    The SAMRISK project “Sharing incident and threat information for common situational understanding“ (INSITU) commenced in May 2019. The INSITU project develops solutions for establishing a common situational understanding in complex operations requiring collaboration between several agencies. This involves systematic analysis of existing information sources and defining the information elements that are critical to share in different phases of a crisis situation. In addition, the project will develop procedures and related tool support for efficient collection and integration of information. As part of this work, the project contributes to harmonisation of terminology across agencies to secure effective communication. A map-based interface for display of information from different digital map resources will be developed, as a basis for a common operational picture (COP). This solution will also support evaluation and learning from incidents and emergency exercises. Based on a review of related research, the report briefly summarises the state of the art for the areas focused in the project. Through interviews and discussions with emergency stakeholders, field observation during an exercise, and field visits at operations centres, current practice for information sharing and establishing a COP is analysed. Based on the expressed needs from the emergency stakeholders and our analysis of current practice, the report specifies a set of requirements for information sharing, harmonisation of terminology, use of common map resources, and technology support for evaluation and learning from incidents.publishedVersio

Literature shows that they are often developed from non-user-centric perspectives and are defined in technological terms that arenot adequately capturing the users’ needs.     Design, development, and flight test of a demonstration advanced avionics system

    Ames Research Center initiated a program in 1975 to provide the critical information required for the design of integrated avionics suitable for general aviation. The program emphasized the use of data busing, distributed microprocessors, shared electronic displays and data entry devices, and improved functional capability. Design considerations included cost, reliability, maintainability, and modularity. As a final step, a demonstration advanced avionics system (DAAS) was designed, built, and flight tested in a Cessna 402, twin engine, general aviation aircraft. A functional description of the DAAS, including a description of the system architecture, is presented and the program and flight test results are briefly reviewed

    Enabling Data-Driven Transportation Safety Improvements in Rural Alaska

    Safety improvements require funding. A clear need must be demonstrated to secure funding. For transportation safety, data, especially data about past crashes, is the usual method of demonstrating need. However, in rural locations, such data is often not available, or is not in a form amenable to use in funding applications. This research aids rural entities, often federally recognized tribes and small villages acquire data needed for funding applications. Two aspects of work product are the development of a traffic counting application for an iPad or similar device, and a review of the data requirements of the major transportation funding agencies. The traffic-counting app, UAF Traffic, demonstrated its ability to count traffic and turning movements for cars and trucks, as well as ATVs, snow machines, pedestrians, bicycles, and dog sleds. The review of the major agencies demonstrated that all the likely funders would accept qualitative data and Road Safety Audits. However, quantitative data, if it was available, was helpful

    Tribal Corridor Management Planning: Model, Case Study, and Guide for Caltrans District 1, Research Report 10-01

    In Northern California, tribal governments and personnel of the California Department of Transportation (Caltrans) District 1, have applied innovative context-sensitive solutions to meet a variety of transportation challenges along state highways that traverse tribal lands. This report describes and discusses the efforts under way and offer suggestions for continuing and extending these initiatives through the development of Tribal Corridor Management Plans (TCMPs). The methods employed in this project are multidisciplinary and include: (1) content analysis of existing corridor management plans; (2) literature review to identify “best practices;” (3) participant observation; (4) interviews with local stakeholders; (5) focus group interviews with Caltrans personnel; and (6) landscape analysis. This study’s authors conclude that Caltrans District 1 staff and tribal governments share common goals for highway operations; however, progress —while significant—has been somewhat hampered by geographic and administrative challenges. It is recommended that Caltrans and the tribes seek early and frequent communication and collaboration to overcome these obstacles. Further, they identify several examples of non-standard design elements that could be incorporated into highway improvements to enhance local sense of place among both residents and travelers. A preliminary TCMP for the segment of State Route 96 that lies within the boundaries of the Hoopa Valley Indian Reservation is presented as an example. Beyond its role as a guide for initiating tribal corridor projects within Caltrans District 1, the report should prove instructive for any efforts to enhance sense of place within transportation byways, particularly in Native communities

    TEMPLATES FOR CREATING STANDARDIZED CARTOGRAPHIC PRODUCTSFOR MONTANA COUNTY PRE-DISASTER MITIGATION PLANS

    The Montana Critical Infrastructure GIS Committee, on behalf of the Montana Department of Administration, has been involved for several years in concentrated efforts to make various types of map products available to those involved in emergency management throughout the state. As a component of this process, the Committee authorized funding for a project devoted to the development of standardized map products for pre-disaster mitigation (PDM) plans during the spring of 2006, and the research was completed later that year. The requirement for the development of these plans was established by the Disaster Mitigation Act of 2000. In Montana, implementation of this legislation has taken place at the county and Indian reservation levels of government. The scope of the research conducted was divided into several components. First, various goals were established in order to provide a general sequence of events for the work. These began with identifying any cartographic requirements established by law and included decisions regarding the actual map construction and techniques for describing the processes utilized. Similarly, assumptions regarding software and other issues were made. Numerous experts in the areas of natural and man-made hazards, emergency management, and other fields were contacted in order to identify those cartographic products that would be most useful. The overall mapmaking process was established, map templates were constructed, and detailed instructions were compiled for use by others. The results of this research compiled in a report and submitted to the GIS Committee in November of 2006. This thesis represents the further development of the results of that research

    From the pixels up : processes and procedures in the construction of a neural-site geographic information system

    This study examines the question, is it possible to develop a neutral-site Geographic Information System (GIS) that addresses information needs useful for the training of emergency management personnel? To answer this question a subordinate question requiring an answer is what specific steps are required to accomplish this goal? As a base for the data provided here, the history of cities as an initial root of civilization and the concept of emergency management are discussed. Direct intersections, where the specific applications of emergency management technology provide real benefits to local governmental organizations, such as those at the city level are also considered. One of these potential technologies is a Geographic Information System, or GIS. Using a qualitative method, with thick description, the process and procedures of creating a neutralsite GIS for use in training by organizations who do not currently have access to the technology is then described. The potential benefit for jurisdictions lacking a current GIS is clearly demonstrated. The study concludes with a summation of the research, development and construction of a neutral-site GIS. Specific lessons learned during the entire process are discussed. Finally, areas of further study the process brought to my attention are considered

The year 2016 marks a forceful departure from past findings, as the risks about which the Report has been warning over the past decade are starting to manifest themselves in new, sometimes unexpected ways and harm people, institutions and economies. Warming climate is likely to raise this year's temperature to 1° Celsius above the pre-industrial era, 60 million people, equivalent to the world's 24th largest country and largest number in recent history, are forcibly displaced, and crimes in cyberspace cost the global economy an estimated US$445 billion, higher than many economies' national incomes. In this context, the Reportcalls for action to build resilience – the "resilience imperative" – and identifies practical examples of how it could be done.The Report also steps back and explores how emerging global risks and major trends, such as climate change, the rise of cyber dependence and income and wealth disparity are impacting already-strained societies by highlighting three clusters of risks as Risks in Focus.
