Data-Collection for the Sloan Digital Sky Survey: a Network-Flow Heuristic
The goal of the Sloan Digital Sky Survey is ``to map in detail one-quarter of
the entire sky, determining the positions and absolute brightnesses of more
than 100 million celestial objects''. The survey will be performed by taking
``snapshots'' through a large telescope. Each snapshot can capture up to 600
objects from a small circle of the sky. This paper describes the design and
implementation of the algorithm that is being used to determine the snapshots
so as to minimize their number. The problem is NP-hard in general; the
algorithm described is a heuristic, based on Lagriangian-relaxation and
min-cost network flow. It gets within 5-15% of a naive lower bound, whereas

Heuristic Solutions for Loading in Flexible Manufacturing Systems
Production planning in flexible manufacturing system deals with the efficient organization of the production resources in order to meet a given production schedule. It is a complex problem and typically leads to several hierarchical subproblems that need to be solved sequentially or simultaneously. Loading is one of the planning subproblems that has to addressed. It involves assigning the necessary operations and tools among the various machines in some optimal fashion to achieve the production of all selected part types. In this paper, we first formulate the loading problem as a 0-1 mixed integer program and then propose heuristic procedures based on Lagrangian relaxation and tabu search to solve the problem. Computational results are presented for all the algorithms and finally, conclusions drawn based on the results are discussed

Resource dedication problem in a multi-project environment
There can be different approaches to the management of resources within
the context of multi-project scheduling problems. In general, approaches to multiproject scheduling problems consider the resources as a pool shared by all projects. On the other hand, when projects are distributed geographically or sharing resources between projects is not preferred, then this resource sharing policy may not be feasible. In such cases, the resources must be dedicated to individual projects throughout the project durations. This multi-project problem environment is defined here as the resource dedication problem (RDP). RDP is defined as the optimal dedication of resource capacities to different projects within the overall limits of the resources and with the objective of minimizing a predetermined objective function. The projects involved are multi-mode resource constrained project scheduling problems with finish to start zero time lag and non-preemptive activities and limited renewable and nonrenewable resources. Here, the characterization of RDP, its mathematical formulation and two different solution methodologies are presented. The first solution approach is a genetic algorithm employing a new improvement move called combinatorial auction for RDP, which is based on preferences of projects for resources. Two different methods for calculating the projects’ preferences based on linear and Lagrangian relaxation are proposed. The second solution approach is a Lagrangian relaxation based heuristic employing subgradient optimization. Numerical studies demonstrate that the proposed approaches are powerful methods for solving this problem
