    ABSTRACT In response to the \u27digital divide\u27, national and local governments in the UK, the US and Australia have embarked on various initiatives designed to promote the use of computer networks in low-income communities. These initiatives involve common models of self-help and mutual obligation; the pattern is one where government provides seed funding to encourage public-private partnerships between disadvantaged communities, businesses, philanthropists and universities. Together they rig up a solution to information poverty, giving people access to information technologies in their homes. The idea is that people will be better able to share resources, find work, acquire qualifications, help themselves and trust one another. Already, however, the reality has fallen short of expectations. It taken a long time for technical experimentation to find success; often, meanwhile, the public-private partnership model has broken down. More importantly for broader social policy discussion, there is a prevailing confusion about whether the focus should be on employment, education and training outcomes, or on more diffuse ideas about social cohesion. This paper reviews international examples of success and failure in building wired communities, putting the case for a stronger focus on selfeducation, informal learning and employment outcomes rather than on community-building and social cohesion

    This paper discusses digital communication, activism and political system in Spain from a critical-historical perspective. The results of combined empirical and analytical research indicate that a critical digital public sphere emerged in 2004 affecting the evolution of the political sphere to this day. Traditional parties had a slow and instrumental approach to the digital realm. Conversely, cyber-activism unfolded new options of political action, both in the short and long term, transforming the bipartisan system.El artículo aborda la comunicación digital, el activismo y el sistema político en España desde una perspectiva crítica-histórica.     City networks in cyberspace and time : using Google hyperlinks to measure global economic and environmental crises

    Geographers and social scientists have long been interested in ranking and classifying the cities of the world. The cutting edge of this research is characterized by a recognition of the crucial importance of information and, specifically, ICTs to cities’ positions in the current Knowledge Economy. This chapter builds on recent “cyberspace” analyses of the global urban system by arguing for, and demonstrating empirically, the value of Web search engine data as a means of understanding cities as situated within, and constituted by, flows of digital information. To this end, we show how the Google search engine can be used to specify a dynamic, informational classification of North American cities based on both the production and the consumption of Web information about two prominent current issues global in scope: the global financial crisis, and global climate change

    Developing strong social enterprises : a documentary approach

    Social enterprises are diverse in their mission, business structures and industry orientations. Like all businesses, social enterprises face a range of strategic and operational challenges and utilize a range of strategies to access resources in support of their venture. This exploratory study examined the strategic management issues faced by Australian social enterprises and the ways in which they respond to these. The research was based on a comprehensive literature review and semi-structured interviews with 11 representatives of eight social enterprises based in Victoria and Queensland. The sample included mature social enterprises and those within two years of start-up. In addition to the research report, the outputs of the project include a series of six short documentaries, which are available on YouTube at http://www.youtube.com/user/SocialEnterpriseQUT#p/u. The research reported on here suggests that social enterprises are sophisticated in utilizing processes of network bricolage (Baker et al. 2003) to mobilize resources in support of their goals. Access to network resources can be both enabling and constraining as social enterprises mature. In terms of the use of formal business planning strategies, all participating social enterprises had utilized these either at the outset or the point of maturation of their business operations. These planning activities were used to support internal operations, to provide a mechanism for managing collective entrepreneurship, and to communicate to external stakeholders about the legitimacy and performance of the social enterprises. Further research is required to assess the impacts of such planning activities, and the ways in which they are used over time. Business structures and governance arrangements varied amongst participating enterprises according to: mission and values; capital needs; and the experiences and culture of founding organizations and individuals. In different ways, participants indicated that business structures and governance arrangements are important ways of conferring legitimacy on social enterprise, by signifying responsible business practice and strong social purpose to both external and internal stakeholders. Almost all participants in the study described ongoing tensions in balancing social purpose and business objectives. It is not clear, however, whether these tensions were problematic (in the sense of eroding mission or business opportunities) or productive (in the sense of strengthening mission and business practices through iterative processes of reflection and action). Longitudinal research on the ways in which social enterprises negotiate mission fulfillment and business sustainability would enhance our knowledge in this area. Finally, despite growing emphasis on measuring social impact amongst institutions, including governments and philanthropy, that influence the operating environment of social enterprise, relatively little priority was placed on this activity. The participants in our study noted the complexities of effectively measuring social impact, as well as the operational difficulties of undertaking such measurement within the day to day realities of running small to medium businesses. It is clear that impact measurement remains a vexed issue for a number of our respondents. This study suggests that both the value and practicality of social impact measurement require further debate and critically informed evidence, if impact measurement is to benefit social enterprises and the communities they serve

    Master Planned Communities and Governance

    In the last three decades, a number of master planned communities (MPCs) have been developed in South East Queensland (SEQ) as part of the response to the housing demands of rapid population growth. Developers, state government, local councils and communities play key roles in the production and management of infrastructure and community services in these Masterplanned communities. Alongside rising community expectations regarding quality of services, there is an increasing trend for developers to be involved in either the direct provision of infrastructure, or its funding, with local councils and the state government playing a facilitating role in provision of services alongside their more traditional role of direct provision. It is imperative to understand the governance structures as well as governance challenges of master planned communities at different stages of development. The objectives of this paper are to review governance frameworks and challenges for master planned communities at three critical stages of development: the visioning and planning stage, the implementation stage, and the completion stage. The paper has identified three distinct governance structures of master planned communities – single developer model, principal developer model and government led model. Three case studies from South East Queensland, each being representative of a particular governance structure, are used to evaluate each of the three stages of development with respect to the challenges involved in the provision of infrastructure and services. The paper provides a framework for analysing the relationship between governance structures and the development of master planned communities, focusing on the relationships that exist between institutional stakeholders, and on the potential impacts of the transfer of infrastructure and service provision from private management to community and local control

    Extending Australia's digital divide policy: an examination of the value of social inclusion and social capital policy frameworks

      Digital divide policies have been historically rooted within the information society / knowledge economy credo and as such they have been largely motivated by the anticipated value of Information and Communication Technology (ICT) diffusion. In Australia, a range of government policies have attempted to address inequalities in ICT access and use since the late 1990s. Despite these attempts, key determinants of internet access such as age, income, educational attainment and Indigenous status are proving to be persistent, while more complicated and nuanced factors are likely to be determining the way people use the internet. In order to examine how the social benefits of internet access and use can be understood and harnessed in Australia, this paper explores the implications of adding two concepts to policy deliberations: social inclusion and social capital. In line with the network society thesis, both concepts highlight the way social, political and economic practices, institutions and relationships are increasingly organised through ICT mediated network structures.
