models based on DRM. Fair and responsive DRM design can be a profitable strategy, however DRM-free alternatives do exist too.Digital Rights Management; consumers; Intellectual property; business models
