    New Tasks in Old Jobs: Drivers of Change and Implications for Job Quality

    This overview report summarises the findings of 20 case studies looking at recent changes in the task content of five manufacturing occupations (car assemblers, meat processing workers, hand-packers, chemical products plant and machine operators and inspection engineers) as a result of factors such as digital transformations, globalisation and offshoring, increasing demand for high quality standards and sustainability. It also discusses some implications in terms of job quality and working life. The study reveals that the importance of physical tasks in manufacturing is generally declining due to automation; that more intensive use of digitally controlled equipment, together with increasing importance of quality standards, involve instead a growing amount of intellectual tasks for manual industrial workers; and that the amount of routine task content is still high in the four manual occupations studied. Overall, the report highlights how qualitative contextual information can complement existing quantitative data, offering a richer understanding of changes in the content and nature of jobs

    Using Twitter to learn about the autism community

    Considering the raising socio-economic burden of autism spectrum disorder (ASD), timely and evidence-driven public policy decision making and communication of the latest guidelines pertaining to the treatment and management of the disorder is crucial. Yet evidence suggests that policy makers and medical practitioners do not always have a good understanding of the practices and relevant beliefs of ASD-afflicted individuals' carers who often follow questionable recommendations and adopt advice poorly supported by scientific data. The key goal of the present work is to explore the idea that Twitter, as a highly popular platform for information exchange, could be used as a data-mining source to learn about the population affected by ASD -- their behaviour, concerns, needs etc. To this end, using a large data set of over 11 million harvested tweets as the basis for our investigation, we describe a series of experiments which examine a range of linguistic and semantic aspects of messages posted by individuals interested in ASD. Our findings, the first of their nature in the published scientific literature, strongly motivate additional research on this topic and present a methodological basis for further work.Comment: Social Network Analysis and Mining, 201

    Food Safety: Food Crisis Management

    Food safety is a complex topic, and the various market participants are involved, such as authorities, non-governmental organisations (NGOs), consumer protection bodies and the media, have a very different, often emotionally charged perspective. This poses a particular challenge to producers and distributors when deciding on a method to deal with media attention on unhealthy food, with contaminations and residuals. There are numerous examples of crises caused by impermissible residuals. This shall be illustrated using concrete examples from the egg, game and poultry industries

    Beware of chameleons – chameleons beware:the propriety of innovation as a concept for the coordination of novelty and change : insights from the Dutch outbound travel industry

    Innovation is a taken-for-granted buzzword of modern society that is generally viewed as positive. The concept and its use in organisations have received limited scrutiny in the innovation literatures. This thesis therefore examines the propriety of innovation for the coordination of novelty and change. Using different theories premised on post-structuralist thought, it attempts to open up the concept of innovation. To this end, it examines an industry that has always been particularly prone to innovation and change: the Dutch travel industry. Drawing from three interrelated case studies conducted in this setting from 2016 to 2019, it examines the concept of innovation and its uses from up close. The first case study (The Machine) traces the development of a carbon management calculator for tour operators. This technology failed. Or did it not? The second case study (The Expert) examines how a PhD thesis on aviation-induced climate change impacted the Dutch aviation policy process and contributed to a new narrative on sustainable aviation in which technological innovation plays a prominent role. The third case study (The Firm) investigates the development of an innovation unit in a large, corporate tourism organisation (TUI) and illustrates how this unit ended up strengthening the organisational practices it set out to transform. The case studies present innovation as a collection of emergent, conflicting practices and communications that generate their own support and resistance. The thesis shows that innovation is highly political and sheds light on the paradox of innovation: attempts to create novelty can end up reinforcing the status quo. Promises of novel technologies can play a prominent role in this process.  The thesis draws attention to chameleons: actors that – like their reptilian equivalent – wittingly or unwittingly change colour to suit new dawns but remain their former shape. It concludes with directions that can help researchers and practitioners in better understanding and addressing these tricky creatures and questions if we should abandon the term innovation

    The art of SME export marketing: a case study

    In this paper, it is proposed that integrating arts and culture into international trade missions will stimulate arts and crafts, as well as SME exports. It can also help to package trade missions so that they appeal to a wider audience and build SMEs’ relationships with international partners. Arts and cultural organisations – as well as individual artists – share features and interests with other SMEs. A case study illustrates that by piggy-backing on each others’ unique skill sets, industry, tourism and the arts can together successfully contribute to trade missions that promote a region and the products produced there. Lessons that the primary author has learnt from organising and participating in numerous trade missions are used to develop a framework that could potentially be utilised to develop similar programmes. The results should be of value to policy-makers, export development organisations, arts and cultural development organisations, and individual SME managers and artists

    The report provides a framework that categorises the different European Union (EU) policies, laws and governance actions identified as impacting upon food value chains in the defined areas of: fairer trading practices, food integrity (food safety and authenticity), and sustainability collaborations along food value chains. A four-stage framework is presented and illustrated with examples. The evidence shows that European Union policy activity impacting upon food value chain dynamics is increasing, both in terms of the impacts of policies upon the chains, and, in terms of addressing some of the more contentious outcomes of these dynamics. A number of policy priorities are at play in addressing the outcomes of food value chain dynamics. unevenness of the distribution of profit within food value chains, notably to farmers. Regulation of food safety and aspects of authenticity has been a key focus for two decades to ensure a functioning single market while ensuring consumer health and wellbeing. A food chain length perspective has been attempted, notably through regulations such as the General Food Law, and the rationalisation of the Official Controls on food and feed safety. However, there are still gaps in the effective monitoring and transparency of food safety and of food integrity along value chains, as exemplified by misleading claims and criminal fraud. This has led to renewed policy actions over food fraud, in particular. EU regulations, policies and related governance initiatives provide an important framework for national-level actions for EU member states and for EEA members. The more tightly EU-regulated areas, such as food safety, see fewer extra initiatives, but where there is a more general strategic policy and governance push, such as food waste reduction or food fraud, there is greater independent state-level activity. Likewise, there is much more variation in the application of both national and European (Competition) law to govern unfair trading practices impacting upon food value chains. This report presents the findings of a survey of members from the VALUMICS stakeholder platform, that were policy facing food value chain stakeholders across selected European countries, including both EU and EEA Member States. The survey was conducted to check the significance of the main policies identified in the mapping exercise at EU and national levels and so to incorporate the views of stakeholders in the research. The responses suggest the policy concerns identified in EU and national-level research resonate with food value chain stakeholders in participating nations. The report concludes by exploring in more detail how the themes of fairness and of transparency are being handled in the policy activities presented. Highlighted are the ways that both fairness and transparency can be extended within the existing frameworks of EU policy activity. The findings in this report provide an important context for further and detailed research analysis of the workings and dynamics of European food value chains under the VALUMICS project

    Aligning business processes and IT of multiple collaborating organisations

    When multiple organisations want to collaborate with one another they have to integrate their business processes. This requires aligning the collaborative business processes and the underlying IT (Information Technology). Realizing the required alignment is, however, not trivial and is the subject of this thesis. We approached the issue of alignment in three steps. First, we explored business-IT alignment problems in detail in a real-life business case. This is done in order to clarify what alignment of business processes and IT systems across a collaboration network entails. Second, we provided a business-IT alignment framework called BITA* (pronounce bita-star). The framework provides modelling abstractions for alignment. Third, we applied the framework in two real-life case studies, including the real-life business case used in step one. By applying the framework in practice we showed that the framework can, in fact, help to address the business-IT alignment problems that we identified in the first step. The work presented in this thesis is conducted over a number of years in the context of four large EU sponsored research projects. The projects focused on alignment problems in two very distinct application areas. Two projects were about realizing transparency systems for meat supply chains and constitute the first case study. The other two projects were about realizing multidisciplinary modelling collaboration systems and constitute the second case study. Although the projects were conducted sequentially the research questions were addressed iteratively over the years. The research methodology that shows how the framework is designed and how the case studies are applied is discussed in detail in chapter 2. In chapter 3 we present BITA*, a Business-IT Alignment framework for multiple collaborating organisations. The main challenges in designing BITA* have been what models to consider for alignment and how to compare them in order to make explicit statements about alignment. We addressed this problem by introducing allocation and alignment modelling constructs to help the alignment process, and the concept of business collaboration model to represent the models that have to be aligned. We identified three groups of stakeholders for whom we designed explicit design viewpoints and associated allocation and alignment models. The Business Process to Business Process (BP2BP) alignment viewpoint is designed for business analysts who have to align diverse business collaboration process models. The IT to IT (IT2IT) alignment viewpoint is designed for software architects to align the distribution of data and IT systems across a collaboration network. The Business Process to IT (BP2IT) alignment viewpoint is designed for an interdisciplinary team of business analysts and software architects who have to align the different ways of supporting business collaboration processes with distributed IT system. An essential element of this thesis has been elaborating how business-IT alignment problems occur in the context of multi-organisational collaboration. The case studies were used to demonstrate business-IT alignment concerns. Particularly, the details of the first case study presented in chapters 4 and 5 were used in chapter 3 to help derive the alignment framework. The case study presented an ideal problem scenario since realizing transparency across supply chains is intrinsically a collaborative effort. The second case study was used to enhance the validity of our approach. The results of the second case study are presented in chapter 6. The alignment framework was designed during the iterative process we followed when realizing a generic transparency system for meat supply chains. To realize the required generic transparency system we needed a reference architecture. To derive the reference architecture we adapted an already existing and broadly-accepted generic reference architecture. We have to adapt the generic reference architecture in order to address specific requirements of the meat sector that were not considered in the generic reference architecture. The adaptation process made it clear that we needed models for representing business collaborations. We, therefore, introduced the notion of business collaboration model, which we used both to model reference architectures and to adapt them. Adaptation required aligning the generic reference architecture with the diverse business collaboration models adopted by the organisations that have to collaborate. The alignment framework is thus used for adapting a generic reference architecture in order to create a reference architecture that the collaborating organisations can, and are willing to, adopt. We identified three types of business collaboration models: business collaboration process model, business collaboration IT model, and a model for representing the relationship between these two. A business collaboration process model is a business process model that spans a collaboration network. A business collaboration IT model is a model of the distribution of the IT across the collaboration network. A business collaboration process-IT model is a model of the relationships between the elements of the business collaboration processes and the elements of the distributed IT. Each organisation is considered to adopt its own business collaboration models. For instance, different actors in meat supply chains have different views on how chain-wide transparency should be realized. Which business processes and IT systems each organisation has to deploy and use depends on the business collaboration models each food operator adopts. If two different food operators adopt the same set of business collaboration models, they are aligned; otherwise they are misaligned. Hence, alignment entails comparing the different business collaboration models adopted by the participating organisations. The results of the alignment process are explicit statements about how convergent or divergent the organisations are from the chosen generic reference architecture. The explicit statements of alignment guide how best the generic and the corresponding organisational business collaboration models can be adapted to create a better state of alignment. To further enhance the validity of the overall approach the second case study was conducted. The second case study was a retrospective investigation of two past research projects focusing on aligning environmental modelling processes and IT systems. A retrospective case study was chosen because launching a new business-IT alignment project involving multiple collaborating organisations was not feasible. The projects were undertaken to support the European Water Framework Directive, which mandated, among other things, participatory, multidisciplinary, river-basin wide and model-based studies to manage the water resources of Europe. The directive particularly required a collaborative approach to building environmental decision support systems and to deriving methodologies for applying existing decision support systems. We applied BITA* to aligning environmental modelling processes and IT systems in order to evaluate the suitability of the framework to addressing alignment problems in other application areas. The contributions of the thesis are summarized in chapter 7. The contributions include a number of design artefacts, which can be grouped into four categories: constructs, models, methods, and instantiations. The contribution in the first category includes the conceptualization of allocation and alignment. The contributions in the second category include allocation and alignment models, and reference architectures. Allocation models are representations of business collaboration models in a form that can be compared and are the basis for alignment modelling. The main contribution in the third category is the BITA* systematic approach to alignment modelling. The contributions in the fourth category are the software systems developed with the help of the reference architectures.</p

    Development of a national-scale real-time Twitter data mining pipeline for social geodata on the potential impacts of flooding on communities

    International audienceSocial media, particularly Twitter, is increasingly used to improve resilience during extreme weather events/emergency management situations, including floods: by communicating potential risks and their impacts, and informing agencies and responders. In this paper, we developed a prototype national-scale Twitter data mining pipeline for improved stakeholder situational awareness during flooding events across Great Britain, by retrieving relevant social geodata, grounded in environmental data sources (flood warnings and river levels). With potential users we identified and addressed three research questions to develop this application, whose components constitute a modular architecture for real-time dashboards. First, polling national flood warning and river level Web data sources to obtain at-risk locations. Secondly, real-time retrieval of geotagged tweets, proximate to at-risk areas. Thirdly, filtering flood-relevant tweets with natural language processing and machine learning libraries, using word embeddings of tweets. We demonstrated the national-scale social geodata pipeline using over 420,000 georeferenced tweets obtained between 20-29th June 2016.
