    Political Institutions, Voter Turnout and Policy Outcomes

    We question whether the impact of constitutions on economic outcomes (Persson and Tabellini, 2004) is direct. We show that voter turnout is a channel through which forms of government affect economic policies. We provide evidence of the existence of two relationships: the first links constitutions to voter turnout; the second connects voter turnout to policy outcomes. Presidential regimes are found to induce less voter participation in national elections. We then analyze the impact of constitutional variables and voter participation in shaping fiscal policies. Forms of governments lose their explanatory power once participation is accounted for. Higher participation induces an increase in government expenditure, total revenues and welfare state spending. We conclude that forms of government affect policy outcomes through electoral participation.

    Factors influencing student satisfaction and perceived learning in online courses

    Online education, with its genuine characteristics, has changed the way students experience learning processes. This fact led research to study the aspects of online learning settings that influence the way students experience their learning, and several aspects were identified from this effort. However, usually each study focuses on only one or a few of these aspects, and some results are contradictory. In this study the authors consider together, in an integrated model, most of the aspects identified by the literature in order to determine which aspects are more influence for students' satisfaction and perceived learning. With this aim, they conducted a correlation and ANOVA analysis on the responses to a questionnaire answered by 499 students of higher education social sciences online courses in the USA, China and Spain. They found that the most influential aspects of the online courses in social sciences on students' satisfaction and perceived learning were learning content and course design

    The Hetu'u Global Network: Measuring the Distance to the Sun Using the June 5th/6th Transit of Venus

    In the spirit of historic astronomical endeavors, we invited school groups across the globe to collaborate in a solar distance measurement using the rare June 5/6th transit of Venus. In total, we recruited 19 school groups spread over 6 continents and 10 countries to participate in our Hetu'u Global Network. Applying the methods of French astronomer Joseph-Nicolas Delisle, we used individual second and third Venus-Sun contact times to calculate the distance to the Sun. Ten of the sites in our network had amiable weather; 8 of which measured second contact and 5 of which measured third contact leading to consistent solar distance measurements of 152+/-30 million km and 163+/-30 million km respectively. The distance to the Sun at the time of the transit was 152.25 million km; therefore, our measurements are also consistent within 1sigma of the known value. The goal of our international school group network was to inspire the next generation of scientists using the excitement and accessibility of a rare astronomical event.     Evaluating the quality of society and public services

    A person’s quality of life is not only shaped by individual choices and behaviour: the surrounding environment and the public services on offer have a big influence on how people perceive the society they live in and on their evaluation of their own quality of life. Institutions influence the quality of society through collective actions that individuals cannot undertake themselves: for example maintaining schools, hospitals and roads. Public policies are also responsible for ensuring that water and air are not polluted, and for reducing tensions between different social groups. If public policies are effective and these services are provided to a high standard, the quality of society will improve, with a positive impact on the overall quality of life of citizens. This is why European policymakers and citizens share a common concern regarding the quality of society and public services: the actions of policymakers should contribute to improving the quality of citizens’ lives. To evaluate whether this is in fact happening, one needs to look beyond objective measures of material wealth such as gross domestic product (GDP) and find out how citizens assess the conditions in their society. The second European Quality of Life Survey (EQLS), carried out by the European Foundation for the Improvement of Living and Working Conditions (Eurofound) in 2007, asks European citizens to evaluate multiple aspects of quality of society. The result is a comprehensive picture of the diverse social realities in the 27 EU Member States, in Norway, Croatia, the former Yugoslav Republic of Macedonia and Turkey

    Cross-continental comparison of the association between the physical environment and active transportation in children : a systematic review

    Background: The purpose of this systematic review was to determine the relationship between a wide range of physical environmental characteristics and different contexts of active transportation in 6- to 12-year-old children across different continents. Methods: A systematic search was conducted in six databases (Pubmed, Web of Science, Cinahl, SportDiscus, TRIS and Cochrane) resulting in 65 papers, eligible for inclusion. The investigated physical environmental variables were grouped into six categories: walkability, accessibility, walk/cycle facilities, aesthetics, safety, recreation facilities. Results: The majority of the studies were conducted in North America (n = 35), Europe (n = 17) and Australia (n = 11). Active transportation to school (walking or cycling) was positively associated with walkability. Walking to school was positively associated with walkability, density and accessibility. Evidence for a possible association was found for traffic safety and all forms of active transportation to school. No convincing evidence was found for associations between the physical environment and active transportation during leisure. General safety and traffic safety were associated with active transportation to school in North America and Australia but not associated with active transportation to school in Europe. Conclusions: The physical environment was mainly associated with active transportation to school. Continent specific associations were found, indicating that safety measures were most important in relation to active commuting to school in North America and Australia. There is a need for longitudinal studies and studies conducted in Asia, Africa and South-America and studies focusing specifically on active transportation during leisure

    Using an audit tool (MAPS Global) to assess the characteristics of the physical environment related to walking for transport in youth : reliability of Belgian data

    Background: The aim was to examine inter-rater and alternate-form reliability of the Microscale Audit of Pedestrian Streetscapes (MAPS) Global tool to assess the physical environment along likely walking routes in Belgium. Methods: For 65 children participating in the BEPAS-children study, routes between their individual homes and the nearest pre-defined destination were defined. Using MAPS Global, physical environmental characteristics of the routes were audited by 4 trained auditors (2 on-site, 2 online using Google Street View). Inter-rater reliability was studied for on-site and online ratings separately. Alternate-form reliability was examined by comparing on-site with online ratings. Results: Inter-rater reliability for on-site ratings was acceptable for 68% of items (kappa range 0.03–1.00) and for online ratings for 60% of items (kappa range −0.03 to 1.00). Acceptable alternate-form reliability was reported for 60% of items (kappa range −0.01 to 1.00/r range 0.31–1.00). Conclusions: MAPS Global can be used to assess the physical environment of potential walking routes. For areas where Google Street View imagery is widely covered and often updated, MAPS Global can be completed online

    The geographical processes behind innovation: A Europe-United States comparative analysis

    The United States and European Union differ significantly in terms of their innovative capacity: the former have been able to gain and maintain world leadership in innovation and technology while the latter continues to lag. Notwithstanding the magnitude of this innovation gap and the political emphasis placed upon it on both sides of the Atlantic, very little systematic comparative analysis has been carried out on its causes. The empirical literature has emphasised the structural differences between the two continents in the quantity and quality of the major 'inputs' to innovation: R&D investments and human capital. The very different spatial organisation of innovative activities in the EU and the US – as suggested by a variety of contributions in the field of economic geography – could also influence innovative output. This paper analyses and compares a wide set of territorial processes that influence innovation in Europe and the United States. The higher mobility of capital, population, and knowledge in the US not only promotes the agglomeration of research activity in specific areas of the country but also enables a variety of territorial mechanisms to fully exploit local innovative activities and (informational) synergies. In the European Union, in contrast, imperfect market integration, and institutional and cultural barriers across the continent prevent innovative agents from maximising the benefits from external economies and localised interactions, but compensatory forms of geographical process may be emerging in concert with further European integration.

    Rule of Law, Democracy, Openness, and Income: Estimating the Interrelationships

    We estimate the interrelationships among economic institutions, political institutions, openness, and income levels, using identification through heteroskedasticity (IH). We split our cross-national dataset into two sub-samples: (i) colonies versus non-colonies; and (ii) continents aligned on an East-West versus those aligned on a North-South axis. We exploit the difference in the structural variances in these two sub-samples to gain identification. We find that democracy and the rule of law are both good for economic performance, but the latter has a much stronger impact on incomes. Openness (trade/GDP) has a negative impact on income levels and democracy, but a positive effect on rule of law. Higher income produces greater openness and better institutions, but these effects are not very strong. Rule of law and democracy tend to be mutually reinforcing.
