    Sustainability and transparency in computational cognitive neuroscience

    In this talk, I will discuss open science practices that aim to foster sustainability and transparency in computational cognitive neuroscience. First, I will review recent community efforts that aim to ease data sharing and analytical reproducibility, such as the reports of the OHBM Committees on Best Practice in Data Analysis and Sharing (COBIDAS) and the Brain Imaging Data Structures (BIDS). Second, I will discuss neuroimaging data sharing strategies in the light of ethical and legal constraints, such as the European General Data Protection Regulation (GDPR). Finally, I will discuss some common-sense guidelines for day-to-day research practice that aim to maximize the societal impact of computational cognitive neuroscience

    Crossing the Digital Divide: Monism, Dualism and the Reason Collective Action is Critical for Cyber Theory Production

    In studying topics in cyber conflict and cyber-security governance, scholars must ask—arguably more so than has been the case with any other emergent research agenda—where the epistemological and ontological value of different methods lies. This article describes the unique, dual methodological challenges inherent in the multifaceted program on global cyber-security and asks how problematic they are for scholarly efforts to construct knowledge about digital dynamics in world affairs. I argue that any answer to this question will vary depending on how one perceives the social science enterprise. While traditional dualistic perspectives on social science imply unique challenges for researcher, a monistic perspective of Weberian objectivity does not. Regardless of one’s perspective, however, the most important steps to be taken at the level of the research program are clearly those focused on constructing the trappings of community. To this end, I outline steps that might be taken to develop a range of community-building and -supporting mechanisms that can simultaneously support a micro-foundational approach to research and expose community elements to one another. Doing this stands to better opportunities for the production of knowledge and direct researchers towards fruitful avenues whilst shortening gaps between the ivory tower and the real world

    Exploration of Parameter Spaces in a Virtual Observatory

    Like every other field of intellectual endeavor, astronomy is being revolutionised by the advances in information technology. There is an ongoing exponential growth in the volume, quality, and complexity of astronomical data sets, mainly through large digital sky surveys and archives. The Virtual Observatory (VO) concept represents a scientific and technological framework needed to cope with this data flood. Systematic exploration of the observable parameter spaces, covered by large digital sky surveys spanning a range of wavelengths, will be one of the primary modes of research with a VO. This is where the truly new discoveries will be made, and new insights be gained about the already known astronomical objects and phenomena. We review some of the methodological challenges posed by the analysis of large and complex data sets expected in the VO-based research. The challenges are driven both by the size and the complexity of the data sets (billions of data vectors in parameter spaces of tens or hundreds of dimensions), by the heterogeneity of the data and measurement errors, including differences in basic survey parameters for the federated data sets (e.g., in the positional accuracy and resolution, wavelength coverage, time baseline, etc.), various selection effects, as well as the intrinsic clustering properties (functional form, topology) of the data distributions in the parameter spaces of observed attributes.     An approximation to the digital divide among low income people in Colombia, Mexico and PerĂș: two composite indexes

    This study examines the determinants of information and communications technology(ICT) use and access of low-income people in three developing countries: Colombia,Mexico and Peru. We focus on cross-country differences and similarities in ICTs use acrossgender, age, education and income, using two composite indicators of ICT. The mainsimilarity across the countries is that education is by far the single most important factorlimiting the digitalization of low-income people. The impact of income was low althoughpositive. There is not apparently a gender gap in Colombia and Mexico but one in Peru.Our findings also suggest that when using a composite indicator that only include the`advanced ICTsÂŽ, disadvantage people among the low-income people can be moreconstrained in the use and access of more advanced information and communicationstechnologies.****El estudio analiza los determinantes de uso y acceso a las tecnologĂ­as de informaciĂłn ycomunicaciĂłn en personas de bajos ingresos en pasases como Colombia, MĂ©xico y PerĂș.     Measuring Impact: The Art, Science and Mystery of Nonprofit News

    This report seeks to answer the two-pronged question, "What is 'impact,' and how can it be measured consistently across nonprofit newsrooms?" A review of recent, relevant literature and our informal conversations with experts in the field reveal growing ambitions toward the goal of developing a common framework for assessing journalism's impact, yet few definitive conclusions about how exactly to reach that framework. This is especially the case when journalism's "impact" is defined by its ultimate social outcomes -- not merely the familiar metrics of audience reach and website traffic. As with all journalism, the frame defines the story, and audience is all-important. Defining "impact" as a social outcome proves a complicated proposition that generally evolves according to the constituency attempting to define it. Because various stakeholders have their own reasons for wanting to measure the impact of news, understanding those interests is an essential step in crafting measurement tools and interpreting the metrics they produce. Limitations of impact assessment arise from several sources: the assumptions invariably made about the product and its outcome; the divergent and overlapping categories into which nonprofit journalism falls in the digital age; and the intractable problem of attempting to quantify "quality." These formidable challenges, though, don't seem to deter people from posing and attempting to find answers to the impact question. Various models for assessing impact are continually being tinkered with, and lessons from similar efforts in other fields offer useful insight for this journalistic endeavor. And past research has pointed to specific needs and suggestions for ways to advance the effort. From all of this collective wisdom, several principles emerge as the cornerstones upon which to build a common framework for impact assessment

    Managing ubiquitous eco cities: the role of urban telecommunication infrastructure networks and convergence technologies

    A successful urban management system for a Ubiquitous Eco City requires an integrated approach. This integration includes bringing together economic, socio-cultural and urban development with a well orchestrated, transparent and open decision making mechanism and necessary infrastructure and technologies. Rapidly developing information and telecommunication technologies and their platforms in the late 20th Century improves urban management and enhances the quality of life and place. Telecommunication technologies provide an important base for monitoring and managing activities over wired, wireless or fibre-optic networks. Particularly technology convergence creates new ways in which the information and telecommunication technologies are used. The 21st Century is an era where information has converged, in which people are able to access a variety of services, including internet and location based services, through multi-functional devices such as mobile phones and provides opportunities in the management of Ubiquitous Eco Cities. This paper discusses the recent developments in telecommunication networks and trends in convergence technologies and their implications on the management of Ubiquitous Eco Cities and how this technological shift is likely to be beneficial in improving the quality of life and place. The paper also introduces recent approaches on urban management systems, such as intelligent urban management systems, that are suitable for Ubiquitous Eco Cities

    Evaluating the Impact on Market Performance of Investments in Market Information Systems: Methodological Challenges

    Evaluating the impact on market performance of investments in agricultural market information systems (MIS) face several methodological challenges. These fall into two broad categories: (a) defining the dimensions of market performance to measure (which is a function of whom the MIS is designed to serve) and identifying reliable indicators of those performance dimensions, and (b) identifying the causal effects of the MIS. The determination of causal effects in turn requires establishing a credible baseline, measuring “treatment effects” (i.e., the effects on economic behavior of receiving improved information from an MIS), dealing with problems of endogenous placement of treatment, and interpreting the validity of stakeholders’ statements and governments’ revealed preferences regarding the utility of MIS. Many of these challenges arise because improved market information can affect the welfare of market actors through improved market polices and increased competition even if those actors do not have direct access to that information.
