    Promoting the Readiness of Minors in Supplemental Security Income (PROMISE) [CFDA 84.418P]

    Over the past two decades, New York State (NYS) has been actively and collaboratively engaged in systems change across three primary domains: 1) to develop a comprehensive employment system to reduce barriers to work and improve employment outcomes of individuals with disabilities; 2) to enhance the post-school adult outcomes of youth with disabilities, by collaboratively advancing evidence-based secondary transition practices at the regional, school district and individual student levels; and, 3) to support the return-to-work efforts of individuals with disabilities who receive Social Security Administration (SSA) disability benefits under the Supplemental Security Income (SSI) program and Social Security Disability Insurance (SSDI). These domains have been supported by numerous federal and state initiatives including: the US Department of Education’s Office of Special Education and Rehabilitation Services (OSERS)-sponsored Transition Systems Change grant; the SSA-sponsored State Partnership Initiative (NYWORKS); two Youth Transition Demonstrations (YTD); the Benefits Offset National Demonstration (BOND); and, three cycles of funding for the National Work Incentives Support Center (WISC); the US Department of Labor (DOL)-sponsored Work Incentive Grant, Disability Program Navigator Initiative, and Disability Employment Initiative; three rounds of funding from the Center for Medicaid and Medicare Services (CMS) for Medicaid Infrastructure Grants (MIG, NY Makes Work Pay); the NYS Education Department (NYSED) sponsored Model Transition Program (MTP); and three multi-year cycles of the statewide Transition Coordination Site network. Most recently, NYS has sponsored the Statewide Transition Services Professional Development Support Center (PDSC); the NYS Developmental Disability Planning Council (DDPC)-sponsored Transition Technical Assistance Support Program (T-TASP), NYS Work Incentives Support Center (NYS WISC), and NYS Partners in Policy Making (PIP); the NYS Office of Mental Health (OMH)-sponsored Career Development Initiative; and others. The growing statewide and gubernatorial emphasis on employment for New Yorkers with disabilities developed over the past two decades stemming from these initiatives, supported by service innovations and shared vision across state agencies and employment stakeholders, establishes a strong foundation for implementing and sustaining a research demonstration to “Promote the Readiness of Minors in Supplemental Security Income” (PROMISE). The NYS PROMISE will build upon NYS’ past successes and significantly support NYS in removing systems, policy and practice barriers for transition-age youth who receive SSI and their families. The NYS OMH through the Research Foundation for Mental Hygiene (RFMH), with their management partners the New York Employment Support System (NYESS) Statewide Coordinating Council (SCC) and Cornell University Employment and Disability Institute, along with the proposed research demonstration site community, join the NYS Governor’s Office in designing and implementing a series of statewide strategic service interventions to support the transition and employment preparation of youth ages 14-16 who receive SSI

    Discovery and Strategic Partnership Group Concept Mapping: 2014-2015 Progress Report

    In 2014, New York State received funding from the U.S. Department of Education, Office of Special Education and Rehabilitative Services to begin the NYS PROMISE (Promote the Readiness of Minors in Supplemental Security Income) research initiative. The goal of this initiative is to coordinate the system of support surrounding these youths to better catalyze their potential to transition from Supplemental Security Income (SSI) to a sustainable future of living and earning as independent adults. To guide strategy and support PROMISE priorities over the course of the initiative, NYS PROMISE convened the NYS PROMISE Steering Committee, comprised of appointed liaisons from agencies who are connected to the NYS PROMISE initiative. To support sustainable partnership development for greater progress and impact on the goals of NYS PROMISE, the Steering Committee engaged in a structured, time sensitive strategic planning and partnership framework development effort. To develop the elements of a prioritized strategy, the group used Group Concept Mapping (GCM), and constructed a visual framework, or concept map, that served as the basis for prioritization and strategy development throughout the process. The GCM approach employs a group process to capture individual contributions for consensus around a given topic, using a structured approach with a specific sequence of steps that support timely and consistent engagement in the process. GCM incorporates opinions and values, and presents the results in ways that are understandable and usable. 25 individuals from 8 member agencies took part in the concept map development, contributing elements in response to the following prompt: “To yield enduring individual outcomes, a viable system to support youth with disabilities in their transition from high school to successful adult lives needs to include…

As part of the NYS PROMISE initiative, Concept Systems, Inc. worked with the Learning Community to develop learning needs frameworks using the Group Concept Mapping methodology (GCM). This GCM project gathers, aggregates, and integrates the specific knowledge and opinions of the Learning Community members and allows for their guidance and involvement in supporting NYS PROMISE as a viable community of practice. This work also increases the responsiveness of NYS PROMISE to the Learning Community members’ needs by inspiring discussion during the semi-annual in-person meetings. As of the end of year two, two GCM projects have been completed with the PROMISE Learning Community. These projects focused on Outreach and Recruitment and Case Management and Service Delivery. This report discusses the data collection method and participation in both GCM projects, as well as providing graphics, statistical reports, and a summary of the analysis.     The Resurgence of Clinical Nurse Specialist Practice in New York State

    BACKGROUND: Clinical Nurse Specialist (CNS) practice in New York State (NYS) is not at full scope of practice according to the National Association of Clinical Nurse Specialists (NACNS) Conceptual Model (NACNS, 2019). METHODS: This legislative evaluation and policy analysis of NYS Education Law Article 139, Nursing §6911 Certification as a clinical nurse specialist was the first step toward making recommendations to update the law (NYS Office of the Professions, 2018). The Eightfold Path Guide was used as a framework for legislative evaluation and policy analysis. A convenience sample of CNSs in NYS was used for input and feedback on the policy brief to present to NACNS. INTERVENTIONS: Initial data on current practice was collected using an online survey. The Initial NYS CNS Practice Survey results were used to guide discussions related to the current practice in an online focus group. The focus group identified objective concepts for the policy brief. A second online survey was used to validate the concepts in the policy brief. RESULTS: The results of the Initial NYS CNS Practice Survey, focus group, and second survey all recommended changes to the NYS law governing CNSs. The policy brief will be presented to NACNS to gain support for legislative changes to achieve full scope of practice for CNSs as APRNs in NYS. CONCLUSIONS: This project has re-invigorated the CNSs in NYS to advocate for full scope of practice.     An Assessment of Scales Measuring Constructs in Tests of Criminological Theory Based on National Youth Survey Data

    Researchers have utilized the National Youth Survey (NYS) data to test a variety of theoretical explanations of criminal behavior. Here, the authors offer an assessment of scales used in tests of criminological theory based on NYS data. The authors conducted this assessment to provide results informing future tests of theory. Their analyses focus on understanding the extent to which scales representative of different theories are actually based on the same item content. They test for two distinct processes that may explain this phenomenon. In the first process, scales measuring a given construct are attributed to different theories. In the second process, scales measuring different constructs are based on the same items. Results show that both of the processes described above contribute to the use of the same NYS items in scales that are attributed to different theories. To inform future tests of theory, the authors identify the sections of the NYS where each of these processes are most prevalent, in effect identifying the areas of the NYS that future tests of theory should treat with the greatest care. Based on the implications of each process identified above, the authors also offer some suggestions to strengthen future tests of theory using NYS data
