    Community based organizations, funders, and intermediary organizations working in the community development field have a shared interest in building stronger organizations and stronger communities. Through evaluation these organizations can learn how their programs and activities contribute to the achievement of these goals, and how to improve their effectiveness and the well-being of their communities. Yet, evaluation is rarely seen as part of a non-judgemental organizational learning process. Instead, the term "evaluation" has often generated anxiety and confusion.     Spinning off new ventures: a typology of facilitating services

    This study analyses the spin-out activity in seven technology transfer units, which are considered to be successes in Europe: Crealys in France, the Top Initiative of the university of Twente in the Netherlands, Leuven R&D at the KUL in Belgium, Business Develop-ment at IMEC in Belgium, BioM in Germany (Munich area), Technology Transfer Partners (TTP) and Scientific Generics, both in Cam-bridge, UK. In each of these institutes, an in depth analysis is made of how they organise the following activities: (1) sensibilisation and Detection of opportunities, (2) management of IPR, (3) selection of spin-out projects, (4) incubation and business plan preparation, (5) financing of these spin-outs and finally (6) the follow-up of spin-outs after start-up. Based upon the analysis of these activities, three different models have been defined: a self selective model, a supportive model and a protective model. In the first model, the specific aim is to generate as many start-ups as possible. Stimulating general entrepreneurship rather than financially or economically attractive companies are thus the goal. This means that sensibilisation and opportunity seeking is the main activity. In the second model, the emphasis lies on creating economically attractive companies with a transitional starter profile. These companies might not yet have a financially attractive business plan but have the ambition to make one in the future. Usually they are based upon the IP generated in the mother institute. Management of IPR and business plan preparation are crucial activities in this model. Finally, the protective model focuses on the creation of financially attractive companies, which receive VC-money at start. In addition to the previous activities, also financing activities are of crucial importance here. In addition to analysing the activities developed in each of these models, also theresources necessary to organise these activities are examined. In the first model, the crucial resources seem to be an experienced entrepreneur as manager who can sensibilise students, researchers and professors to start up a company and public money to facilitate this start up. In the second model, a financially autonomous organisation is needed which is strongly supported by the top management of the university in its activities. This organisation needs to have a minimum critical mass of people specialised in legal issues, IPR and business plan development. In addition, a public-private early stage. Capital fund is needed to support the start-ups. Finally, the protective organisation needs a worldwide recognised leading research team in a particular technology. The tech transfer or business development unit needs to be able to incubate the organisation and facilitate the recruitment of external management, attraction of international early stage venture capital and the formation of the company's intellectual property base

    Planning strategically, designing architecturally : a framework for digital library services

    In an era of unprecedented technological innovation and evolving user expectations and information seeking behaviour, we are arguably now an online society, with digital services increasingly common and increasingly preferred. As a trusted information provider, libraries are in an advantageous position to respond, but this requires integrated strategic and enterprise architecture planning, for information technology (IT) has evolved from a support role to a strategic role, providing the core management systems, communication networks, and delivery channels of the modern library. Further, IT components do not function in isolation from one another, but are interdependent elements of distributed and multidimensional systems encompassing people, processes, and technologies, which must consider social, economic, legal, organisational, and ergonomic requirements and relationships, as well as being logically sound from a technical perspective. Strategic planning provides direction, while enterprise architecture strategically aligns and holistically integrates business and information system architectures. While challenging, such integrated planning should be regarded as an opportunity for the library to evolve as an enterprise in the digital age, or at minimum, to simply keep pace with societal change and alternative service providers. Without strategy, a library risks being directed by outside forces with independent motivations and inadequate understanding of its broader societal role. Without enterprise architecture, it risks technological disparity, redundancy, and obsolescence. Adopting an interdisciplinary approach, this conceptual paper provides an integrated framework for strategic and architectural planning of digital library services.     Employees’ Financial Insecurity and Health: The Underlying Role of Stress and Work–Family Conflict Appraisals

    Data from two longitudinal samples were utilized to elucidate underlying mechanisms of the well‐established relationship between financial insecurity and health outcomes, stemming from the theoretical rationale of conservation of resources and cognitive appraisal theories. Study 1 (n = 80) consisted of low‐wage food manufacturing employees working full time, while Study 2 (n = 331) was consisted of a larger, heterogeneous sample of full‐time workers representing multiple occupations. Respondents were surveyed on financial insecurity, work‐to‐family conflict (WFC), stress, and health outcomes at two time periods, 3 months apart. Results across our studies provided support for the direct effects of financial insecurity on WFC and stress. In addition, appraisals of WFC and stress serve as significant mediators of the relationship between financial insecurity and health outcomes, including a significant overall lagged effect across time, and perceived stress accounting for the largest proportion of variance in the lagged relationship among Time 1 financial insecurity and Time 2 health outcomes. Besides support for conservation of resources and cognitive appraisal theories, practically, our studies suggest that workplace initiatives to reduce financial insecurity could positively influence employees’ work–family, stress, and health experiences

    Decision Support Tools for Cloud Migration in the Enterprise

    This paper describes two tools that aim to support decision making during the migration of IT systems to the cloud. The first is a modeling tool that produces cost estimates of using public IaaS clouds. The tool enables IT architects to model their applications, data and infrastructure requirements in addition to their computational resource usage patterns. The tool can be used to compare the cost of different cloud providers, deployment options and usage scenarios. The second tool is a spreadsheet that outlines the benefits and risks of using IaaS clouds from an enterprise perspective; this tool provides a starting point for risk assessment. Two case studies were used to evaluate the tools. The tools were useful as they informed decision makers about the costs, benefits and risks of using the cloud.Comment: To appear in IEEE CLOUD 201

    Current Developments in Services for People with Intellectual Disabilities

    [Taken from Executive Summary] This literature review is the culmination of the Saskatchewan Community Living Division jurisdictional study which began in the autumn of 2003. Following a brief survey of developments in providing services to people with intellectual disabilities (hitherto the People) for creating the questionnaire for this study, information was gleaned from the provinces and territories on their services. The CLD Jurisdictional Project was completed in the spring of 2005. Subsequently, a thorough search and examination of pertinent resources for serving this People and for policy development was conducted. From over 800 documents about 350 were selected for this literature review.
