    Government Failure in Urban Transportation

    This paper assesses governmental performance in its investment, provision and regulation of urban transportation. Attention is given to public bus and rail transit and road transportation. Evidence based on urban transport in US cities reveals substantial allocative and technical inefficiencies that have led to large public transit deficits and severe highway congestion. I argue that it is futile to expect public officials to remedy the situation by pursuing more efficient policies such as congestion pricing and weighing costs and benefits when deciding transit service. The problem is that urban transportation policy is largely shaped by entrenched political forces that inhibit constructive change. The only realistic way to improve the system is to shield it from those influences and expose it to market forces by privatising it. This position is supported by empirical evidence based on simulations for the US and the UK’s early experience with privatisation.

    Comparison of Performance of SSSC and TCPS in Automatic Generation Control of Hydrothermal System Under Deregulated Scenario

    This paper presents the modelling and simulation of Static Synchronous Series Compensator (SSSC) in a two area system for Automatic Generation Control (AGC) under deregulated environment. The modelling of Thyristor Controlled phase Shifter (TCPS) is also carried out and comparison is made between SSSC and TCPS. A two area hydrothermal system under deregulated environment has been considered for this purpose.  The devices are modeled and attempt has been made to incorporate these devices in the two area system thus improving the dynamic response of the system. The effect of these parameters on the system is demonstrated with the help of computer simulations. A systematic method has also been demonstrated for the modeling of this component in the system. Computer simulations reveal that due to the presence of SSSC along with TCPS, the dynamic performance of the system in terms of settling time, overshoot is greatly improved than that of without SSSC.DOI:http://dx.doi.org/10.11591/ijece.v1i1.2

    ANALYSIS OF DEREGULATED ELECTRIC POWER SECTOR AND EMERGING ANCILLARY SERVICES IN NIGERIA

    Ancillary services on the interconnected grid are necessary support for power transmission while maintaining reliable operation and to ensure exact level of quality and safety. So many activities of the operator are classified under the preview of ancillary services and the correct meaning and explanation of some of these services and distinctions are given enough clarity. The basic three ancillary services with importance that are provided by the independent power producers in a deregulated power set up are; (i) system voltage profile maintenance in an adequate range, (ii) keeping system frequency within economically related value and (iii) maintaining the system security with required spinning reserve. An overview of how reactive power, spinning reserves and frequency regulation services are managed by the system operator in a deregulated electricity markets in Nigeria is presented. Economic models are proposed for participants in reactive power, spinning reserve and frequency regulation service markets. With the optimal procurement of the ancillary services by the independent power producers in consideration, this work attempt to obtain a beneficial plan for the power system, from both technical and economical views and prospects.     Self-adaptive fuzzy-PID controller for AGC study in deregulated Power System

    The aim of this paper elucidates the AGC issues in a large scale interconnected power system incorporating HVDC link under the deregulated environment. The performance of the system is degraded under the influence of abrupt load change, and parameter variation. To perceive a reliable and quality power supply, secondary robust controllers are essential. A novel self-adaptive Fuzzy-PID controller is proposed to ameliorate the dynamic performance of both the conventional PID and Fuzzy-PID controller, employed in the restructured power system. In self-adaptive Fuzzy-PID controller unlike the Fuzzy-PID controller, the output scaling factors are tuned dynamically while the controller is functioning. These three controllers are designed by enumerating different gains and scaling factors, applying a budding nature-inspired algorithm known as Wild Goat Algorithm (WGA). The superior dynamic performance of frequency and tie-line power deviation under self-adaptive Fuzzy-PID controller in comparison to its' counterparts is investigated by dispatching the scheduled and unscheduled power under different contracts such as poolco based transaction, bilateral transaction and contract violation based transaction through different tie-lines. The dynamic response under parameter variation and random load perturbation confers the robustness of the proposed controller

    Automatic generation control of a hydro - thermal and thermal - thermal systems in a deregulated environment

    This paper deals with the applications of automatic generation control (AGC) of a hydro —thermal and thermal—thermal systems in a power system deregulated environment and makes an attempt to provide a new practical AGC model to fulfill the needs of a modern restructured hydro-thermal and thermal -thermal power system. Several Distribution Company, distribution Participation Matrix,and area participation factor have been tried out and dynamic responses for frequency, tie line flow and power generations are obtained to examine the performance of the system in deregulated environment considering integral controllers. Investigations have been also carried out to study the effect of generation rate constraint and the importance of APF in deregulated environment. Study also reveals that the conventional integral controllers are quite robust than PI and PID controllers and the optimum integral gains once set for nominal condition need not be changed for +25% variations in system parameters and +20% variations in operating load condition from their nominal values
