    The search for enablers of continued growth of SMS traffic, as well asthe take-off of the more diversified MMS message contents, open up forenterprises the potential of bulk use of mobile messaging , instead ofessentially one-by-one use. In parallel, such enterprises or valueadded services needing mobile messaging in bulk - for spot use or foruse over a prescribed period of time - want to minimize totalacquisition costs, from a set of technically approved providers ofmessaging capacity.This leads naturally to the evaluation of auctioning for bulk SMS orMMS messaging capacity, with the intrinsic advantages therein such asreduction in acquisition costs, allocation efficiency, and optimality.The paper shows, with extensive results as evidence from simulationscarried out in the Rotterdam School of Management e-Auction room, howmulti-attribute reverse auctions perform for the enterprise-buyer, aswell as for the messaging capacity-sellers. We compare 1- and 5-roundauctions, to show the learning effect and the benefits thereof to thevarious parties. The sensitivity will be reported to changes in theenterprise's and the capacity providers utilities and prioritiesbetween message attributes (such as price, size, security, anddelivery delay).     Electronic Reverse Auctions: Spawning Procurement Innovation in the Context of Arab Culture

    Government e-procurement initiatives have the potential to transform local institutions, but few studies have been published of strategies for implementing specific e-procurement tools, particularly involving procurement by a foreign government adapting to local culture in the Middle East/North Africa (MENA). This case describes procurement at a forward operating base (FOB) in Kuwait in support of operations in Iraq. The government procurers had to deal with a phenomenon unique to the MENA region: wasta. Wasta is a form of social capital that bestows power, influence, and connection to those who possess it, similar to guanxi in China. This study explores the value proposition and limitations of electronic reverse auctions (eRA) with the purpose of sharing best practices and lessons learned for government procurement in a MENA country. The public value framework provides valuable theoretical insights for the implementation of a new government e-procurement tool in a foreign country. In a culture dominated by wasta, the suppliers enjoyed the transparency and merit-based virtues of eRA’s that transferred successfully into the new cultural milieu: potential to increase transparency, competition, efficiency, and taxpayer savings. The practices provided herein are designed specifically to help buyers overcome structural barriers including training, organizational inertia, and a lack of eRA policy and guidance while implementing a new e-procurement tool in a foreign country

    Analysis of multi-attribute multi-unit procurement auctions and capacity-constrained sequential auctions

    This dissertation examines an iterative multi-attribute auction for multi-unit procurement in the first part. A multi-unit allocation problem that allows order split among suppliers is formulated to improve the market efficiency. Suppliers are allowed to provide discriminative prices over units based on their marginal costs. A mechanism called Iterative Multiple-attribute Multiple-unit Reverse Auction (IMMRA) is proposed based on the assumption of the modified myopic best-response strategies. Numerical experiment results show that the IMMRA achieves market efficiency in most instances. The inefficiency occurs occasionally on the special cases when cost structures are significantly different among suppliers. Numerical results also show that the IMMRA results in lower buyer payments than the Vickrey-Clarke-Grove (VCG) payments in most cases. In the second part, two sequential auctions with the Vickrey-Clarke-Grove (VCG) mechanism are proposed for two buyers to purchase multiple units of an identical item. The invited suppliers are assumed to have capacity constraints of providing the required demands. Three research problems are raised for the analysis of the sequential auctions: the suppliers\u27 expected payoff functions, the suppliers\u27 bidding strategies in the first auction, and the buyers\u27 procurement costs. Because of the intrinsic complexity of the problems, we limit our study to a duopoly market environment with two suppliers. Both suppliers’ dominant bidding strategies are theoretically derived. With numerical experiments, suppliers’ expected profits and buyers’ expected procurement costs are empirically analyzed

    Efficient multi-unit procurement mechanism with supply disruption risk

    In this paper, we study the multi-attribute multi-unit procurement mechanism design problem facing a set of potential suppliers who suffer from disruption risks. Each supplier's production cost depends on its disruption probability, and both are private information. We propose a Vickery-Clark-Groves auction with disruption risk (VCG-DR) for this problem and show that the mechanism is incentive-compatible, individual-rational and social efficient. Moreover, we compare the performance of the proposed mechanism and the popular single-attribute multi-unit forward auction (SA-MFV) with reserved attribute by numerical experiments.     Efficient multi-attribute auctions considering supply disruption

    Although supply disruption is ubiquitous because of natural or man-made disasters, many firms still use the price-only reverse auction (only the cost is considered) to make purchase decisions. We first study the suppliers’ equilibrium bidding strategies and the buyer’s expected revenue under the first- and second-price price-only reverse auctions when the suppliers are unreliable and have private information on their costs and disruption probabilities. We show that the two auctions are equivalent and not efficient. Then we propose two easily implementable reverse auctions, namely the first-price and second-price format announced penalty reverse auction (APRA), and show that the “revenue equivalence principle” holds, i.e., the two auctions generate the same ex ante expected profit to the buyer. We further show that the two reverse auctions are efficient and “truth telling” is the suppliers’ dominant strategy in the second-price format APRA.     E-Business Oriented Optimal Online Auction Design

    Online auctions, in the absence of spatial, temporal and geographic constraints, provide an alternative supply chain channel for the distribution of goods and services. This channel differs from the common posted-price mechanism that is typically used in the retail sector. In consumer-oriented markets, buyers can now experience the thrill of ‘winning’ a product, potentially at a bargain, as opposed to the typically more tedious notion of ‘buying’ it. Sellers, on the other hand, have an additional channel to distribute their goods, and the opportunity to liquidate rapidly aging goods at greater than salvage values. The primary facilitator of this phenomenon is the widespread adoption of electronic commerce over an open-source, ubiquitous Internet Protocol (IP) based network. In this paper, we derive an optimal bidding strategy in sequential auctions that incorporates option value assessment.
