    What can management theories offer evidence-based practice? A comparative analysis of measurement tools for organisational context

    Background: Given the current emphasis on networks as vehicles for innovation and change in health service delivery, the ability to conceptualise and measure organisational enablers for the social construction of knowledge merits attention. This study aimed to develop a composite tool to measure the organisational context for evidence-based practice (EBP) in healthcare. Methods: A structured search of the major healthcare and management databases for measurement tools from four domains: research utilisation (RU), research activity (RA), knowledge management (KM), and organisational learning (OL). Included studies were reports of the development or use of measurement tools that included organisational factors. Tools were appraised for face and content validity, plus development and testing methods. Measurement tool items were extracted, merged across the four domains, and categorised within a constructed framework describing the absorptive and receptive capacities of organisations. Results: Thirty measurement tools were identified and appraised. Eighteen tools from the four domains were selected for item extraction and analysis. The constructed framework consists of seven categories relating to three core organisational attributes of vision, leadership, and a learning culture, and four stages of knowledge need, acquisition of new knowledge, knowledge sharing, and knowledge use. Measurement tools from RA or RU domains had more items relating to the categories of leadership, and acquisition of new knowledge; while tools from KM or learning organisation domains had more items relating to vision, learning culture, knowledge need, and knowledge sharing. There was equal emphasis on knowledge use in the different domains. Conclusion: If the translation of evidence into knowledge is viewed as socially mediated, tools to measure the organisational context of EBP in healthcare could be enhanced by consideration of related concepts from the organisational and management sciences. Comparison of measurement tools across domains suggests that there is scope within EBP for supplementing the current emphasis on human and technical resources to support information uptake and use by individuals. Consideration of measurement tools from the fields of KM and OL shows more content related to social mechanisms to facilitate knowledge recognition, translation, and transfer between individuals and groups

    Does knowledge sharing pay? A multinational subsidiary perspective on knowledge outflows

    Empirical studies on the impact of knowledge management on the performance of MNC subsidiaries remain elusive to date. This study examines the effect of knowledge management tools on absorptive capacity and firm performance with unique data from subsidiary units in a large German MNC – HeidelbergCement. The findings suggest that knowledge management tools unfold their performance impact through their significant influence on absorptive capacity and knowledge inflows. The key contributions to the current literature on knowledge flows in the MNC include an empirically corroborated link between deployments of knowledge management tools and their impact on the subsidiary employee’s ability and motivation to learn from internal knowledge flows in the MNC as well as their impact on subsidiary business performance

    Knowledge transfer in a tourism destination: the effects of a network structure

    Tourism destinations have a necessity to innovate to remain competitive in an increasingly global environment. A pre-requisite for innovation is the understanding of how destinations source, share and use knowledge. This conceptual paper examines the nature of networks and how their analysis can shed light upon the processes of knowledge sharing in destinations as they strive to innovate. The paper conceptualizes destinations as networks of connected organizations, both public and private, each of which can be considered as a destination stakeholder. In network theory they represent the nodes within the system. The paper shows how epidemic diffusion models can act as an analogy for knowledge communication and transfer within a destination network. These models can be combined with other approaches to network analysis to shed light on how destination networks operate, and how they can be optimized with policy intervention to deliver innovative and competitive destinations. The paper closes with a practical tourism example taken from the Italian destination of Elba. Using numerical simulations the case demonstrates how the Elba network can be optimized. Overall this paper demonstrates the considerable utility of network analysis for tourism in delivering destination competitiveness.Comment: 15 pages, 2 figures, 2 tables.     Knowledge diffusion and innovation policies within the European regions: Challenges based on recent empirical evidence

    This article builds upon empirical results concerning localised knowledge spillovers to highlight some policy implications within European regions. The analysis emphasises the role of regional innovation policies in supporting the institutions that generate knowledge and learning. However, the variety of regional features presented in the empirical literature suggests that the search for universal policy tools is unrealistic. From this perspective, we argue that original strategies must be generated to cope with the various dilemmas faced by regional innovation policies. Such specific strategies require accurate knowledge of local features. Improving data and indicators to diagnose and monitor regional innovation is therefore presented as a key issue for policy makersinnovation policy ; localised knowledge flows ; European regions ; knowledge-based economy

    This paper considers Learning and Knowledge Transfer within the project domain. Knowledge can be a tenuous and elusive concept, and is challenging to transfer within organizations and projects. This challenge is compounded when we consider generational differences in the project and the workplace. This paper looks at learning, and the transfer of that generated knowledge. A number of tools and frameworks have been considered, together with accumulated extant literature. These issues have been deliberated through the lens of different generational types, focusing on the issues and differences in knowledge engagement and absorption between Baby Boomers, Generation X, and Generation Y/Millennials. Generation Z/Centennials have also been included where appropriate. This is a significant issue in modern project and organizational structures.     The CGIAR at a Crossroads: Assessing the role of international agricultural research in poverty alleviation from an innovation systems perspective

    Globalization, technical change and migration are changing the dynamics of poverty and food production. These factors, combined with a better understanding of the nature of complex processes, are also changing the nature of scientific research, the roles researchers can play in poverty alleviation and the niches in which the CGIAR can operate. While keeping strong breeding and research programs, the CGIAR should devote increasing resources to better characterize the dynamics of poverty, redefine the networks it will use to promote the use of scientific information to foster innovation, link local innovators and researchers with international scientific networks, and help to build innovative capabilities in developing countries. These capabilities should refer not only to scientific research but also to new ways to support innovation and to design and implement poverty-alleviation programs.     Challenges of open innovation: the paradox of firm investment in open-source software

    Open innovation is a powerful framework encompassing the generation, capture, and employment of intellectual property at the firm level. We identify three fundamental challenges for firms in applying the concept of open innovation: finding creative ways to exploit internal innovation, incorporating external innovation into internal development, and motivating outsiders to supply an ongoing stream of external innovations. This latter challenge involves a paradox, why would firms spend money on R&D efforts if the results of these efforts are available to rival firms? To explore these challenges, we examine the activity of firms in opensource software to support their innovation strategies. Firms involved in open-source software often make investments that will be shared with real and potential rivals. We identify four strategies firms employ – pooled R&D/product development, spinouts, selling complements and attracting donated complements – and discuss how they address the three key challenges of open innovation. We conclude with suggestions for how similar strategies may apply in other industries and offer some possible avenues for future research on open innovation

    Firm Assets and Investments in Open Source Software Products

    Open source software (OSS) has recently emerged as a new way to organize innovation and product development in the software industry. This paper investigates the factors that explain the investment of profit-oriented firms in OSS products. Drawing on the resource-based theory of the firm, we focus on the role played by pre-OSS firm assets both upstream and downstream, in the software and the hardware dimensions, to explain the rate of product introduction in OSS. Using a self-assembled database of firms that have announced releases of OSS products during the period 1995-2003, we find that the intensity of product introduction can be explained by a strong position in software technology and downstream market presence in hardware. Firms with consolidated market presence in proprietary software and strong technological competences in hardware are more reluctant to shift to the new paradigm. The evidence is stronger for operating systems than for applications. The fear of cannibalization, the crucial role of absorptive capacity, and complementarities between hardware and software are plausible explanations behind our findings.Product Introduction, Open Source Software, Absorptive Capacity

    R&D and knowledge dynamics in university-industry relationships in biotech and pharmaceuticals: An agent-based model

    In the last two decades, University-Industry Relationships have played an outstanding role in shaping innovation activities in Biotechnology and Pharmaceuticals. Despite the growing importance and the considerable scope of these relationships, there still is an intensive and open debate on their short and long term effects on the research system in life sciences. So far, the extensive literature on this topic has not been able to provide a widely accepted answer. This work introduces a new way to analyse University-Industry Relationships (UIRs) which makes use of an agent-based simulation model. With the help of simulation experiments and the comparison of different scenario results, new insights on the effects of these relationships on the innovativeness of the research system can be gained. In particular, focusing on knowledge interactions among heterogeneous actors, we show that: (i) universities tend to shift from a basic to an applied research orientation as a consequence of relationships with industry, (ii) universities' innovative capabilities benefit from industry financial resources but not so much from cognitive resources of the companies, (iii) biotech companies' innovative capabilities largely benefit from the knowledge interaction with universities and (iv) adequate policies in terms of public basic research funding can contrast the negative effects of UIRs on university research orientation. --University-Industry Relationships,Knowledge Dynamics,University Patenting,Technology Transfer,Agent-Based Modelling
