    Low Speed Automation, a French Initiative

    Nowadays, vehicle safety is constantly increasing thanks to the improvement of vehicle passive and active safety. However, on a daily usage of the car, traffic jams remains a problem. With limited space for road infrastructure, automation of the driving task on specific situation seems to be a possible solution. The French project ABV, which stands for low speed automation, tries to demonstrate the feasibility of the concept and to prove the benefits.     Impact of regional technology policy on local economic development

    During the last few years, there has been a wide competition among less favoured regions to attract additional productive capacity. The aim of these policies was to compensate the losses in employment in traditionnal sectors by attracting foreign owned branch plants. However the effectiveness of these policies has been rather limited. Branch plant cannot be considered as autonomous production units. They tend to have a technological strategy defined by their parent firm. Most of the time, this signifies the absence of in-house R&D and limited contacts with local markets. It is likely that this situation prevents the transfer of technology into the local economy. Moreover firms with headquarters located overseas may also disinvest from their host country and move to another region to benefit from other financial assistances. In recent years, new initiatives emerged. Policy makers are trying to build local business networks instead of attracting existing plants. One of the aim of this research paper is to explain the issue facing public authorities which sponsorize these initiatives. We will draw upon case studies made of projects which were coordinated by an association located in Bourges (city located in the Centre of France). The program has been launched in 1996 to alleviate the problems of transition from military to civil industries. The goals of the association are threefold : - For many years firms activities have been dedicated to military related markets. To avoid the closures of their establishments, locally based companies that have been dependent on stable and protective military contracts, need to find new markets. The first aim of the association is to identify these new potential markets. - The second is to foster local inter-firm collaboration. - The third is to establish an information center. We will try to identify barriers to collaboration and reasons which explain firms interest in local networks (Some of the firms which have joined the programme are affiliated companies). Before this empirical study, we will describe the notion of networks and discuss their role in innovation.

    Impersonal efficiency and the dangers of a fully automated securities exchange

    This report identifies impersonal efficiency as a driver of market automation during the past four decades, and speculates about the future problems it might pose. The ideology of impersonal efficiency is rooted in a mistrust of financial intermediaries such as floor brokers and specialists. Impersonal efficiency has guided the development of market automation towards transparency and impersonality, at the expense of human trading floors. The result has been an erosion of the informal norms and human judgment that characterize less anonymous markets. We call impersonal efficiency an ideology because we do not think that impersonal markets are always superior to markets built on social ties. This report traces the historical origins of this ideology, considers the problems it has already created in the recent Flash Crash of 2010, and asks what potential risks it might pose in the future

    VANET Applications: Hot Use Cases

    Current challenges of car manufacturers are to make roads safe, to achieve free flowing traffic with few congestions, and to reduce pollution by an effective fuel use. To reach these goals, many improvements are performed in-car, but more and more approaches rely on connected cars with communication capabilities between cars, with an infrastructure, or with IoT devices. Monitoring and coordinating vehicles allow then to compute intelligent ways of transportation. Connected cars have introduced a new way of thinking cars - not only as a mean for a driver to go from A to B, but as smart cars - a user extension like the smartphone today. In this report, we introduce concepts and specific vocabulary in order to classify current innovations or ideas on the emerging topic of smart car. We present a graphical categorization showing this evolution in function of the societal evolution. Different perspectives are adopted: a vehicle-centric view, a vehicle-network view, and a user-centric view; described by simple and complex use-cases and illustrated by a list of emerging and current projects from the academic and industrial worlds. We identified an empty space in innovation between the user and his car: paradoxically even if they are both in interaction, they are separated through different application uses. Future challenge is to interlace social concerns of the user within an intelligent and efficient driving

    Integration of UAS in the civil airworthiness regulatory system: present and future

    The last years are witnessing a number of initiatives worldwide devoted to assess the safety levels of the unmanned aircraft. These initiatives are very heterogeneous; some of them are centred in airworthiness aspects while others focus on operations. From the point of view of a potential UAS manufacturer the actual situation is plenty of uncertainties in relation to the regulations to be applied for certifying the design, manufacturing and maintenance, and from the point of view of the potential operator the situation is analogous with respect to operational procedures. In the present work the emphasis is on the manufacturer’s situation. The objective of this work is to clarify the present civil airworthiness regulatory scene by summarizing all the regulatory efforts up to date and preparing a comparative analysis of them. In this comparison, the manned regulations are included too. The most representative state-of-the-art UAS are analyzed from the point of view of the existing and the future regulatory framework. The main aspects to be considered are related to the airworthiness certification (performances, structural design, etc) for which a quantitative comparison is established in order to clarify how the new regulatory framework, mainly based on the conventional aircraft certification codes, will affect future UAS, compared to the existing regulation

    Leading in Service Innovation: Three perspectives on service value delivery in a European context

    This paper explores the relationships between the shaping of “service value propositions” according to three dimensions: “intangible mix”, “physical support”, and “time”, and the strengthening of Innovative Capability in service organizations. After the first introductory section, we describe a series of related innovative moves experienced in the European context by leading companies. We analyze how JCDecaux addresses service recipients simultaneously as citizens and consumers, focusing especially on the Cyclocity project. With CS2 Lawyers in the UK, we envision how automation and technology adoption in professional services may lead to significant productivity improvement for the good of society. Finally, we study how SNCF in France has succeeded in implementing a permanently strengthening value proposition in public service through the recent launching of the IDTGV initiative. In these situations, the service companies have clearly addressed their market considering three different forms of interrelated, yet distinct, targets: “ultimate beneficiaries”, “paying bodies”, and entities or individuals who somehow “prescribe” the consumption of services. In these three situations, we investigate the robustness of the “value propositions” thus implemented, and analyze the particular role played by technology in the success of the new ventures.Service and innovation; value proposition; technology implementation

    Authority Management and Conflict Solving in Human-Machine Systems

    This paper focuses on vehicle-embedded decision autonomy and the human operator’s role in so-called autonomous systems. Autonomy control and authority sharing are discussed, and the possible effects of authority conflicts on the human operator’s cognition and situation awareness are highlighted. As an illustration, an experiment conducted at ISAE (the French Aeronautical and Space Institute) shows that the occurrence of a conflict leads to a perseveration behavior and attentional tunneling of the operator. Formal methods are discussed to infer such attentional impairment from the monitoring of physiological and behavioral measures and some results are given
