    Keep the Change: Clusters of Faculty Opinion on Open Access

    The authors discovered faculty opinions about open access by employing Q methodology, a research method combining qualitative and quantitative methods to analyze subjects' attitudes about a given topic. Q methodology, using three main steps, identifies and isolates opinion types. The first step is the collection of subjective statements, largely from qualitative interviews. The next step, called the Q-sort, involves subjects sorting these statements along a continuum. Finally, Q-sort results are analyzed using a statistical technique called factor analysis. Using specialized software, factor analysis generates clusters of opinions. In this Q study, factor analysis revealed three distinct factors that outlined clusters of faculty opinions about open access. The authors described these factors as “Evangelists,” “Pragmatists,” and “Traditionalists.” Each of these factors represents a group of faculty on Miami University’s Oxford campus who hold specific attitudes and opinions regarding open access. Implications for future library initiatives implementing open access programs, services, and policies are discussed, as are directions for additional research

    Delayed Open Access – an overlooked high-impact category of openly available scientific literature

    Delayed open access (OA) refers to scholarly articles in subscription journals made available openly on the web directly through the publisher at the expiry of a set embargo period. Though a substantial number of journals have practiced delayed OA since they started publishing e-versions, empirical studies concerning open access have often overlooked this body of literature. This study provides comprehensive quantitative measurements by identifying delayed OA journals, collecting data concerning their publication volumes, embargo lengths, and citation rates. Altogether 492 journals were identified, publishing a combined total of 111 312 articles in 2011. 77,8 % of these articles were made open access within 12 months from publication, with 85,4 % becoming available within 24 months. A journal impact factor analysis revealed that delayed OA journals have on average twice as high average citation rates compared to closed subscription journals, and three times as high as immediate OA journals. Overall the results demonstrate that delayed OA journals constitute an important segment of the openly available scholarly journal literature, both by their sheer article volume as well as by including a substantial proportion of high impact journals.peerReviewe

    Mandates and the Contributions of Open Genomic Data

    This research attempts to seek changing patterns of raw data availability and their correlations with implementations of open mandate policies. With a list of 13,785 journal articles whose authors archived datasets in a popular biomedical data repository after these articles were published in journals, this research uses regression analysis to test the correlations between data contributions and mandate implementations. It finds that both funder-based and publisher-based mandates have a strong impact on scholars’ likelihood to contribute to open data repositories. Evidence also suggests that like policies have changed the habit of authors in selecting publishing venues: open access journals have been apparently preferred by those authors whose projects are sponsored by the federal government agencies, and these journals are also highly ranked in the biomedical fields. Various stakeholders, particularly institutional administrators and open access professionals, may find the findings of this research helpful for adjusting data management policies to increase the number of quality free datasets and enhance data usability. The data-sharing example in biomedical studies provides a good case to show the importance of policy-making in the reshaping of scholarly communication

    Leveraging the growth of open access in library collection decision making

    A primary goal for collection management is assessing the relative value of continuing information resources. A variety of new environmental factors and data are pertinent to relative value. One of the emerging metrics is the degree to which the articles within a subscription journal are also available open access (OA). That OA level directly affects the value of a journal subscription. This paper outlines a theoretical model for accounting for open access in decision making by proposing an Open Access-adjusted Cost per Download metric. Refinements to the metric are also discussed, as well as how it can be applied, and the broader scholarly communication implications of leveraging open access in library decision making

    The Scholarly Communications Needs of Faculty: An Evidence-Based Foundation for the Development of Library Services

    Objectives – This exploratory research seeks to broadly understand the publishing behaviours and attitudes of faculty, across all disciplines, at the University of Saskatchewan in response to the growing significance of open access publishing and archiving. The objective for seeking this understanding is to discover the current and emerging needs of researchers in order to determine if scholarly communications services are in demand here and, if so, to provide an evidence-based foundation for the potential future development of such a program of services at the University Library, University of Saskatchewan. Methods – All faculty members at the University of Saskatchewan were sent personalized email invitations to participate in a short online survey during the month of November 2012. The survey was composed of four parts: Current Research and Publishing Activities/Behaviours; Open Access Behaviours, Awareness, and Attitudes; Needs Assessment; and Demographics. Descriptive and inferential statistics were calculated. Results – The survey elicited 291 complete responses – a 21.9% response rate. Results suggest that faculty already have a high level of support for the open access movement, and considerable awareness of it. However, there remains a lack of knowledge regarding their rights as authors, a low familiarity with tools available to support them in their scholarly communications activities, and substantial resistance to paying the article processing charges of some open access journals. Survey respondents also provided a considerable number of comments – perhaps an indication of their engagement with these issues and desire for a forum in which to discuss them. It is reasonable to speculate that those who chose not to respond to this survey likely have less interest in, and support of, open access. Hence, the scholarly communications needs of this larger group of non-respondents are conceivably even greater. Conclusion – Faculty at the University of Saskatchewan are in considerable need of scholarly communications services. Areas of most need include: advice and guidance on authors’ rights issues such as retention of copyright; more education and support with resources such as subject repositories; and additional assistance with article processing charges. The University Library could play a valuable role in increasing the research productivity and impact of faculty by aiding them in these areas

    Open Access Publishing and Social Justice: Scranton’s Perspectives

    Purpose: To explore The University of Scranton faculty’s perspectives on open access publishing and to determine if open access is a social justice issue. Participants: Full-time faculty and administrators were invited to participate. Method: An anonymous survey was administered to full-time faculty and administrators to determine their knowledge of and perspectives on open access publishing. The study also sought to determine if open access is a social justice issue based on a definitional and descriptive argument. Results: Most faculty feel positively about open access, but they don’t feel compelled to publish in open access journals in part due to how they believe their colleagues perceive open access publications. In addition, many faculty are unsure if open access is a social justice issue. An exploration of the literature and an examination of the mission of the Society of Jesus shows that the development of open access policies at AJCU schools would be beneficial to faculty, the open access movement, and in line with the social justice principles of the Society of Jesus. Conclusions: Open access publishing is a social justice issue that needs to be fostered and encouraged in AJCU schools so that our mission and the goals of open access can work together symbiotically

    Open Access Publishing: A Literature Review

    Within the context of the Centre for Copyright and New Business Models in the Creative Economy (CREATe) research scope, this literature review investigates the current trends, advantages, disadvantages, problems and solutions, opportunities and barriers in Open Access Publishing (OAP), and in particular Open Access (OA) academic publishing. This study is intended to scope and evaluate current theory and practice concerning models for OAP and engage with intellectual, legal and economic perspectives on OAP. It is also aimed at mapping the field of academic publishing in the UK and abroad, drawing specifically upon the experiences of CREATe industry partners as well as other initiatives such as SSRN, open source software, and Creative Commons. As a final critical goal, this scoping study will identify any meaningful gaps in the relevant literature with a view to developing further research questions. The results of this scoping exercise will then be presented to relevant industry and academic partners at a workshop intended to assist in further developing the critical research questions pertinent to OAP

    Effective practices and strategies for open access outreach: A qualitative study

    President's SSHRC (U of S)Peer ReviewedINTRODUCTION There are many compelling reasons to make research open access (OA), but raising the awareness of faculty and administrators about OA is a struggle. Now that more and more funders are introducing OA policies, it is increasingly important that researchers understand OA and how to comply with these policies. U.K. researchers and their institutions have operated within a complex OA policy environment for many years, and academic libraries have been at the forefront of providing services and outreach to support them. This article discusses the results of a qualitative study that investigated effective practices and strategies of OA outreach in the United Kingdom. METHODS Semistructured interviews were conducted with 14 individuals at seven universities in the United Kingdom in late 2015. Transcripts of these interviews were analyzed for dominant themes using an inductive method of coding. RESULTS Themes were collected under the major headings of “The Message”; “Key Contacts and Relationships”; “Qualities of the OA Practitioner”; and “Advocacy versus Compliance.” DISCUSSION Results indicate that messages about OA need to be clear, concise, and jargon free. They need to be delivered repeatedly and creatively adapted to specific audiences. Identifying and building relationships with influencers and informers is key to the uptake of the message, and OA practitioners must have deep expertise to be credible as the messengers. CONCLUSION This timely research has immediate relevance to North American libraries as they contend with pressures to ramp up their own OA outreach and support services to assist researchers in complying with new federal funding policies

    Open Access to the Scientific Journal Literature: Situation 2009

    Background: The Internet has recently made possible the free global availability of scientific journal articles. Open Access (OA) can occur either via OA scientific journals, or via authors posting manuscripts of articles published in subscription journals in open web repositories. So far there have been few systematic studies showing how big the extent of OA is, in particular studies covering all fields of science. Methodology/Principal Findings: The proportion of peer reviewed scholarly journal articles, which are available openly in full text on the web, was studied using a random sample of 1837 titles and a web search engine. Of articles published in 2008, 8,5% were freely available at the publishers’ sites. For an additional 11,9% free manuscript versions could be found using search engines, making the overall OA percentage 20,4%. Chemistry (13%) had the lowest overall share of OA, Earth Sciences (33%) the highest. In medicine, biochemistry and chemistry publishing in OA journals was more common. In all other fields author-posted manuscript copies dominated the picture. Conclusions/Significance: The results show that OA already has a significant positive impact on the availability of the scientific journal literature and that there are big differences between scientific disciplines in the uptake. Due to the lack of awareness of OA-publishing among scientists in most fields outside physics, the results should be of general interest to all scholars. The results should also interest academic publishers, who need to take into account OA in their business strategies and copyright policies, as well as research funders, who like the NIH are starting to require OA availability of results from research projects they fund. The method and search tools developed also offer a good basis for more in-depth studies as well as longitudinal studies

    Publications and Evaluations: Conducting a Baseline Assessment of Open Access Adoption and Support at an R2 University

    INTRODUCTION This study reflects a mid-size university library’s first attempt to assess faculty research output to shape future scholarly communications efforts. METHODOLOGY The assessment combined a qualitative analysis of the university’s reappointment, promotion, and tenure (RPT) documents with a quantitative analysis of faculty publications recorded in Digital Measures from 2015-2019. The RPT documents were coded to determine which indicators of scholarly value were emphasized, then compared with data on where and how faculty were publishing. RESULTS Within RPT documents, peer review was frequently emphasized, but open access and predatory publishing were not mentioned. The majority of publications occurred in hybrid journals, and publishing was concentrated among only a handful of publishers, with 11 publishers responsible for 62% of faculty’s research output. OA journal publications have risen slightly in recent years but still accounted for only 20.7% of UCCS publications. However, predatory publishing was very low, accounting for less than 5% of UCCS publications. DISCUSSION More education is needed on the importance of open access and how to assess the quality of a journal. RPT criteria consistently mentioned certain indicators of scholarly quality, but these indicators were often vague and preferential to traditional publishing models. Both open access and predatory publishing remain low, and additional education may help faculty feel more confident in exploring alternative publishing models. CONCLUSION Assessing the research output of faculty and how scholarship is being evaluated within each college can help libraries to tailor their efforts to promote open access publishing. However, the lack of OA support in the RPT criteria suggests a larger cultural shift is needed to make faculty not only aware of OA, but also encouraged and supported in publishing OA
