    The coming of California High-Speed Rail (HSR) offers opportunities for positive urban transformations in both first-tier and second-tier cities. The research in this report explores the different but complementary roles that first-tier and second-tier cities along the HSR network can play in making California more sustainable and less dependent on fossil fuels while reducing mobile sources of greenhouse gas emissions and congestion at airports and on the state’s roadways. Drawing from case studies of cities in Northern and Southern California, the study develops recommendations for the planning, design, and programming of areas around California stations for the formation of transit-supportive density nodes

    Promoting Intermodal Connectivity at California’s High Speed Rail Stations

    High-speed rail (HSR) has emerged as one of the most revolutionary and transformative transportation technologies, having a profound impact on urban-regional accessibility and inter-city travel across Europe, Japan, and more recently China and other Asian countries. One of HSR’s biggest advantages over air travel is that it offers passengers a one-seat ride into the center of major cities, eliminating time-consuming airport transfers and wait times, and providing ample opportunities for intermodal transfers at these locales. Thus, HSR passengers are typically able to arrive at stations that are only a short walk away from central business districts and major tourist attractions, without experiencing any of the stress that car drivers often experience in negotiating such highly congested environments. Such an approach requires a high level of coordination and planning of the infrastructural and spatial aspects of the HSR service, and a high degree of intermodal connectivity. But what key elements can help the US high-speed rail system blend successfully with other existing rail and transit services? That question is critically important now that high-speed rail is under construction in California. The study seeks to understand the requirements for high levels of connectivity and spatial and operational integration of HSR stations and offer recommendations for seamless, and convenient integrated service in California intercity rail/HSR stations. The study draws data from a review of the literature on the connectivity, intermodality, and spatial and operational integration of transit systems; a survey of 26 high-speed rail experts from six different European countries; and an in-depth look of the German and Spanish HSR systems and some of their stations, which are deemed as exemplary models of station connectivity. The study offers recommendations on how to enhance both the spatial and the operational connectivity of high-speed rail systems giving emphasis on four spatial zones: the station, the station neighborhood, the municipality at large, and the region

Using a multi-method approach to research and develop a framework for smart cities, this study provides a framework that can be employed to: Understand what a smart city is and how to replicate smart city successes; The role of pilot projects, metrics, and evaluations to test, implement, and replicate strategies; and Understand the role of shared micromobility, big data, and other key issues impacting communities.     73 pagesDes Moines has become a city disconnected from its metropolitan suburbs. As the metro area has expanded, the growth has been limited primarily to the suburbs. While the downtown has experienced an “urban renaissance” in the past decade, citizens continue to report that they don’t go downtown because of parking issues and the fact that they can do or buy the same things more conveniently in their own suburb. This paper examines the history and economic conditions that led to this problem and seeks to propose a long-term option to address it: expanding the public transportation system and modifying it to incorporate the benefits of a hub-and-spoke model. In the course of this analysis, the authors conducted a survey of Des Moines and suburban residents to determine their attitudes regarding downtown and public transportation options. They also compared Des Moines to several other Midwestern cities with more mature transportation systems. The proposed changes to the system include designating High Occupancy Vehicle (HOV) lanes on metro interstate highways and upgrades to the bus system that could be incorporated into the current Des Moines Area Regional Transportation (DART) authority’s long-term plan, DART Forward 2035. In addition, the team suggests that the Des Moines Area Metropolitan Planning Organization should reassess the feasibility of a light rail system and/or an electric streetcar system.Professor Allen Zagoren DO, MP

    Crisis and protection in the automotive industry : a global value chain perspective

    In this paper the authors apply global value chain (GVC) analysis to recent trends in the global automotive industry, with special attention paid to government interventions triggered by the recent economic crisis. The authors first highlight some of the defining characteristics of GVCs in this important industry, especially the unusually strong regional structure of production and sales. National political institutions create pressure for local content, which drives production close to end markets, where it tends to be organized nationally or regionally. They then examine policy reactions to the recent economic crisis, and provide some discussion of the government interventions in the industry.     Effects of the crisis on the automotive industry in developing countries : a global value chain perspective

    This paper applies global value chain analysis to study recent trends in the global automotive industry. The authors pay special attention to the effects of the recent economic crisis on the industry in developing countries. The principal finding is that the crisis has accelerated pre-crisis trends toward greater importance of the industry in the South. More rapid growth of car ownership is the impetus, but the co-location and close interaction of suppliers and lead firms in this industry is an important catalyst. Opportunities to move up in the value chain for suppliers in emerging economies have proliferated and are likely to become even stronger now that an increasing number of new models are developed specifically for markets in developing countries. The co-location of assembly and parts plants in national and regional production systems has largely confined the impact of sales declines during the crisis to each country/region.
