An architectural selection framework for data fusion in sensor platforms
Thesis (S.M.)--Massachusetts Institute of Technology, System Design and Management Program, February 2007.Includes bibliographical references (leaves 97-100).The role of data fusion in sensor platforms is becoming increasingly important in various domains of science, technology and business. Fusion pertains to the merging or integration of information towards an enhanced level of awareness. This thesis provides a canonical overview of several major fusion architectures developed from the remote sensing and defense community. Additionally, it provides an assessment of current sensors and their platforms, the influence of reliability measures, and the connection to fusion applications. We present several types of architecture for managing multi-sensor data fusion, specifically as they relate to the tracking-correlation function and blackboard processing representations in knowledge engineering. Object-Process Methods are used to model the information fusion process and supporting systems. Several mathematical techniques are shown to be useful in the fusion of numerical properties, sensor data updating and the implementation of unique detection probabilities. Finally, we discuss the importance of fusion to the concept and operation of the Semantic Web, which promises new ways to exploit the synergy of multi-sensor data platforms. This requires the synthesis of fusion with ontology models for knowledge representation. We discuss the importance of fusion as a reuse process in ontological engineering, and review key lifecycle models in ontology development. The evolutionary approach to ontology development is considered the most useful and adaptable to the complexities of semantic networks. Several potential applications for data fusion are screened and ranked according to the Joint Directors of Laboratories (JDL) process model for information fusion. Based on these predetermined criteria, the case of medical diagnostic imaging was found to offer the most promising applications for fusion, on which future product platforms can be built.by Atif R. Approved for public release; distribution is unlimitedAs part of a Naval Postgraduate School's capstone project in Systems Engineering, a project team from Cohort 311-0911 performed a Systems Engineering analysis. This Project focused on defining alternatives for enhanced Anti-Surface Warfare (ASUW) mission effectiveness through increased interoperability and integration for the Fire Scout Unmanned Air Vehicle and Seahawk helicopter. Specifically, the Project explored the available trade space for enhancing communications back to the ship for analysis and decision-making. Modeling and Simulation (MandS) was used to assess the impact of enhanced communication on specific Key performance Parameters (KPPs) and Measures of Effectiveness (MOEs) associated with the ASUW mission. Once the trade space was defined, alternatives were analyzed and a recommendation provided that supports near-, mid-, and long-term mission enhancement

Implications of Service Cyberspace Component Commands for Army Cyberspace Operations
The first 7 years of U.S. Cyber Command operations are paved with milestones that mark the steady operationalization of modern cyberspace as the newest domain of military conflict as well as a realm of international power. The creation of the Cyber Mission Force and Joint Force Headquarters-Cyber are significant steps toward improving the timeliness and effectiveness of cyberspace operations that directly support combatant commands and the whole-of-government responses to cyberspace threats. 2016 International Land Model Benchmarking (ILAMB) Workshop Report
As earth system models (ESMs) become increasingly complex, there is a growing need for comprehensive and multi-faceted evaluation of model projections. To advance understanding of terrestrial biogeochemical processes and their interactions with hydrology and climate under conditions of increasing atmospheric carbon dioxide, new analysis methods are required that use observations to constrain model predictions, inform model development, and identify needed measurements and field experiments. Better representations of biogeochemistryclimate feedbacks and ecosystem processes in these models are essential for reducing the acknowledged substantial uncertainties in 21st century climate change projections
Proceedings of the 2004 ONR Decision-Support Workshop Series: Interoperability
In August of 1998 the Collaborative Agent Design Research Center (CADRC) of the California Polytechnic State University in San Luis Obispo (Cal Poly), approached Dr. Phillip Abraham of the Office of Naval Research (ONR) with the proposal for an annual workshop focusing on emerging concepts in decision-support systems for military applications. The proposal was considered timely by the ONR Logistics Program Office for at least two reasons. First, rapid advances in information systems technology over the past decade had produced distributed collaborative computer-assistance capabilities with profound potential for providing meaningful support to military decision makers. Indeed, some systems based on these new capabilities such as the Integrated Marine Multi-Agent Command and Control System (IMMACCS) and the Integrated Computerized Deployment System (ICODES) had already reached the field-testing and final product stages, respectively.
Second, over the past two decades the US Navy and Marine Corps had been increasingly challenged by missions demanding the rapid deployment of forces into hostile or devastate dterritories with minimum or non-existent indigenous support capabilities. Under these conditions Marine Corps forces had to rely mostly, if not entirely, on sea-based support and sustainment operations. Particularly today, operational strategies such as Operational Maneuver From The Sea (OMFTS) and Sea To Objective Maneuver (STOM) are very much in need of intelligent, near real-time and adaptive decision-support tools to assist military commanders and their staff under conditions of rapid change and overwhelming data loads.
In the light of these developments the Logistics Program Office of ONR considered it timely to provide an annual forum for the interchange of ideas, needs and concepts that would address the decision-support requirements and opportunities in combined Navy and Marine Corps sea-based warfare and humanitarian relief operations. The first ONR Workshop was held April 20-22, 1999 at the Embassy Suites Hotel in San Luis Obispo, California. It focused on advances in technology with particular emphasis on an emerging family of powerful computer-based tools, and concluded that the most able members of this family of tools appear to be computer-based agents that are capable of communicating within a virtual environment of the real world. From 2001 onward the venue of the Workshop moved from the West Coast to Washington, and in 2003 the sponsorship was taken over by ONRâs Littoral Combat/Power Projection (FNC) Program Office (Program Manager: Mr. Barry Blumenthal). Epoxy resins show a combination of thermal stability, good mechanical performance, and durability, which make these materials suitable for many applications in the Aerospace industry. Different types of curing agents can be utilized for curing epoxy systems. The use of aliphatic amines as curing agent is preferable over the toxic aromatic ones, though their incorporation increases the flammability of the resin. Recently, we have developed different hybrid strategies, where the sol-gel technique has been exploited in combination with two DOPO-based flame retardants and other synergists or the use of humic acid and ammonium polyphosphate to achieve non-dripping V-0 classification in UL 94 vertical flame spread tests, with low phosphorous loadings (e.g., 1-2 wt%). These strategies improved the flame retardancy of the epoxy matrix, without any detrimental impact on the mechanical and thermal properties of the composites. Finally, the formation of a hybrid silica-epoxy network accounted for the establishment of tailored interphases, due to a better dispersion of more polar additives in the hydrophobic resin
Successful Strategies for Using Knowledge Management in Small and Medium-Sized Enterprises
Knowledge management (KM) is vital for an organization to succeed in a highly dynamic and competitive world. The purpose of this multiple case study was to explore strategies that managers of small and medium-sized enterprises (SMEs) use to effectively integrate KM into business practices. The study population comprised 5 managers from 2 SMEs operating in Uganda. The eligibility criteria for this study were that participants had to be from Ugandan SMEs with a knowledge-intensive environment, managers with some responsibility of KM in the organization, and experienced with at least 1 year of successful KM practices. The conceptual framework for this study was theory z. Data were collected through face-to-face, semistructured interviews and reviews of company documents. Member checking was completed to strengthen credibility and trustworthiness. After methodological triangulation of the data sources collected and completion of Yin\u27s 5-step process of data analysis, 5 themes emerged: having supportive leadership, ensuring sustainability, embedding KM practices in the organization culture, socialization, and embracing modern technology. The findings of this study might promote social change by supporting SME managers\u27 use of KM to expand opportunities for employees to learn new skills and knowledge leading to the expansion of employment opportunities
