    The article highlights the scientific substantiation of perspective ways of innovative development of national agricultural advisory services in the context of stimulating economic development in rural areas of Ukraine in the conditions of decentralization of power. The study allowed to establish the existing imbalance in the ratio of the main types of agricultural enterprises and agricultural service cooperatives, falling on one advisory service, as well as to determine the causes of significant imbalances in the regional context, the determination of which offers a number of key innovation priorities, activating the integration of education, research, marketing, economic and financial, consulting and other services necessary to provide a complete infrastructure of the economy of rural areas with the potential of basic institutions of NAAS and MES

    Turkish farmers who engage in soil cultivation have to face a number of serious problems, ranging from the loss of agricultural land to climate change. Moreover, they cannot earn a living from agriculture due to high production costs, intermediation system in the trade of agricultural products and insufficient financial support. The price increases in chemical fertilizers range from 55% to 82% while the price increase in diesel oil is 47% in the 2010 2014 period. However, the increase in area-based financial support is only 29% in the same period. Therefore, it is required that the state takes all measures to resolve the problems of Turkish farmers. Preventing the misuse of agricultural land as well as its use for non-agricultural purposes, updating financial support for agriculture with respect to the price increases in agricultural inputs and developing a new agricultural policy which will focus on climate change are only some of the measures which should be implemented without delay in Turkey

    Although the family farm remains the dominant organisational form for farms there are changes in the legal mode of organisation. Applying the new institutional economics and economic organisation theory the different organisation modes are explained, mainly in terms of control and income rights. Important factors are (limited) liability, risk-bearing costs, transaction costs, and residual control and income rights. In an empirical follow-up, based on a sample among 3100 farmers in the Netherlands, the impact of farmers' attitudes, farm advisory network, and structural variables on organisation choice are analysed. Especially the financial advisors appear to play a significant role in the choice of organisation mode.     FIGHTING ECONOMIC CRIME IN THE EUROPEAN ARENA

    The present paper tries to put together a modest study on the actions taken at EU level in order to fight economic crime. A series of measures have been implemented at national and European level to create a framework for fighting criminality. The European institutions and the national authorities are improving their cooperation in order to fight the increasing number of economic crimes committed both in the private and public sector, while Member States are approximating their legislation to the provisions of the Community acquis. We have divided these efforts into five categories corresponding to the five main areas of economic crime identified at EU level: fight against fraud, which affects the financial interests of the European Union and mainly comprises fraudulent practices in the use of EU funds and in taxation, fight against piracy and counterfeiting, public and private corruption, money laundering and organised crime. In order to combat the negative influence criminality exerts on the development of the economy and of the overall society, for each of the above mentioned areas legislative, institutional, technical and administrative measures have been adopted.     Regulating khat - Dilemmas and opportunities for the international drug control system

    Background: The regulation of khat, one of the most recent psychoactive drugs to become a globally traded commodity, remains hotly contested within different producer and consumer countries. As regimes vary, it has been possible to compare khat policies in Africa, Europe and North America from different disciplinary perspectives. Methods: Field research was conducted in East Africa and Europe, using a combination of semistructured interviews, participant observation and the analysis of trade statistics. Results: The research established the significance of khat for rural producers, regional economies, as a tax base and source of foreign exchange. At the same time, khat as a psychoactive substance is associated with health and public safety problems that in turn are met with often ill-informed legislative responses. Bans have in turn lead to the criminalisation of users and sellers and illegal drug markets. Conclusion: The empirical work from Africa provides a strong argument for promoting evidence-based approaches to khat regulation, harnessing the positive aspects of the khat economy to develop a control model that incorporates the voices and respects the needs of rural producers. Ultimately, the framework for khat may provide both a model and an opportunity for revising the international treaties governing the control of other plant psychoactive-based substances
