The Diversity of Design of TSOs
International audienceIt is puzzling today to explain diversity and imperfection of actual transmission monopoly designs in competitive electricity markets. We argue that transmission monopoly in competitive electricity markets has to be analysed within a Wilson (2002) modular framework. Applied to the management of electricity flows, at least three modules make the core of transmission design: 1° the short run management of network externalities; 2° the long run management of network investment; and 3° the coordination of neighboring Transmission System Operators for cross border trade. In order to tackle this diversity of designs of TSOs, we show that for each of these modules, three different basic ways of managing them are possible. Among the identified twenty seven options of organisation, we define an Ideal TSO. Second, we demonstrate that 1°monopoly design differs from this Ideal TSO and cannot handle these three modules irrespective of the “institutional” definition and allocation of property rights on transmission; while 2°definition and allocation of property rights on transmission cannot ignore the existing electrical industry and transmission network structure: they have to complement each other to be efficient. Some conclusions for regulatory issues of transmission systems operators are derived from this analysis of network monopoly organisation
Bad Data Injection Attack and Defense in Electricity Market using Game Theory Study
Applications of cyber technologies improve the quality of monitoring and
decision making in smart grid. These cyber technologies are vulnerable to
malicious attacks, and compromising them can have serious technical and
economical problems. This paper specifies the effect of compromising each
measurement on the price of electricity, so that the attacker is able to change
the prices in the desired direction (increasing or decreasing). Attacking and
defending all measurements are impossible for the attacker and defender,
respectively. This situation is modeled as a zero sum game between the attacker
and defender. The game defines the proportion of times that the attacker and
defender like to attack and defend different measurements, respectively. From
the simulation results based on the PJM 5 Bus test system, we can show the

Environmental analysis for application layer networks
Die zunehmende Vernetzung von Rechnern über das Internet lies die Vision von Application Layer Netzwerken aufkommen. Sie umfassen Overlay Netzwerke wie beispielsweise Peer-to-Peer Netzwerke und Grid Infrastrukturen unter Verwendung des TCP/IP Protokolls. Ihre gemeinsame Eigenschaft ist die redundante, verteilte Bereitstellung und der Zugang zu Daten-, Rechen- und Anwendungsdiensten, während sie die Heterogenität der Infrastruktur vor dem Nutzer verbergen. In dieser Arbeit werden die Anforderungen, die diese Netzwerke an ökonomische Allokationsmechanismen stellen, untersucht. Energy Subsidies in the Arab World
The policy of maintaining tight control of domestic energy prices has characterized the political and economic environment in most Arab countries, together with many other parts of the world, for decades. The objectives behind such a policy range from overall welfare objectives such as expanding energy access and protecting poor households’ incomes; to economic development objectives such as fostering industrial growth and smoothing domestic consumption; and to politi- cal considerations, including the distribution of oil and natural gas rents in resource-rich countries. While energy subsidies may be seen as achieving some of a country’s objectives, this paper argues they are a costly and inefficient way of doing so. Energy subsidies distort price signals, with serious implications on efficiency and the optimal allocation of resources. Energy subsidies also tend to be regressive, with high-income households and industries benefiting proportionately most from low energy prices. However, despite such adverse effects, energy subsidies constitute an important social safety net for the poor in many parts of the Arab world, and any attempts to reduce or eliminate them in the absence of compensatory programmes would lead to a decline in households’ welfare and erode the competitiveness of certain industries. Therefore, a critical factor for successful reforms will be the ability of governments to compensate their populations for the reduction or removal of subsidies through carefully designed mitigation measures that protect the poorest and assist the economy in its long-term adaptation. We argue that a reform of energy pric- ing mechanisms in the Arab world may be seen as beneficial from more than one perspective, and as offering potential paths for reform. Nevertheless, this paper recognizes that the current political climate in the region will render the reform of domestic energy prices difficult in practice, such that reform may indeed be a medium- to long-term endeavour
Separation Framework: An Enabler for Cooperative and D2D Communication for Future 5G Networks
Soaring capacity and coverage demands dictate that future cellular networks
need to soon migrate towards ultra-dense networks. However, network
densification comes with a host of challenges that include compromised energy
efficiency, complex interference management, cumbersome mobility management,
burdensome signaling overheads and higher backhaul costs. Interestingly, most
of the problems, that beleaguer network densification, stem from legacy
networks' one common feature i.e., tight coupling between the control and data
planes regardless of their degree of heterogeneity and cell density.
Consequently, in wake of 5G, control and data planes separation architecture
(SARC) has recently been conceived as a promising paradigm that has potential
to address most of aforementioned challenges. In this article, we review
various proposals that have been presented in literature so far to enable SARC.
More specifically, we analyze how and to what degree various SARC proposals
address the four main challenges in network densification namely: energy
efficiency, system level capacity maximization, interference management and
mobility management. We then focus on two salient features of future cellular
networks that have not yet been adapted in legacy networks at wide scale and
thus remain a hallmark of 5G, i.e., coordinated multipoint (CoMP), and
device-to-device (D2D) communications. After providing necessary background on
CoMP and D2D, we analyze how SARC can particularly act as a major enabler for
CoMP and D2D in context of 5G. This article thus serves as both a tutorial as
well as an up to date survey on SARC, CoMP and D2D. Most importantly, the
article provides an extensive outlook of challenges and opportunities that lie
