    Effects of Country-of-Origin and Benchmarking on Credibility of Food Quality Assurance Schemes

    Als Reaktion auf die Verbreitung von globalen privaten Lebensmittelstandards gehen einige Entwicklungsländer mit der Gründung eigener nationaler Food Standards einen Weg, um sich in wichtigen Exportländern zu positionieren. Allerdings wirken negative Herkunftsimages dem Aufbau von Glaubwürdigkeit und Anerkennung bei wichtigen internationalen Akteuren entgegen. Diese Studie untersucht die Wirkung von Herkunftsland-Effekten auf die wahrgenommene Glaubwürdigkeit der nationalen Lebensmittelstandards und beurteilt die Benchmarking-Strategien, wie sie von GLOBALG.A.P. und der Global Food Safety Initiative (GFSI) angeboten werden. Die Daten von 301 Lebensmittel-Managern aus Industrie- und Entwicklungsländern wurden durch eine Online-Befragung im Frühjahr 2010 erhoben. Die Befragten wurden gebeten, verschiedene Aspekte der Glaubwürdigkeit von Standards generell zu beurteilen sowie die Glaubwürdigkeit der Food Standards von acht Ländern spezifisch zu bewerten: Australien, China, Ghana, Indien, Italien, Mexiko, dem Vereinigten Königreich und den Vereinigten Staaten. Durch eine Faktorenanalyse und eine lineare Regression wird ein empirisches Modell zur Glaubwürdigkeit von Lebensmittelstandards analysiert. Im Ergebnis zeigt sich, dass "Benchmarking-Signale" erheblich dazu beitragen können, die Glaubwürdigkeit von Lebensmittelstandards in entwickelten Ländern und in Entwicklungsländern zu verbessern

    Regulation and Corruption: Claims, Evidence and Explanations

In a field dominated by economics, the public administration literature has opened the peripheral view of social scientists by bringing evidence to bear on three different claims: that regulation causes corruption but under certain conditions; that it is the quality of regulation to hinder corruption; and, that anti-corruption regulation can aggravate the problem of corruption. After having reviewed and discussed the claims, we turn to recent advances in the literature and make suggestions for future research. We make the case for drawing more attention to regulatory policy instruments and point to the crucial stage of rulemaking. Next, we introduce novel ways to model causality and identify how regulation may explain corruption, contrasting the statistical worldview with set-theoretic explanations. Markets are increasingly open and increasingly homogenized toward international tastes and requirements for levels of quality, packaging, safety, and even process attributes such as socially or environmentally friendly methods. New distribution channels, dominated by larger firms including supermarket retailers, are imposing high performance demands on their value chains. In order to respond to these increasing demands, developing countries are facing an inexorable shift toward more industrialized models of farming systems. This shift presents new challenges for small and medium farmers’ access to markets and their ability to compete.     Assessment of procurement capacity challenges inhibiting public infrastructure procurement: A Nigerian inquiry

Purpose: Public procurement capacity is composed of three facets: individual, organisational and an enabling national environment which encapsulates national legislation, policies and institutional arrangements that can facilitate or hamper the effectiveness of procurement. The purpose of this paper is to investigate the extent to which procurement capacity challenges in the national environment affect the effectiveness of infrastructure procurement by public agencies in Nigeria. Design/methodology/approach: A total of 30 procurement capacity challenges drawn from literature were operationalized in a survey of infrastructure procurement personnel in different tiers of public agencies (i.e. local and state government) in order to ascertain the critical challenges affecting the effectiveness of infrastructure procurement. The survey yielded 288 responses, which were analysed using descriptive statistics, one-sample t-test and independent-samples t-test. Findings: Challenges related to transparency, integrity and accountability are amongst the topmost challenges adversely affecting the effectiveness of public infrastructure procurement. There is limited difference in the extent to which the challenges affect the effectiveness of infrastructure procurement in different tiers of public agencies in Nigeria. Originality/value: Whilst various procurement capacity challenges have been identified in the extent literature, this study has shown that an assessment of their effect on the effectiveness of infrastructure procurement could reveal valuable insights regarding the status of public infrastructure procurement within a country, particularly countries in Sub-Saharan Africa and other developing regions where there is acute infrastructure deficits. Such insights could inform appropriate infrastructure procurement reforms by policy makers, procurement entities and infrastructure funders
