    Anticipation and Adaptation in Particulate Matter Policy: The European Union, the Netherlands, and United States

    The evolution of particulate matter (PM) air quality policy in the European Union and in the United States between 1970 and the present has been atypical. The US government and the European Commission have mandated scheduled reviews of PM policy over the past three decades and have updated that policy to new scientific information on multiple occasions. The use of planned adaptation over such a long period and in this manner, as a means to deal with uncertainty, has not often been reproduced in air quality policy. Furthermore, particulate matter policy in the EU and US does not conform to the commonly held perception that the EU’s environmental policies are, by and large, more precautionary than the respective policies in the United States. The US decisions to adopt air quality standards for PM10 and PM2.5, in 1987 and 1997 respectively, led those in the EU by approximately nine years. An analysis of the comparative stringency of the PM standards in the US and EU shows that the PM2.5 standard the US implemented in 1997 is more stringent than the standards that have been proposed in the EU by the European Commission and the European Parliament. In September this year, the US repealed their annual standard for PM10. Prior to that, however, the annual PM10 standard the EU implemented in 1999 was more stringent than the one the US adopted in 1987. The daily PM10 standards in the EU and US are of similar stringency. In the Appendix, these comparisons in stringency are discussed in more detail. The differences between the EU and US policies are remarkable because they are based on the same science and therefore reflect dissimilar processes of interpreting that science and the uncertainties inherent in it. The two cases themselves focus on the sciencepolicy interfaces for their respective governing bodies. The EU case also looks at the science-policy interface in the Netherlands. The US case also examines policies for sulfur dioxides that relate to the PM policies. The remainder of this summary discusses how characteristics of the science-policy interfaces may have led to the differences in outcomes

    This report studies the articulation and effectiveness of social dialogue at the European and national levels. It provides an overview of the existing social dialogue structures describing the main actors involved. The overall approach of the study is actor-centred in the sense that the interactions and perception of actors are in the core of this research. The analysis also takes into account the multilevel governance structure in Europe by considering the interaction and vertical/horizontal articulation of social dialogue between the EU and national levels. The study also benefits from original data collection comprised of several layers including both the EU and national levels and through at least two methods. First, semi-structured interviews were conducted with European social partners as well as with national social stakeholders in a selection of six Member States. Second, an EU-wide online survey collected responses from national social partners in 27 Member States. The remainder of the analysis is complemented with desk research

    Mapping Shari'Ah normative reasoning concepts

    Altres ajuts: Project IEC PRO2018-S05Within the context of a larger project, in this paper, we discuss one-to-one mapping of the Shari'ah normative concepts of wajib, haram, Sunnah, etc., with conventional normative concepts of obliga tion, prohibition, and permission. The goal of the mapping to gaining a better understanding of the Shari'ah normative concepts and what deontic effects they generate when applied, and what conse quences can be attained through the actions as compared to the Western normative concepts. Existing literature lacks such understanding of the correspondence between the two normative systems. The mapping shows conceptual overlapping between the concepts, yet the two types of systems should be separated from each other in terms of the philosophy, context, and the consequences of the Islamic normative systems as the expression of the divine will

    KB-WOT Fisheries Research; programme for 2008

    LNV programme 406 covers the execution of statutory tasks (WOT) in fisheries carried out by DLO. Part of the KB programme, presented in this report, contains resources earmarked to maintain and develop the expertise needed to carry out the WOT programme. As well as maintaining expertise, innovation is an important part of the programme. The programme is also part of the Wageningen UR Kennisbasis and comes under the theme KB01: “Groene en blauwe ruimte”. This report describes the allocation and utilisation of the Kennisbasis budget in 2008. The available budget in 2008 is €621 000. The money is spent through projects, each of which is described here. The projects are split up into 4 research priority areas: A) Influence of changes in the environment on marine ecosystems, B) impact of fisheries on ecosystems, C) changing fishery management, D) maintenance and international exchange of key WOT expertise. All of these areas fall under the wider WUR "kennisbasis" theme

    JURI SAYS:An Automatic Judgement Prediction System for the European Court of Human Rights

    In this paper we present the web platform JURI SAYS that automatically predicts decisions of the European Court of Human Rights based on communicated cases, which are published by the court early in the proceedings and are often available many years before the final decision is made. Our system therefore predicts future judgements of the court. The platform is available at jurisays.com and shows the predictions compared to the actual decisions of the court. It is automatically updated every month by including the prediction for the new cases. Additionally, the system highlights the sentences and paragraphs that are most important for the prediction (i.e. violation vs. no violation of human rights)

    Guidelines for Operationalizing Policy Coherence for Development (PCD) as a Methodology for the Design and Implementation of Sustainable Development Strategies

    Policy Coherence for Development (PCD) is considered a pillar of the 2030 Sustainable Development Agenda. It aims to promote whole of government approaches to sustainable development. Despite its prominence in development cooperation discussions, many national development professionals or stakeholders have not heard of PCD, indicating that its effectiveness is significantly limited. This article contends that the impact of PCD has not been maximized because it has been presented as a political objective or a policy tool by multilateral organizations and their member states. Instead, the article argues that PCD should be implemented as a methodology that can be adopted by domestic government and non-governmental actors alike, in order to understand trade-offs and co-benefits within and between policy sectors, thus promoting a participative approach. I-GAMMA is a research project in Mexico that examines data-driven public policy in order to promote PCD. It is based on in-depth reviews of policy documents and interviews with development actors. It is committed to open data, evidence-based policymaking, and collaborative dialogue between academics, government officials, and representatives of civil society organizations in sustainable development discussions. In the results section of this article, the project proposes participative PCD as a methodology for policy analysis through which a plurality of actors can identify mechanisms that either reinforce or undermine sustainable development strategies. This section then applies the methodology to the governance of protected natural areas in Mexico. The discussion section and the conclusions highlight the relevance of this approach for participative policymaking in sustainable development
